Variance 110 Danebo Avenue to allow truck and heavy equipment shop and <br /> storage, Allum Bros. (66-053) - The"Planning Commission recommended approval <br /> of this variance. It was explained the Planning Commission expects this area <br /> to be rezoned to M-3 Heavy Industrial as soon as the highway is established. <br /> Mr. Anderson moved seconded by Mr. Crakes to grant the variance. Motion <br /> carried. <br /> Mrs. Lauris moved seconded by Mr. Chatt to approve Item 5a of the Committee report. <br /> After considerable discussion during which Mr. Allum stated that the company he represents desires <br /> M-3 zoning for an additional area as well, Mr. Anderson moved seconded by Mr. Chatt to refer the item <br /> back to the Planning Commission. Motion carried. <br /> 2 6. Bids Improvement Proiects, Opened June 21, 1966 - The Public Works Director pre- <br /> sented a tabulation of bids submitted on various improvement projects and recom- <br />e mended award of contracts to the low bidder on each project. Considerable discus- <br /> sion was held regarding the East 11th Avenue widening project. A map was presented <br /> showing the proposed widening with provisions made to save a number of trees for <br /> as long as possible. The City Manager suggested the alternative solution of a <br /> diagonal street from 13th to 11th from Kincaid to a point past Alder which was a <br /> plan developed several years ago. If this alternative is used it would be neces- <br /> sary to widen East 11th only on the north side. The Council deferred action un- <br />I til the June 27, 1966 Council meeting. <br /> This item was received and filed. (See action under Bids earlier in meeting.) <br /> 3 7. Paving 25th, Onyx to Columbia - The Public Works Director explained that the <br /> width of this street had been changed after bids were opened. Mr. Anderson <br /> moved seconded by Dr. Purdy to issue a new bid call on this project. Motion carried." <br /> Mrs. Lauris moved seconded by Mr. Chatt to approve Item 7 of the Committee report. Motion carried. <br /> Items on June 23, 1966 Committee agenda not considered at that time: <br /> 4 1. Right-of-Way Oakway Road - The Public Works Department recommended purchase "of <br /> the following rights-of-way: <br /> Russell E. and Ella J. Donovan, 292 Oakway Road - $900 <br /> Edward D. and Ruby F. Isom, 210 Oakway Road - $215 <br /> Hiram E. and Lillie Hayes McKay, Oakway Road at Westwood Lane - $320 <br /> 5 2. Rights-of-way Cal Young Road - The Public Works Department recommended purchase <br /> of the following rights-of-way: <br /> Etta B. Teal, 2365Cal Young Road - $1100 <br />I Belle Zimmerman (c/o A. P. Trapman) , 2340 Cal Young Road - $1435 <br /> Mrs. Lauris moved seconded by Mr. Crakes that these rights-of-way be purchased as recommended. Roll- <br /> call vote. All councilmen present voting aye, motion carried. <br /> 6 3. Condemnation Sewer Easement Bertelson Road north of 11th, Martinson - It was <br /> recommended that the City commence condemnation proceedings to acquire this <br /> sewer easement for $10, to allow start of construction on Bethel-Danebo sewers, Trunk D. <br />e Mr. Anderson moved seconded by Dr. Purdy to proceed with condemnation proceedings. Motion carried. <br /> 7 4. Traffic, West 19th between Willamette and Friendly - The Public Works Department <br /> had recommended "yield" signs on Madison and Monroe at'19th controlling north/ <br /> south traffic, and reversal of "stop" signs at 19th and Washington controlling <br /> north/south traffic on Washington rather than 19th. The Council at its June 13, <br /> 1966 meeting had held this item over until Council members had an opportunity to <br /> tour the area, which tour was made before the June 23, 1966 Committee meeting. <br /> Dr. Purdy moved seconded by Mr. Lassen to approve the recommendation for traffic control on West 19th. <br /> Motion carried. <br /> 8 5. Assessment Deferral, Sewer Easements, Bethel-Danebo Trunk Sewer D - The Public <br /> Works Department recommended deferral of assessments for construction of Bethel- <br /> Danebo Sewer Trunk D on 5th Avenue between Seneca Road and Belt Line Road so <br />I that easements may be obtained on the following properties:. <br /> Tax Lot 17-04-34-200 Loeding Martinson <br /> " 17-04-27-401 Carl Lowery, M.W.Edmundson, Thomas Winters <br /> " 17-04-27-400 George Ohler, David Henderson, William Alexander <br /> " 17-04-35-1100 Paul Lafferty <br /> Dr. Purdy moved seconded by Mr. Lassen to grant assessment deferrals as recommended.
