Paving, Sanitary and Storm Sewers, Parmelee Court - Petitioned by Wallace Parmelee, <br />owner of 56% of affected properties. The Public Works Department recommended that, <br />since partLof the right-of-way is not dedicated, only that portion which is dedicated <br />be improved if Mr. Parmelee is willing to pay the entire cost ~nd be reimbursed if <br />and when the adjacent property is developed and assumes its share of the cost. <br />Dr. Purdy moved seconded py Mr. McNutt to approve the petition. Paving Olive, 24.th to 24th' Place - Pet itioned by Owners of 55% of abutting property. <br />The Public Works Department reported a retaining wall may be required on the east side <br />of the street and recommended cost of its construction be included in the paving assess- <br />ment. Mr. Lassen moved secondeq by Mrs. Hayward to approve the petition, subject to <br />working out an agreement with the petitioner for payment of retaining wall cost. <br />Motion carried. <br /> <br />4 <br /> <br />13. Curb Sidewalk, Lamplite Lane - Todd Jensen requested reconsideration of the Council's <br />decision to require ,standard setback sidewalks on Lamplite Lane. He said curb side- <br />walks would conform with the location of those on Welcome Way, an adjacent street, <br />would give more area in the frorJ.t yards, and would prqvide a through walkway for ' <br />pedestrians .an4 easier access to and from automobiles parked at the curb. The Public <br />Works Di~ector cited the many reasons for retaining the parking strip. Mr. McNutt <br />moved seconded by Dr. Purdy to deny ~econsiqeration. Anti-Noise Enforcement - The City Manager read a letter from Martin Shedd, 1506 Lorane <br />Highway, with regard to enforcement of regulations governing noisy motorcycles, logging <br />trucks, .automobiles with "defective" muf:E:lers, etc. A report from the Municipal Court <br />indicated 2,035 citations were:issued for qoise violations between July 1, 1965 and <br />June 30, 1966, and 740 were issued during the first four months of 1967. <br /> <br />Councilman McDonald inquired about regulations governing excessive noise created by operation of <br />Hondas and by amplifiers. He reported several residents along West 21st Avenue had called him con- <br />cerning noise caused by Hondas on that street. <br /> <br />6 <br /> <br />15. Oregon Electric Tracks, 5th Avenue - .The City Manager said consideration of removal of <br />the Oregon Electric tracks from 5th Avenue has been scheduled for the Committee meet- <br />ing on May 25, 1967. <br /> <br />I <br /> <br />7 <br /> <br />16.
