E. Hudson and H. F. Moy of Oregon Electric commented on the operating problems which <br /> would be posed by annual renewal of the franchise. Planned realignment of the tracks <br /> between Wi1lamet~e and.Pear1 would be delayed until it is known whether the franchise <br /> will be renewed, and annual renewal would .prec1ude a.ny but temporary maintenance of the <br /> right-of-wcy . <br /> George Scharpf, owner of Scharpf's Twin Oaks at 669 High Street, said his firm depends <br /> upon Oregon Electric for shipments and supported their request for~ontinuation of the <br /> fr anchise. <br /> ~rs. Lauris moved to renew the franchise for two years, with provision for a two-year <br /> extension, and review after four years. There was no second. - <br /> Further discussion emphasized the conflict existing between plans for the downtown area <br /> and possibility of removing the tracks from 5th Avenue and brought out that the report <br /> from the Eugene Development Agency on downtown plans is due in about a year. <br /> Dr. Purdy moved ~ecoQded by Mr. McDonald to renew the present franchise for one year. <br /> , Motion carried. I <br /> Mr. Moy of Oregon Electric said that the one-year renewal has the effect 'of'pcrstponing I <br /> 8;ny substantial improvement of the tracks. He said if actual work is not started on the <br /> I <br /> central business project for at least four years, then major improvements on the tracks I <br /> could proceed. j <br /> I <br /> The Assistant City Manager said a draft df a proposed one-year renewal franchise was sent to the <br /> Oregon Electric people for review and would be brought back to the Council for action. No action ~was <br /> taken. <br /> 1 ' ~. Garbage Rate Increase - The Administrative Assistant explained that a ,request from gar- <br /> , ~ag~ haulers for a 30~ per can per month increase for residential g~rbage service and.a <br /> comparable increase for commercial service was considered by the Garbage Board. Results <br /> of a questionnaire sent to garbage haulers by the Board indicated an increase is war- . <br /> ranted, and the Board recommended a15~ per. can per. month increase for ):"eside.ntia1 serv- <br /> ice but no increase in commercial service. The Board also recommended that commercial <br /> rates be established for contatners of one yard and less, and that intermediate containers <br /> be charged at the same rate as the next smaller container. Mrs. Lauris moved seconded by <br /> D.r. Purdy to approve the Board's recommendation. Motion carried. <br /> 2 5. McLean Boulevard Paving - Furtick Construction Company requ,est change in width of paving <br /> on McLean Bpu1evqrd ~o 28 feet instead of 36 feet. Furtick maintains steep slopes created <br /> by the 36-foot paving will make driveways unusable on both ,sides of the street. Mrs. Lauris <br /> moved seconded by Mr. Anderson to pave 28 feet. Motion carried. I <br /> 3 6. Code Amendment, Parking Strips - The Public Works Department recommended amendment of the <br /> City Code with regard to fill required between sidewalk and curb to define "earth" as <br /> soil of all kinds including gravel;. clay, loam, cinders, mulching material, or ground <br /> cover. If ground cover is. used instead of grass, it must be approved by the Parks De- <br /> p artment . Permanent surfacing is also allowed"so 'Long as' it is cement concrete and not <br /> asphaltic concrete. It was also recommended that the Code be amended to allow p1antings <br /> in the area between. the property line and the curb so long as a five-foot wide continuous - <br /> walk is provided. Mrs. Lauris moved seconded by Mr. Anderson to amend the Code as recom- <br /> mended. Motion ,carr.ied. <br /> Mr. Anderson moved seconded by Mrs. Lauris to approve Items 4, 5, and 6 of the Committee report. <br /> Motion carried. <br /> - ' <br /> 4 7.
