Kendall Ford Fire - It was announced that funeral services for <br /> Captain Leland Christensen and Engineer Harold Stinson, firemen killed while fight- <br /> .ing the Kendall Ford fire at 13th and Olive on October 11, 1966, will be held at <br /> 2:00 p.m. and 10:30 a.m. re~pectively on October 14, 1966. It was agreed the Council <br /> would send a floral piece to the Christensen services and contribute to the Memorial <br /> Fund for the Stinson services. The City Manager briefly explained insurance protec- <br /> tion each man carried. Mr. Lassen moved seconded by Mr. McNutt that resolutions be <br /> adopted expressing sympathy of the Council and the Mayor to the families of both men. <br /> Motion carried. <br /> 2 4. Unused Sick Leave - The Council was asked to consider the City's policy regarding <br /> unused accrued sick leave for City employees losing life in on-duty accidents, whether <br /> the City would make cash payment in such cases. Unused sick leave is not now con- <br /> sidered a cash benefit. Mr. Anderson moved seconded by Dr. Purdy to adopt the policy <br /> of making cash payment for unused sick leave to beneficiaries of City employees killed <br /> while on duty. Motion carried. <br /> e 3 5. Commendation, Fire Department - Mr. McNutt moved seconded by Dr. Purdy that the Fire <br /> Department be commended for the excellent containment of the Kendall Ford fire at 13th <br /> and Olive on October 11, 1966. Motion carried. <br /> 4 6. Property Exchange. Evergreen Union Retirement Home - The Council had previously agreed <br /> to make available to Evergreen a City-owned tract fronting on 4th, if extended south <br /> and east of Skinners Butte in exchange ,for land in the same general area. The Ever- <br /> I green people are now ready to proceed with their building. Because a 1st-4th con- <br /> nector street might require some of Evergreen's land, it was recommended the City and <br /> Evergreen parcels be appraised at present fair market value. The City will deed its <br /> tract to Evergreen now and will receive property of equal.value from Evergreen when <br /> the 1st-4th alignment is determined. Or if the City eventually decides it does not <br /> want the right-of-way, then Evergreen will pay cash for the City-owned land deeded to <br /> them based on the present appraisal. Dr. Purdy moved seconded by Mr. McNutt to pro- <br /> ceed with the property exchange on this basis, excluding any damages for possible <br /> use of any parking area which may have been established. Motion carried. <br /> Mr. Hawk moved seconded by Mrs. Lauris to approve Items 3 through 6 of the Committee report. Rollcall <br /> vote. Ail councilmen present voting aye, motion carried. <br /> 5 7. Delinquent Bancroft Payments - It was reported that of the total 3930 lots in sub- <br /> divisions created from April 1960 to August 1966, 1910 have been improved, leaving <br /> 2020 vacant. A check on the assessment payments on the older subdivisions with the <br /> largest number of vacancies shows 12 of 25 with some degree of delinquency, with <br /> only one owner very far behind in payments. A procedure is being initiated to bring <br /> payments to date. <br /> Mr. Hawk moved seconded by Mrs. Lauris that Item 7 of the Committee report be noted and filed. Motion <br /> carried. <br /> 6 8. Amendment, Fire Prevention Code - An ordinance was proposed which would amend the <br /> ,I Fire Prevention Code to require a permit for field burning inside the City. Mr.Anderson <br /> moved seconded by Mr. McNutt to present the ordinance for adoption. Motion carried. <br /> 7 9. Trailer House Variance, 1790 Highway 99N, Poole's. Inc. - Permission was requested by <br /> Poole's to place a trailer house on their property for living quarters for a watch- <br /> man. Mrs. Lauris moved seconded by Mr.Anderson to call a public hearing. Motion <br /> carried. <br /> e 7 10. Curb Sidewalk, south side 23rd from Patterson east to alley, McKenzie Green - The <br /> Public Works Department recommended denial of this request. for curb stdewalk loca- <br /> tion on the basis that (1) the roadway is ona curve with excessive super elevation <br /> which would make curb location hazardous for pedestrians, (2) original plans for <br /> the project indicated standard setback location, and (3) this is a high pedestrian <br /> volume area. The Public Works Department recommended approval of McKenzie-Green's <br /> request to Bancroft payment for the sidewalk construction, and. suggested Council <br /> initiation of the sidewalk at setback location for the entire block. Mr. McNut t <br /> moved seconded by Mr. Hawk to initiate standard setback sidewalk construction on <br /> the south side of 23rd from Patterson to Hilyard. Motion carried. <br /> Mr. Hawk moved seconded by Mrs. Lauris to approve Items 8 through 10 of the Committee report. Motioo <br /> carried. <br /> 8 11. Open-Space Grant. South Bank Willamette. OS-6 - Announcement was made of approval <br /> I of $109,437 open-space grant from the Department of Housing and Urban Development <br /> for acquisition of properties along the south bank of the Willamette River. <br /> 9 12. NLC Committee and Delegate - It was agreed that Councilman Anderson would act on <br /> the National League of Cities Committee on Transportation and Communication, and <br /> that Mayor Cone would act as Eugene's voting delegate." <br /> Mr. Hawk moved seconded by Mrs. Lauris that Items 11 and 12 of the Committee report be noted and <br /> filed.
