Ordinance, Amending Masonry Contractors Licensing Code - A revised draft of a pro- <br />posed amendmen~ to the Masonry Contractors licensing code was presented. The amend- <br />ment pro~ides for ~reation of a 3-member Masonry Board and sets forth its authority. <br />The Superintendent of Building Inspection said the Associ~t~a General Contractors <br />have no obje~tions to this revision. Mrs. Lauris moved seconded by Mr. Anderson to <br />adopt the ordinance. Motion carried. <br /> <br />Dr. Purdy moved seconded by Mr. Anderson to approve ,Item 2 of the Committee report. <br /> <br />e <br /> <br />Councilman Wingard questioned need for creati.on of toe Masonry Board. Ray Parmelee, member. of the <br />Zoning-Sign Board of Appeals, said the amendment would upgrade the industry in Eugene, and would <br />r. provide a method of appeal for masonry contrac;tors as is now possible for building, electricl, plumb- <br />ing, and other contractors. <br /> <br />t< <br />A vote was taken on the motion to approve, and motion ,carried. <br /> <br />I <br /> <br />2 <br /> <br />3. Curb Sidewalk, East" Side City View between 14th and' '15th - City View Investment, Inc., <br />requested location of the sidewalk at the curb, saying it would give better access to <br />their propert'y because of elevation. The Public Works Department recommended denial <br />because (a) the paving of City View is 36 feet on a 70-foo't right-of-way, leaving an <br />ll-foot parking strip,; (b) setback sidewalks, have already been constructed on the <br />west side of the street; (c) City View could eventually Qe widened to arterial width; <br />and (d) the problem of elevat ion is one of the pet it ioner'~ s' own creat ion and should <br />be corrected now instead of at City expense when the street is widened. Mrs. Hayward <br />moved seconded by Mr.'Lassen to deny ~he request. Motion carried. <br /> <br />\' Dr. Purdy moved seconded by. Mr. Anderson to approve 'f,tem 3 of the Committee report. Motion carried. <br /> <br />3 4. Parking Prohibition, Spring Boulevard from Fairmount to Malabar - The Public Works <br />Department recommended prohibition of parking in this area because (a) the street <br />is narrow with'many curves; (b) shrubbery and brush extend over the curbing; (c) <br />accident hazard; and (d) increase in traffic. Councilman Anderson suggested the <br />possibility of establishing a parking zone. Mr. McNutt moved seconded by Dr.Purdy <br />to prohibit par-king as recommended. Motion carried. <br /> <br />Dr. Purdy moved seconded by Mr. Anderson to approve Item 4 of the Committee report. <br /> <br />Some discussion took place with regard to possibility of establishing parking zones on the street. <br /> <br />'-1- <br /> <br />" <br /> <br />Mr. Anderson moved seconded':b,y Dr. Purdy to table Item 1. Motion carried, Messrs. McNutt and <br />McDonald voting no. <br /> <br />4 <br /> <br />5. Traffic Control, 26th and Agate - A petition was received from residents living in <br />the vicinity of 27th and Agate requesting traffic control on 26th Avenue at Agate. <br />The Public Works Department recommended no change, but recognized the hedge in viola- <br />tion at the northeast corner of the intersection. Mr. Anderson moved seconded by <br />Dr. Purdy to hold this item, and that steps be taken to remove the hedge violation. <br />Motion carried, Mrs. Lauris and Mrs. Hayward voting no. <br /> <br />e <br /> <br />Dr. Purdy moved seconded by Mr. Anderson to approve Item 5 of the Committee report, Motion carried, <br />Mrs. Hayward voting no. <br /> <br />5 <br /> <br />6. Amendment, Front Yard Setback, Trailers - The Trailer Coach Association requested <br />repeal of the restriction which prohibits parking of trailers within the IS-foot <br />front yard setback and S-foot rear and side yard setbacks. Howard Holmes, speak- <br />ing for the Association, citied lack of back yard access in present-day residential <br />areas and extension of trailers into the setback if parked in driveways. Dr.Purdy <br />moved seconded by Mr. Anderson to refer the request to the Planning Commission for <br />recommendation. Motion carried. <br /> <br />6 <br /> <br />7. Parking Prohibition, 30th between Wil1amette and Olive - Increased traffic due to <br />the opening of Cascade Manor prompted a request for prohibition of parking on 30th <br />between Willamette and Olive. The staff was asked to bring back a recommendation. <br /> <br />I <br /> <br />7 <br /> <br />8. Paving, Sanitary and Storm Sewers, Churchill Highlands - Petitioned by owners of <br />100% of the property to be assessed. The Public Works Department reported no City <br />costs are anticipated, and the developer is aware that sewers cannot be built to <br />the southern portion of the subdivision until adjacent properties are platted. <br />Mrs. Lauris moved seconded by Dr. Purdy to approve the petition., MO.tioncarried., <br /> <br />8 <br /> <br />9. Paving, Sanitary and Storm Sewers, Candlelight Park 1st Addition - Petitioned by <br /> <br />owners of 100% of the affected properties. The Public Works Department reported no <br />City costs anticipated. Mr. Lassen moved seconded by Mr. McNutt to approve the <br />petition.
