<br />Vern Gleaves, attorney, expressed concern ,with regard to annexation of the Valley River property
<br />prior to completion of County road work, and was assured the intent of the Council 'was to work out a,
<br />time table so as to' assure annexation would not take place before completio~ of the Cepter, and at
<br />the same time assure availability of sewers. It was also explained that the contemp~ated trunk sewer
<br />is not being constructed merely to serve the Valley River Shopping Center, but will be a part of a
<br />system which eventually will serve the area between the Willamette River and the west City limits,
<br />including Coburg Road area, North Bank Park, and the Glenwood area.

<br />4. Day Nursery, Raup Property, 169 North Washington - Jerry Hendricks, chairman of the
<br />Board'of Directors of Child Care, Inc., requested use of the,City-owned house acquired
<br />with the Raup property for the Riverfront Park, for a day nursery. He said the house
<br />would be used to provide a place for low-cost care of children of working mothers or
<br />mothers ,who need to become self-supporting, and would be staffed by professionally ,
<br />trained" people. The proposed day nursery is a pilot program fo~ this type of care; ,
<br />no funds are available, but application'will be made for Federal funds. Mr. Hendricks
<br />'said the City's granting use of this property for Child Care~ Inc., would constitute
<br />part of the community's commitment 'required for Federal grants.

<br />Aubrey C. Trimble, member of Child Care Board ofDirectors~ said necessary remodeling
<br />of the Raup house to meet requirements for a day nursery would,cost'them about $2000.
<br />The City Manager explained that rental money from the house 'is now used to maintain'
<br />it and to pay taxes on it, and that eventually it is intended to be used for living
<br />quarters for a Riverfront Park' caretaker. He said-the house can be remod~led, and
<br />there is no objection to its use for the proposed day nursery if the landscaping of
<br />toe property is preserved..

<br />5. Sewer Location, BD-67-l7, Martinson Properties - _A 'report from the Public Works De-
<br />partmen~ on alternate locatio~ of the se~er to serve Silica Park suggested by Winfrid
<br />Liepe, attorney representing the Martinson properties, indicated'it.would add about
<br />$600 to the cost. It also would require acquisition of easements across private prop-
<br />~rty, whereas the original design was ,developed for construction of the sewer on public
<br />right-of-way. Construction on the alternate route, although relieving the Martinson
<br />property of assessment, would add about $4000 to the cost for another property owner'
<br />because his development has proceeded on the premise that the sewer would be constructed
<br />on Stewart Road and on Wallis Street. The Public.Works Department recommended award of
<br />the contract on the basis of the original design.

<br />Mr. Liepe restated his, preyious arguments and again pointed out the assessment~ for
<br />which theMartinson' property is already obligated.' He outlin~d what he felt would be
<br />the logical location of sewer lines to allow industrial ~evelopment of the'Martinson
<br />property.

<br />,Attorney Winfrid Liepe again stated objections of M. L. Martinson and United States National'Bank of
<br />Oregon, trustee, to location,of this, sewer on Stewart Road~ He maintained there would be no signifi-
<br />cant increase in cost if the sewer is'located along the Amazon.and on Bufton, eliminating the section
<br />from Bufton to Stewart and the section west of the Firestone property facing 11th. He also suggested
<br />the area east of Wallis Street on Stewart Road, when sewers are constructed, could be drained to the'
<br />north, and said that Silica Park owners ,originally did not desire location of the line on Stewart Road.

<br />The City Attorney recommended hold~ng award of the contract to allow him time to answer the objections
<br />filed for Mr. Martinson and the United States'National Bank~
<br />
<br />Considerable discussion followed in which it was brought out that construction of sewers and paving to
<br />the east ~ere tied to this project; if this p~oject i~, delayed because of legal entanglement, projects
<br />would either have to be redesigned or held over; and the area to be served south of 11th Avenue is a
<br />critical area, having annexed totlie City on;the premise that water'and sewers would be provided as
<br />quickly as possible.
