Cornell, 2283 Cal Young Road; all citing possible increase <br />in traffic, potential noise, and changing the character of the neighborhood from purely residential. <br /> <br />John Axtell, 2573 Sharon Way, suggested the matter be held until final adoption of the Willakenzie <br />Lane Use Plan. <br /> <br />Moe Thomas, Planning Commission member, said he felt the proposed location met all criteria set by <br />the present zoni~g regulations for location of a day nursery, and asked a change in the ordinance if <br />it was felt the day nursery would not be satisfactory at this location. <br /> <br />Mrs. Champion said they would be willing to accept a restriction of not more than 40 children in the <br />nursery, and explained plans for provision of adequate off-street parking. <br /> <br />e <br /> <br />A vote was taken on the motion to approve the permit, and motion was defeated, Mrs. Lauris and <br />Mrs. Hayward voting yes. <br /> <br />I <br /> <br />Mayor Cone remarked concerning an. ordinance on day. nurseries, allowing them in residential neighbor- <br />hoods, and it was explained that day nurseries are permitted in residential neighborhoods under <br />certain conditions, as in the case of two in the Wi11akenzie area located on corners. Councilwoman <br />Hayward also commented concerning the financial problems of day nurseries resulting in necessity of <br />locating in certain areas. <br /> <br />1 <br /> <br />3. Urban Beautification Grant - The Parks & Recreation Director outlined an. amended <br />program to be submitted to the Department of Housing and Urban Development with an <br />application for a $21,343 grant under the Urban Beautification Act. The amended <br />program as required by HUD is for.a three-year period, rather than one year, and <br />provides for landscaping various areas in the City. Richard Unruh at the same time <br />presented an amended urban beautification program for the University of Oregon to <br />be submitted along with the City's program. Dr. Purdy moved seconded by Mr. McNutt <br />to approve both programs and file the application for funds. Motion carried. <br /> <br />Dr. Purdy moved seconded by Mr. Anderson to approve Item 3 of the Committee report. Motion carried. <br /> <br />2 <br /> <br />4. Bids. Public Works Improvement Proiects. Opened April 17. 1967 - A tabulation of <br />bids was presented, and estimated unit costs were explained. The Public Works De- <br />partment recommended contract award to the low bidder on each project, Winfrid K. <br />Liepe, attorney representing M. L. Martin~on and United States Nationa~ Bank of <br />Oregon, trustee, presented their objections to proposed location of the BD-67-17 <br />trunk sewer along Stewart Road and Wallis Street to serve Silica Park. He said <br />the Martinson property, north of 11th Avenue between Bertelson Road and Wallis <br />Street, is undeveloped and now subject to a $30,000 assessment for the 5th Avenue <br />sewer trunk and a $26,000 assessment for the Bertelson Road sewer. The proposed <br />location of the BD-67-17 sewer would subject this prop'erty to an additional esti- <br />mated $8000 to $8500 assessment. Mr. Liepe suggested an alternate location for <br />the sewer along the north line of Amazon Creek and eastward on Bufton Avenue to <br />serve the interior of Silica Park. He also stated owners of property abutting Ste- <br />wart Road have objected to construction of the sewer. Bob Shirley, contract buyer <br />of property to the east, questioned location of the sewer on Stewart Road, and said <br />it was his understanding the 5th Avenue trunk would serve the entire area. It was <br />suggested the contract award on the BD-67-l7 sewer be held in order that the Public <br />Works Department may bring back a comparative report on the alternate location <br />presented by Mr. Liepe. <br /> <br />I <br /> <br />e <br /> <br />Dr. Purdy moved seconded by Mr. McNutt to award contracts to the low bidder on each <br />of the projects, except that the BD-67-lv sewer be held over. Motion carried. <br /> <br />Dr. Purdy moved seconded by Mr. Anderson that Item 4 of the_Committee report be received and filed. <br />Motion carried. (See action under 'Bids' earlier in meeting.) <br /> <br />3 <br /> <br />5. Parking Restriction. 3rd between Pearl and High - A petition was presented from <br />residents of the area requesting limited parking on 3rd between Pearl and High. <br />The petitioners' request resulted from all-day parkers' utilizing the area, leav- <br />ing no spaces open for use by residents or their visitors. The Public Works De- <br />partment had no objection to installation of limited parking. Mrs. Lauris ~oved <br />seconded by Mr. McDonald to install 2-hour parking on 3rd between Pearl\and High. <br />Tie vote, Councilmen Lauris, Hayward, McDonald, and Wingard vQting yes; (Council- <br />men Purdy, McNutt, Anderson, and Lassen voting no. <br /> <br />I <br /> <br />Dr. Purdy moved seconded by Mr. Anderson to approve 2-hour parking on 3rd between Pearl and High. <br />Motion carried, Councilman Purdy voting no. <br /> <br />- <br /> <br />4 6. Planting Parking Strip. Hilyard between 24th and 25th - School District No. 4 re- <br />quested permission to plant shrubs growing to a height of more than 18 inches on <br />the west side of Hilyard between 24th and 25th to assist in the control of pedes- <br />trian traffic. The School District agreed to maintain the plantings so as not to <br />interfere with visibility of vehicular traffic. The Parks Department recommended <br />approval. Mr. McNutt moved seconded by Mr. Anderson to approve the plantings. <br />Motion carried. <br /> <br />Dr. Purdy moved seconded by Mr. Anderson to approve Item 6 of the Committee report.
