Dunning - A report from the I <br /> Pub~ic Works Department stated the owner of this property requested deferra~ 'of assess- <br /> ment in return for easement along two sides of the property. The tract contains 99,500 <br /> sq.ft. , the house on the property is not within the required l60-foot distance from the' <br /> trunk, and the estimated assessment would be $5973. The Public:Works Department re'com':' <br /> mended deferral of the assessment. Mrs. Lauris moved seconded by, Mr. Lassen,to approve <br /> the recommendation. Motion carried~: , - <br /> 2 5. Parking Meters. Onyx between 13th and 15th - The University of Oregon requested installa- <br /> tion of parking meters at this location. The Public Works Department 'recommended in- <br /> stallation of 27 meters on ,the south side of 13th between Onyx and Agate with parking <br /> prohibited on tne.north side. On Onyx between 13th and 15th, this request would authorize <br /> 42 additional meters, most of which would be 2-hour limit. The necessary meters are avail- <br /> albe and it was recommended installation be started prior to the University's fall term.. <br /> Mr. Lassen moved seconded by Mr. McNutt to approve the parking meter 'installation as <br /> recommended. Motion ca'rried. e <br /> 3 6. 18th and FriendlY-Intersection - Mrs. Lauris stated she had received comments concern- <br /> ing the traffic cqngestion at 18th and Friendly caused by cars:desiring to turn left . <br /> from 18th, and as~ed 'if a lane could be installed for through' traffic;' It was .explai:ned <br /> that because of the offset curb on the north side of 18th, part of the ,sidewalk would <br /> have to be removed in order to make room:available'for a lane.- The City Manager sug- <br /> gested investigati-on of possible installation of a through .lane on ,the north side of <br /> 18th at Friendly. No action was taken. I <br /> ,-, <br /> "Dr. Purdy moved seconded by Mr. Anderson to approve Items 3 through 6:of the Committee report; Motion <br /> carried. ' " <br /> 4 7. Traffic Signal. Highway 99W' and Roosevelt Boulevard - A proposed agreement was presented <br /> between the State Highway Department and the city of Eugene concerning maintenance and <br /> provision of current by the Citi for the traffic signal ~t this intersectio~; The agree- <br /> ment would also provide for an ~dditional controller for the City which could be inter- <br /> changed with the signals at 6th and High and ,at Oakway'and Coburg. The City and State <br /> would share the $1300 cost of this extra control"ler on a 50-50 basis. Mrs; Lauris moved <br /> seconded by Mr. McNutt to authorize entering into the agreement., Motion carried." <br /> Dr. Purdy moved seconded by Mr. Crakes to approve Item 7 of the Committee report. Motion carried. <br /> ." <br /> Committee meeting July 29; 1965 : <br /> "Present: Councilmen Chatt (presiding); Lauris, Crakes; Purdy, and Lassen; ,City Manager; <br /> City Attorney; Assistant City Recorder; Director of Public.Works; and 'others. <br /> 5 1. 'Taxicab Licen ses - Mr. Donald, Bach, representing one of the two taxicab companies in the <br /> City, requested that the City Council consider requiring a certificate, of convenience <br /> and necessity for new taxicab companies. A discussion followed relative to the number <br /> of cabs now in operation and present control of taxicab drivers and companies. 'Mr.Bach I <br /> suggested this 'requirement be enacted in order to limit the number of cab licenses that <br /> would be issued in Eugene. He stated that when a number of cab companies are in opera- <br /> tion over and above:requirements to do an economical job, :it is'difficult for anyone <br /> of them to operate profitably., The Council asked him to prepare a 'proposed ordinance <br /> for their consideration. <br /> Mayor Cone arrived at the Committee meeting and assumed the Chair. <br /> Mr. Crakesmoved seconded by Dr. Purdy to'approve Item:l'of the Committee r?port. Motion carried. e <br /> 6 2. Financial Support. Lane County, Council on ,Alcoholism - Reverend Carlton:C. Buck, : repre- <br /> senting the Lane.Connty Council on Alcoholism" ,explained the function of the organiza- <br /> t ion, stating that it is supported by voluntary help, membership dues, and State support <br /> of $150 per month. The organization provides education, treatment, and advice for al- <br /> coholics and their families, and families affected by alcohblism. He stated that the. <br /> organization works closely with Buckley House, and George Buckley is a member of the <br /> organization's Board. <br /> A copy of a proposed budget was presented and discussion followed relative to the re- <br /> sponsibility of the city of Eugene in these matters and the program now carried on by <br /> .Buckley House. Mrs. Lauris moved seconded by Mr. Crakes that the City appropriate <br /> $1200 to the Lane County Council on Alcoholism to be disbursed ,according to the wishes <br /> of the Lane County Council on Alcoholism. Motion carried. Dr. Purdy suggested that I <br /> a limit be put on expenditures from the emergency fund and a policy established re- <br /> garding the amount which could ultimately be paid out of the:~gency fund. <br /> Mr. Crakes moved seconded by, Mr. Anderson to approve Item 2 of the Committee report. Motion carried. <br /> 7 3. CABHearing~West Coast Petition. Examiner's Report.,. The City Manager stated that the <br /> Civil Aeronautics Board ,examiner had recommended to:the:CAB that United Air Lines serv- <br /> ice"be deleted at Eugene, Salem, and Medford. Also that if the City wishes to appeal <br /> this recommendation, it has 25 days in which to do so.
