Amend Code, Filing Improvement Petitions, Cutoff Date - The Public Works <br />Department recommended the City Code tre amended to change the cutoff date <br />for submitting petitions for local improvements from April 1 of each year <br />to January 15. Other agencies, such as the Eugene Planning Commission <br />and Eugene Water & Electric Board, are on record in favor of changing <br />the present date. Mr. Mc Nutt moved seconde.d by Mrs. 'Lauris the recom- <br />mendation be accepted. Motion carried. <br /> <br />2 <br /> <br />Mrs. Lauris moved seconded by Mr. Chatt to approve Items 11, 12, and 13 of the <br />Committee report. Motion carried. <br /> <br />14. Remodeling Library Basement, Contract - A letter was read from Architects <br />Hamlin & Martin with regard to an explanation of architect fees for remodel- <br />ing the Library basement. The letter stated the architectural fee would <br />not exceed 10% of construction cost, and it was the hope of the architects <br />the cost might be less because of their knowledge of the building. Any <br />savings would be passed on to the owner. . Mr. Hawk questioned why the <br />architectural fees were above the usual 6% to 7% for remodeling when <br />the architect had originally designed the building. It was explained <br />the remodeling is not a duplicate of the original building, and there- <br />fore demanded a htgher rate for architectural services. The proposed <br />contract was recommended by the Library Board. Dr. Purdy moved seconded <br />by Mrs. Lauris the contract for architectural services by approved. <br />Motion carried. <br /> <br />e <br /> <br />I <br /> <br />Mrs. Lauris moved seconded by Mr. Chatt to approve Item 14 of the Committee report. <br />Motion carrIed, on rollcall vote. All councilmen present voting aye. <br /> <br />3 <br /> <br />15. Traffic Report, Whiteaker School Area - The Public Works Department sub- <br />mitted a report which in summary recommended: <br />1. Madison Street be given right-of-way, installing 'stop' signs <br />at Clark. <br />2. Clark west of Madison and to Jackson be assigned right-of-way, <br />installing '.stop~ signs on all intersecting streets. I.. , , <br /> <br />I <br /> <br />'.' I . <br /> <br />3. Lawrence Street from 5th to north be assigned right-of-way, <br />installing 'stop' signs on all intersecting streets (1st and <br />4th already assigned). <br />4. Denial of request for traffic signal installation at 1st <br />and Monroe. <br />5. The Council consider closing crosswalks across Jefferson <br />at 1st and across 1st at Washington. <br />6. Whiteaker School PTA Safety Committee work toward estab- <br />lishing routes to and from school and that the Block <br />Parent Program provide this routing to ensure compliance <br />by school children. <br />7. The City encourage Davidson Bakery and Billy's Market to <br />develop off-street parking to lessen pedestrian problems <br />in the area. <br />Three women from the Whiteaker School PTA spoke in favor of the <br />recommendations, although they indicated 'they wished more.could be <br />done. Mrs. Lauris moved seconded by Mr. Anderson to accept the <br />recommendations. Motion carried. <br /> <br />e <br /> <br />Mrs. Lauris moved seconded by Mr. Chatt to approve Item 15, deleting number 5 <br />of the Committee report. Motion carried. <br /> <br />4 <br /> <br />16. Sidewalks, Southern Oaks - A report from.the Public Works Depart- <br />ment dated April 20, 1966 requested approval for location of side- <br />walks in this area. Mrs. Lauris moved seconded by Dr. Purdy that <br />recommendations for sidewalks outlined in the report be accepted. <br />Motion carried. <br /> <br />5 <br /> <br />17. Curb Sidewalk, Kincaid from 35th to 36th - The Public Works Depart- <br />ment recommended curb sidewalk at this location. Mrs. Lauris moved <br />seconded by Mr. Anderson to approve the recommendation. Motion <br />carried. <br /> <br />6 <br /> <br />18. Curb Sidewalk, West 24th Place between Jefferson and Madison - <br />The Public Works Department recommended that sidewalk location be <br />~~sign~tid as~'hurb sidewalk on 24th Place bB~~eennJefferson and <br />Madison. Mrs. Lauris moved Dr. Purdy seconded the request be <br />approved. Motion carried. <br /> <br />I <br /> <br />7 <br /> <br />19. Transfer Jurisdiction 24th Avenue, Jefferson to Madison - A <br />report was read from the City Attorney requesting authorization <br />to ask Lane County to transfer jurisdiction of 24th Avenue, <br />County Road No. 1151, to the City. Dr. Purdy moved seconded by <br />Mr. Anderson to approve the request. Motion carried. <br /> <br />e <br /> <br />. <br /> <br />5/9/66 - 8 II..... <br />
