Planning Commission Report - September 6, 1966 <br />a. Annexation area north of Goodpasture Island Road and east of Delta Highway, <br />Knutson-Corum - Recommended for approval by the Planning Commission, but de- <br />layed pending planning staff study which is now completed. Mrs. Lauris moved <br />seconded by Mr. Anderson to approve annexation. Motion carried: <br /> <br />Dr. Purdy moved seconded by Mr. Anderson to approve Item 9a of the Committee report. Motion carried. <br /> <br />b. Various Rezoning Requests Withdrawn - The Planning Commission reported the <br />following petitions for rezoning and variance had been withdrawn by the <br />petitioners: <br /> <br />30th and Hilyard - R-l to C-2 or C-3 - Mitchell <br />Belt Line and Coburg - AGT to M-l - Zachary <br />741 and 749 East 15th - Variance, Parking Spaces - Planning Commission <br /> <br />No action was taken. <br /> <br />Dr. Purdy moved seconded by Mr. Anderson that Item 9b of the Committee report be received and filed. <br />Motion carried. <br /> <br />10. Library Tour, Millrace Report - Council members were invited to preview the <br />Library's Magazine Research Center, scheduled to open April 8, 1967. The visit <br />was scheduled for March 30, 1967 prior to committee meeting. It was also agreed <br />to consider the Millrace Committee's report at that meeting." <br /> <br />Dr. Purdy moved seconded by Mr. Anderson that Item 10 of the Committee report be received and filed. <br />Motion carried. <br /> <br />Other items on March 23, 1967 committee agenda not considered at that time: <br /> <br />1. Electrical Code Amendment - A proposed ordinance was read which would -amend the <br />Electrical Code to provide minimum standards no lower than required by the State <br />Electric& Code. The Electrical Board recommended its adoption. <br /> <br />No action was taken (see action under Ordinances). <br /> <br />2. Beautification Program - It was requested that .the Mayor be authorized to appoint <br />an ad hoc committee representing various civic committees in the community to <br />develop a three-to five-year urban beautification program. <br /> <br />Dr. Purdy moved seconded by Mrs. Lauris to proceed with the committee appointment. Motion carried. <br /> <br />3. Legislation <br />S.B.180 - Enactment of this bill would limit campaign expenditures for election <br />to a City office to $500. <br /> <br />Mr. Anderson moved seconded by Dr. Purdy that the item be tabled. Motion carried. <br /> <br />H.B.1753 - Would provide for issuance of State bonds to finance assistance to <br />municipalities for community development programs, but would become effective <br />only if State Constitution were amended to authorize bond issues. There was <br />no information as to how the bonds would be retired. <br /> <br />Mr. McNutt moved seconded by Mr. Anderson that the item be tabled until further information is re- <br />ceived. Motion carried. <br /> <br />S.B.386 - Enactment would make mandatory vote of the people on initiation of <br />any public housing of more than ten dwellings, whereas authority now rests <br />with local governmental agencies. <br /> <br />Mayor Cone left the meeting during this discussion, and Council <br />President Purdy assumed the Chair. <br /> <br />Mr. Anderson moved seconded by Mrs. Lauris to oppose S.B.386. Motion carried. <br /> <br />4. West Coast Petition - Council members were informed of the CAB order denying West <br />Coast's petition for reconsideration of the Board's decision to deny West Coast ex- <br />clusive service to Medford, Eugene, and Salem. The Board did amend its former ruling <br />with regard to the subsidy on West Coast nonstop service between Medford and San <br />Francisco or Oakland. The City Manager also reported on increased activities at <br />Mahlon Sweet Field. <br /> <br />No action was taken. <br /> <br />5. Resignation, Chief of Bethel Volunteers - The City Manager reported that Chief <br />Byron Barnes of the Bethel Volunteer Fire Department has resigned after some <br />24 years of service, and that a letter of appreciation has been sent to him. <br /> <br />No action was taken. <br /> <br />~- <br /> <br />3/27/67 - 9 <br /> <br />~~ <br />
