<br /> L1';~ <br />e <br /> 11/21/66 <br />I Mr. Hawk moved seconded by Mrs. Lauris to approve Item 2b of the Committee report. <br /> A letter was read from Wayne Johnson, president of Rental Property Owners of Lane County, asking that <br /> the amendment be denied until the Rental Property Owners can work out a more equitable plan with the <br /> Planning Commission. George Keating spoke from the floor stating the proposed amendment would work <br /> a severe financial hardship on property owners and loss of property to owners. He asked that time be <br /> given to allow a more flexible plan to be worked out. The Planning Director said the Planning Com- <br /> mission felt flexibility was provided in the amendment through use of variances. Betty Niven, Plan- <br /> ning Commission member, also explained the basis for the Planning Commission's recommendation. <br /> With the consent of the second, Councilman Hawk withdrew his motion to approve the amendment. <br /> Mr. Hawk moved seconded by Mrs. Lauris that the Rental Property Owners being back to the Council for <br /> a January meeting an alternative approved by the Planning Commission to gain the results the City is <br /> seeking. Motion carried. <br />e Councilman Anderson left the meeting. <br /> 1 c. Annex "Mistletoe Island", north and south of 18th east of Bailey Hill Road - This <br /> area, containing approximately 39.89 acres, is completely encircled by the City, <br /> and had been brought to the Planning Commission's attention, by the County's build- <br /> ing and sanitation division because of sanitation problems in the area. The Plan- <br />I ning Commission recommended annexation. Mrs. Lauris moved seconded by Mr. Anderson <br /> to proceed with the annexation. Motio'n carried. <br /> 2 d. Annex "Wi11amette Island", west of Willamette south of 40th - This area is about <br /> 84.5 acres with only one house on 1.23 acres, the balance being cemetery property. <br /> It is completely encircled by the City, and the Planning Commission recommended <br /> annexat ion. Mr. Anderson moved seconded by Mrs. Lauris to approve the.recommenda- <br /> tion. Motion carried. <br /> 3 e. Annex "Belt Line Island", south of Belt Line east of Coburg Road - An area of 2.26 <br /> acres, completely encircled by the City, if annexed would provide for better develop- <br /> mentof the area. The Planning Commission recommended annexation. Mrs. Lauris <br /> moved seconded by Mr. Lassen to annex the area.. Motion carried. <br /> Herbert Hansen, property owner in the Belt Line area, stated the County has not yet acquired the <br /> Co burg Road right-of-way from his property; and questioned if this made any differ,ence with re- <br /> gard to the proposed annexation. The Public Works Director explained that the County is obli- <br /> gated to pick up the right-of-way so that it would be no problem. <br /> 4 f.Vacation portion Graham Drive north and west of McLean Boulevard, Jones - James <br /> Jones requested vacation of a curved portion of Graham Drive to allow a proposed <br /> new subdivision, including realignment of this portion of the street. The Plan- <br /> ning Commission recommended approval. Dr. Purdy moved seconded by Mr. Anderson to <br /> proceed with the vacation. Motion carried. <br />I 5 g. Vacation portion alley between 12th and 13th, Alder and Hilyard - Sacred Heart - <br /> Supposedly, this area had been vacated by Council action in September 1963, but a <br /> portion of the area requested to be vacated had been inadvertently omitted in the <br /> final vacating ordinance. The Planning Commission recommended that portion now <br /> be vacated. Dr. Purdy moved seconded by Mr. Anderson to proceed with the vacation. <br /> Motion carried. : <br /> 6 h. Vacation portion 5th Addition to Echo Hollow Park, including Willhi and Juhl Streets, <br />e Sorenson - This vacation would allow replatting of the west end of 5th Addition to <br /> Echo Hollow Park necessitated by an intersection of Belt Line with portions of Will- <br /> hi and Juhl Streets. The Planning Commission recommended approval. Mr. Lassen <br /> moved seconded by Mrs. Lauris to proceed with the vacation. Motion carried. <br /> : <br /> 7 i. Vacation portion of old City View Street at 28th, Shields - Clifford Shields peti- <br /> tioned vacation of 20 feet on the east side of old City View Street north and south <br /> of 28th Avenue as platted in Monta Vista Park Subdivision. The old street is no <br /> longer needed in the area, and the vacation would allow development as now planned <br /> with the 10-foot balance of the right-of-way to be used for a pedestrian way north <br /> and south. The Planning Commission recommended approval. .Mr. Anderson moved <br /> seconded by Mr. Crakes to vacate the street as requested. Motion carried. <br /> 8 j. Vacation portions of Larkwood Street south of Snell, Balzhiser-Chatt - Vacation of <br /> the easterly 20 feet of Larkwood Street in Maholo Hills and 1st Addition to Pine <br />I Ridge Estates was requested to allow realignment and replatting. The Planning Com-. <br /> mission recommended approval. Dr. Purdy moved seconded by Mr. Crakes to proceed. <br /> Motion carried. <br /> 9 k. Sidewalks, Shasta Gardens - The Planning Commission recommended installation of side- <br /> walks in Shasta Gardens subdivision, north of Barger Drive between Echo Hollow Road <br /> and Golden Gardens Street, as shown on site development plan submitted by the Shasta <br /> Development Company architect. The plan submitted is a new concept in subdivision <br /> layout since it provides for setback sidewalks on both side of the street in some <br />e areas and one side only in other areas, with sidewalks and common open space ill rear <br /> II 11/21/66 - 5 \\~ <br /> -"~- <br />
