Willakenzie Interim Land Use Plan - The Planning Commission recommended adoption <br />of the January 1967 Interim Land Use Plan for the Willakenzie area, prepared by <br />the Central Lane Planning Council and copies previously distributed to Council <br />members, subject to the following conditions: (1) That the area between Coburg <br />Road and the Valley River Shopping Center be devoted to low-density multiple- <br />family housing; (2) that the area at Belt Line Road and Coburg Road remain R-l <br />or RA; (3) that the area west of the Delta Highway and south of Belt Line Road <br />is considered by the Commission to be lano for potential commercial developments <br />requiring large areas for operation; and (4) that the Commission would favor ap- <br />plications for low-density multiple-family housing for areas along arterials <br />which would serve as buffers for commercial and residential districts. It was <br />agreed a Council hearing should be held on the Land Use Plan before Lane County's <br />hearing on May 17 concerning a rezoning petition in conflict with the Plan. <br />Mr. Anderson moved seconded by Mr. Lassen to hold the hearing at the May 8, 1967 <br />Council meeting. Motion carried. <br /> <br />e <br /> <br />David Pedersen, planner for Central Lane Planning Council, explained the method used in developing the <br />Interim Land Use Plan, requested because of the rapidly changing character of the Wil1akenzie area, <br />and pointed out the salient features of the Plan, explaining the planned zoning for various districts <br />in the area. He said the Central Lane Planning Council recommended adoption of the Interim Plan with <br />the policy amendments made by the City Planning Commission. <br /> <br />I <br /> <br />Rev. David White, member of the Willakenzie Residents Association, presented a stateme~ from the <br />Association favoring adoption of the Interim Plan, and recommended no change in the area until the <br />present study of the entire metropolitan area is completed. <br /> <br />Jack Gardner, attorney representing Kendall Ford~ stated his clients did not feel they had been given <br />an opportunity to make a presentation to the City Planning Commission in favor of commercial rezon~ng <br />of the area between Delta Highway and Country Club Road, in conflict with the Land Use Plan. He <br />asked that the matter be referred back to the Planning Commission to allow Kendall Ford to present <br />evidence supporting their petition. <br /> <br />Vince Farina, chairman of the Eugene Planning Commission, said the Planning Commission held a public <br />hearing on the Interim Land Use Plan, and that so far as the rezoning of the proposed Kendall Ford <br />property, the legal decision lies with the County since the area is outside although immediately ad- <br />j acent to the City limits. He ,urged adoption of the Plan as presented by the Commission. <br /> <br />Walter DeMartini, co-owner of Kendall Ford, said his firm was not granted the opportunity to meet in- <br />formally with the City Planning Commission to present evidence on the zoning of the particular parcel <br />in which they are interested. He asked Mr. Pedersen to point out specific changes in the Plan which <br />have occurred since 1959. <br /> <br />The City Manager read a portion of the Planning Commission minutes referring to Kendall Ford's pres- <br />entation. <br /> <br />I <br /> <br />Dr. Purdy moved seconded by Mr. Anderson to approve the Interim Lane Use Plan and place emphasis on <br />the conditions included by the Eugene Planning Commission. Motion'carried, Mr. McDonald voting no. <br /> <br />2 <br /> <br />3. Trunk Sewer, Valley River Shopping Center - The Public Works Director outlined plans for <br />construction of a trunk sewer from the pumping station south of Belt Line Road to serve <br />an area between the Delta Highway and the Willamette River in the process of being an- <br />nexed to the City, and said this trunk could be extended along Goodpasture Island Road <br />to serve the Valley River Shopping Center and other areas to the east at an estimated <br />cost of $476,550. Or the trunk could be constructed in stages with a section being <br />constructed from the east at an estimated cost of $114,000 to complete the portion which <br />would be placed underneath this summer's road construction.' Construction of the entire <br />trunk rather than in sections was recommended in order to more efficiently provide for <br />long-range sewerage of a larger area. He said it could be constructed in conjunction <br />with County improvement of Goodpasture 'Island Road north of the Center. Cost of the <br />sewer up to 8 inches will be assessed to abutting properties, with the balance to come <br />from sewer bond ,funds, and Valley River paying about $35,000. <br /> <br />e <br /> <br />Wayne Shields, developer of the Shopping Center, said they were willing to sign an an- <br />nexation petition but would want to be a~sured no action would be taken on it until <br />the Center's completion, since they have negotiated with the County on paving Good- <br />pasture Island Road and want to stay under County jurisdiction until Valley River is <br />ready for occupancy. <br /> <br />I <br /> <br />The City Attorney said it would be necessary to petition annexation simultaneously <br />with the award of contract for construction of the sewer. Mayor Cone suggested posting <br />a performance bond. H. A. Anderson, co-developer of the Shopping Center, cited advantages <br />he felt would accrue to the City from the Center's construction. Councilman Lassen in- <br />quired about keeping track of the progress of the Center's construction, drawing several <br />comments concerning similarity between County and City inspection and the fact that both <br />operate under the Uniform BuildingCode. <br /> <br />- <br /> <br />Mrs. Lauris moved seconded by Dr. Purdy that, since it would be advantageous to construct <br />the sewer before Goodpasture Island Road is paved by the County, the staff work with the <br />Valley River people and bring back a proposal, and that the matter of annexation of the <br />area be referred to the Planning Commission.
