<br />Councilwoman Hayward asked if notice of the proposed parking prohibition was given to residents in the
<br />area and was assured accounts had been carried in the Register-Guard. George Marx, 2587 Willamette
<br />Street, said he was aware of the proposed change and that he knew of several others in the area who
<br />knew of it, and 'there were no obj ect ions.

<br />A vote was taken on the motion to approve, and motion carried.

<br />6, Rezoning County Land Contiguous to City - A resolution from the planning Commission
<br />was read which recommended that zone change requests for property which is contiguous
<br />or substantially contiguous to the City, or which directly affects the future land
<br />use of the city of Eugene, should be referred to the city of Eugene for recommendation
<br />prior to final action.by the Lane County Commissioners. Mr. Farina commented that
<br />this policy change would have far-reaching effects. He further stated that cities
<br />are also part. of the county and that future plans of the city need to be considered
<br />by the county. It was suggested that the Council meet with the County Commissioners
<br />to explain the resolution was under consideration by the Council, and that Council
<br />desired the Commissioners' thoughts and suggestions before taking formal action.
<br />Mr. Anderson moved seconded by Mr. Lassen that the Council meet with the County Com-
<br />missioners to discuss the matter prior to the next regular meeting of the Council
<br />on April 24, 1967, Motion carried.

<br />7. Legislation
<br />a, Enabling City Income Tax - The City Manager explained that a measure is being con-
<br />sidered by the State Legislature w"l'1~ch would enable ciFies of more than 25,qOO
<br />population to levy a city income tax. He also stated the City badly needs addi-
<br />tional revenue to cover existi'ng City services, It was also explained that ad-
<br />ministrative costs' for collection of such a tax would be low because existing
<br />State machiDery could be used. Mr. Anderson moved seconded by Mr. Wingard the
<br />City Council support this legislation with the recommeDdation that the clause
<br />concerning the size of the City be deleted. Motion carried, Mr. McDonald voting no.

<br />b. Mandatory Annexation Where Health Hazard Exists~- A bill being considered by the
<br />Legislature would allow cities to annex adjacent areas where health hazards exist
<br />which the city could alleviate. Mr. Lassen moved seconded by Mr. Anderson ,to
<br />support tpis legislation. Motion carried.

<br />8. State Speed Control Board Report, Bailey Hill Road - The State Board has notified the
<br />City that in response to the City's request of February 11, 1967 the speed limit for
<br />this section of Bailey Hill Road has been revised to 30 mph, with recommendation that
<br />the City provide a walkway along the road."

<br />1. EDA Appointments - Councilwoman Hayward inquired about the method of appointing members
<br />to the Eugene Development 'Agency and was told they are made by the Council.

<br />2. Appeal, Conditional Use Permit for Day Nursery at 2340 Cal Young Road, Champion -
<br />A letter was read from George and Gloria Champion, 1689 Charnelton Street, appealing
<br />the Planning Commission's denial of their request for permission to locate a day
<br />nursery at 2340 Cal Young Road. Paul D. Clayton, attorney, representing the Champions,
<br />stressed the need for a day nursery in the area and said all regulation would neces-
<br />sarily be met by the Champions in order to be licensed by the State. He said they
<br />felt the Planning Commission denial was due in part to lack of .personal acquaintanc~
<br />with the Cham~ions, since they are new to Eugene, and to misrepresentation of amount
<br />of noise generated. in a regulated day school. Mr. and Mrs. Champion also answered
<br />several questions from the Councii. Mrs. Lauris moved seconded by Mrs, Hayward to
<br />grant the conditional use permit, subject to review if use of the land is changed or
<br />if the property is sold. Tie vote, Mrs. Lauris, Messrs. McNutt and Anderson, and
<br />Mrs. Hayward voting yes; Dr, Purdy, Messrs. Lassen, McDonald, and Wingard voting no.
