Architects. Danebo Fire Station and Swimming Pool - The City Manager reported the <br />Architect Selection Committee recommended retaining William W. Wilson as architect <br />for the Danebo fire station, and the firm of Briscoe and Berry for the Danebo swim- <br />ming pool. Mr. McNutt moved seconded by Mrs. Lauris to approve the recommendation. <br />Motion carried. <br /> <br />Mrs. Lauris moved seconded by Mr. McNutt to approve Item 6 of the Committee report. Motion carried. <br /> <br />7. Laurelwood Golf Course - It was explained there is a possibility School District 4 <br />may decide not to construct a school on the Laurelwood.property. NQ decision has <br />yet been made, but the Council was asked if they wished to be in a position to <br />exercise the City's option on the Laurelwood property should the School Board decide <br />to sell. Total purchase price of the 82.14 acres is $325,000 to be paid over a 5-year <br />period with a 5% interest rate~ To exercise its option, the City would have to make <br />a $147,141 payment immediately. This amount represents the School District's total <br />investment in theproperty to date. The balance is to be paid in three annual payments. <br />It was suggested funds for the initial payment could be transferred from the Parks <br />bond fund, then either a special levy or bond issue submitted to the voters later this <br />year. If the measure fails, then an arrangement would have to be worked out with the <br />School District to take title tomly a portion of the property. A bond issue would <br />be more favorable since it offers the possibility for adding other land purchases <br />and would make payment possible over a 20-year period rather than 3 to 5 years. The <br />Council was informed that HUD policy now does not allow for grants for acquisition <br />of golf courses. <br /> <br />Mr. Anderson moved seconded by Mrs. Lauris to authorize the staff to prepare a <br />financial plan fo~ acquisition of Laurelwood Golf Course should School District 4 <br />decide to dispose of it. <br /> <br />Further discussion resulted in a motion by Mr. Anderson seconded by Mrs. Lauris to <br />authorize the City Manager to negotiate with School District 4 for the acquisition <br />of the Laurelwood property. Motion carried, Mr. Wingard voting no. <br /> <br />Councilman Wi?gard asked if there is a plan for acquisition of open-space land, and was informed <br />there is a long-range park acquisition program now in effect. <br /> <br />Mrs. Lauris moved seconded by Mr. McNutt to approve Item 7 of the Committee report. Motion carried. <br /> <br />8. Coburg Road Right-of-Way. Scott - The City Attorney recommended payment of $600 for <br />Mr. and Mrs. Gilbert R. Scott for Coburg Road right-of-way. The property owner <br />asked $1000 for the property, and the City filed condemnation suit in 1965 on the <br />basis of a $375 appraisal. Mrs. Lauris moved seconded by'Mr. McDonald to settle <br />for $600. Motion carried. <br /> <br />Mrs. Lauris moved seconded by Mr. McNutt to approve Item 8 of the Committee report. Rollcall vote. <br />All councilmen present voting aye, motion carried. <br /> <br />9. Speed. West 11th and Bailey Hill Road - The State Speed Control Board, in response <br />to a request from the city of Eugene and after engineering investigation, proposes <br />to establish a speed of 30 mph on 11th Avenue from Garfield Street to 200 feet west <br />of City View Street, and 40 mph from 200 feet west of City View Street to the west <br />City limits. The Board also proposes to establish a 40 mph speed on Bailey Hill <br />Road from 50 feet south of West 11th Avenue to the west City limits, except school <br />zones. The Public Works Department recommended the 30 mph speed on West 11th Avenue <br />extend from Garfield Street to 200 feet west of Seneca Road rather than City View. <br />Some discussion followed on the possibility of need for a 30 mph speed the entire <br />distance on 11th, and a 30 mph speed on Bailey Hill Road rather than the proposed <br />40 mph. Mr. McNutt moved seconded by Mr. Lassen to advise the State Speed ContIDl <br />Board the proposed speeds are satisfactory except that the 30 mph zone on West <br />11th Avenue should be extended to 200 feet west of Seneca Road. Motion carried. <br /> <br />Mrs. Lauris moved seconded by Mr. McNutt to approve Item 9 of the Committee report. Motion carried. <br /> <br />10. League of Women Voters - A letter of invitation was presented concerning public <br />program "Planning for the Future of the Eugene Metropolitan .Area" sponsored by <br />the League of Women Voters. The meeting is scheduled for 8:00 p.m., Thursday, <br />February 2, 1967, in the City Council Chamber. <br /> <br />11. Celeste Campbell Center - Council members were invited to dedication of the Celeste <br />Campbell Center at 2:00 p.m. on Saturday, February 4, 1967." <br /> <br />Mrs. Lauris moved seconded by Mr. McNutt that Items 10 and 11 of. the Committee report be received <br />and filed. Motion carried. <br /> <br />Items on February 2, 1967 Committee agenda not considered at that time: <br /> <br />1. Ignition Key Ordinance - An ordinance was presented which would make it unlawful to <br />leave the ignition key in an unattended vehicle.
