Audit Contract 1965-66 - Copies of an agreement were presented voering auditing serv- <br />ices by Winn & Co., certified public accountants, for the city of Eugene for the year <br />1965-66, the terms being substantially the same as for 1964-65. Dr. Purdy moved <br />seconded by Mr. Anderson to approve the agreement Motion carried. <br /> <br />Mr. Hawk Moved seconded by Mrs. Lauris to approve Item 3 of the Committee report. <br />All councilmen present voting aye, motion carried. <br /> <br />Rollcall vote. <br /> <br />4. Planning Commission Report - January 18, 1966 <br />a. Rezoning to C-3P area between Coburg Road, Oakway Road, and Oakmont Way (65-156) <br />McKay ~ The Planning Commission recommended Council action of January 10, 1966 <br />be affirmed rezoning to C-3P a triangular area running approximately 400 feet <br />north along Oakway Road and east joining the point of intersection of Oakmont <br />Way and the existing C-3P zoning, providing construction on some portion of the <br />property be commenced within two years and that an agreement on the rezoning <br />conditions be entered into between the City and McKay. No action was taken. <br /> <br />Mr. McKay was present and recommended several minor changes in spelling and substitution in wording in <br />the agreement concerning the rezoning. Mr. Hawk moved seconded by Mr. Crakes that the Planning Com- <br />mission recommendation be approved and the corrections in the agreement made as suggested. Motion <br />carried. <br /> <br />3 <br /> <br />5. Amend Building Code Re: Nursing Homes Fire Prevention - A proposed amendment to the <br />Building Code was presented which would bring the Code into conformance with re- <br />quirements of the State FireMarshal with respect to fire protection for nursing and <br />convalescent homes. No action was taken. <br /> <br />4 <br /> <br />6. Traffic Islands, Franklin Boulevard - The Public Works Department recommended a plan <br />which would provide planted areas in traffic island~ on Franklin Boulevard rather <br />than solid concrete as originally proposed. The State has agreed to maintain the <br />plantings. Dr. Purdy moved seconded by Mr. Anderson to adopt the proposed plan. <br />Motion carried. <br /> <br />Mr. Hawk moved seconded by Mrs. Lauris to amend the Building Code as presented, and to approve Item 6 <br />of the Committee report. Motion carried. <br /> <br />5 <br /> <br />7. Amend plat Approval Fee Schedule - The Public Works Department'recommended that the <br />fee for subdivision plat checking be $15 for up to and including 10 lots, and $25 <br />for more than 10 lots, based on a review of the costs entailed for this service. <br />Mr. Lassen moved seconded by Mr. Anderson to approve the recommended schedule. Mo- <br />tion carried. <br /> <br />Mr. Hawk moved seconded by Mrs. Lauris to approve Item 7 of the Committee report. Rollcall vote. All <br />councilmen present voting aye, motion carried. <br /> <br />6 <br /> <br />8. Designating Jeppeson Acres Road Collector Street - The Public Works Department <br />recommended that Jeppeson Acres Road between Coburg Road and Gilham Road be desig- <br />nated as a collector street with "yield" signs installed at all intersecting streets. <br />Dr. Purdy moved seconded by Mr. Lassen to approve the recommendation. Motion carried. <br /> <br />7 <br /> <br />9. Bids Irrigation System, Monroe Junior.High, January 24, 1966, - A tabulation of the <br />bids submitted for installation of an irrigation system at Monroe Junior High was <br />presented with the recommendation that a contract be awarded to Ramsey-Waite Co. on <br />their Alternate Bid 2 of $11,695.00. Mr. Anderson moved seconded by Dr. Purdy to <br />approve the recommendation. Motion carried. <br /> <br />8 <br /> <br />10. Assessment Segregation, Freeman, Lots 55 and 56, 2nd Addition Sunny Hollow - Roy W. <br />Freeman requested segregation of the $1,102.22.assessment for paving West Hillside <br />from Larch to West Amazon, $551.11 to Lot 55 and $551.11 to Lot 56. Dr. Purdy <br />moved seconded by Mr. Anderson to approve the request. Motion carried. <br /> <br />9 <br /> <br />11. Assessment Segregation, Tengs, Lots 2 and 3, Block 7, Pine Ridge Estates - I.H.Tengs <br />requested segregation of $2,641.09 assessment for paving and sewers on Sprague Street <br />between, Snell and Manzanita which would allow a 0.5-foot strip to be taken from Lot 3 <br />and assessed to Lot 2, Block 7, Pine Ridge Estates. The resulting assessment would <br />be $1,278.14 against Lot 3, and $1,362.95 against Lot 2. Dr. Furdy moved seconded by <br />Mr. Anderson to approve the requested segregation. Motion carried. <br /> <br />12. Liquor License Renewal, Emerald Empire, Baseball Club, 200 Maple Street - An applica- <br />tion was presented for renewal of the Retail Malt Beverage Class A license at this <br />location. Mr. Anderson moved seconded by Dr. Purdy to recommend approvai. Motion <br />carried. <br /> <br />13. Meeting Announcements <br />a. Springfield Council, Lane County Housi~ Authoritv. Eugene Council - Meeting to <br />be held at 7:30 p.m. on Monday, February 21, 1966, McNutt Room, for discussion <br />of leased low-:ent housing. <br /> <br />b. National Legislative Conference - To be held in Washington, D. C., on March 29- <br />31, 1966.
