Williams also requested permission to reconstruct existing steps <br /> within the street right-of-way. The Public Works Department recommended approval <br /> of the requested curb cuts, and that a revocable permit be granted Williams to al- <br /> low the steps in the right-of-way. Mr. McNutt moved seconded by Mr. Anderson to <br /> approve the recommendation. Motion carried. <br /> Mr. Anderson moved seconded by Mrs. Lauris that Items 6 through 13 of the Committee report be approved. <br /> Motion carried. <br /> 1 14. Deferred Assessment, Sewers in Norland Way, Hackett - The Public Works Department, in <br /> order to obtain easements, requested permission to defer sewer assessment against the <br /> Lewis Hackett property south of Belt Line Road and east of Norkenzie Road until public <br /> access to the property is available. Mr. Anderson moved seconded by Mr. McNutt to <br /> approve the deferral. Motion carried. <br />e 2 15. Right-of-Way Purchase, 28th and Whitbeck - The Public Works Department requested per- <br /> mission to exercise option for the purchase of property needed for right-of-way at <br /> 28th and Whitbeck from Erick G. and Eva B. Ostlund for $775. A statement of condi- <br /> tions of purchase from Mr. and Mrs. Ostlund was read. Mr. McNutt moved seconded by <br /> Mr. Anderson to approve the purchase. Motion carried. <br /> Mr. Anderson moved seconded by Mrs. Lauris that Items 14 and 15 of the Committee report be approved. <br />I Rollcall vote. Zoning North of Wil1amette River - Copies of draft of a letter addressed to the Lane <br /> County Commissioners were distributed to Council members concerning future rezoning <br /> applications on areas under County jurisdiction but immediately adjacent to the City <br /> limits. It was agreed the letter would not be sent to the County at 'this time. <br /> Mr. Anderson moved seconded by Mrs. Lauris that Item 16 of the Committee report be received and filed. <br /> Motion carried. <br /> 4 17. National League of Cities, Voting Del egates - Mrs. Hayward moved seconded by Mr.McNutt <br /> that Councilman McNutt be named as Eugene's voting delegate, and Councilman Lassen as <br /> alternate, at the League's annual business meeting at 9:00 a.m. on August 2, 1967 in <br /> Boston. Motion carried. <br /> Mr. Anderson moved seconded by Mrs. Lauris that Item 17 of the Committee report be approved. Motion <br /> carried. <br /> 5 18. Willamette River Dam - A letter was read from the Corps of Army Engineers in response <br /> to an inquiry regarding a low-level dam on the Wil1amette River to provide a quiet- <br /> water area adjacent to Skinners Butte Park and North Bank Park. The letter stated the <br /> Corps proposes to evaluate the possibilities of such a development in connection with <br /> the Wil1amette Basin review study. The letter also commented on the work being con- <br /> tinued on Amazon Creek studies as a part of the Wil1amette Basin review study. No <br />I action was taken. <br /> 6 19. Legislation - The City Manager called attention to the League of Ore~n Cities legisla- <br /> tive bulletin which reviewed status of tax legislation before the Legislature as of <br /> June 6, 1967. Cities were requested to immediately notify the League if any operating <br /> programs are jeopardized under tax plans being considered. <br /> Councilwoman Hayward inquired about H.B.1338 (annexation when health hazards exist) <br />e and was informed only technical problems are involved which can be resolved. <br /> The City Manager reported that legislation with regard to the 10th and Oak off-street <br /> parking structure passed both houses and is before the Governor for signature. He <br /> said the deadline for appeal in the court case is June 16, 1967, and the architect <br /> selection committee is ready to make a decision on an architect for the s'tructure and <br /> work will proceed immediately if no appeal is made by that date. <br /> 7 20. Commendation - A letter from Patricia R.Schneider, instructor at Lane Community <br /> College, was presented commending members of the Fire Department who have taken <br /> English courses under her instruction. She commented with regard to the employes' <br /> enthusiasm, co-operation, high quality of work, spirit, good attendance, and ambition." <br /> Mr. Anderson moved seconded by Mrs. Lauris that Items 18, 19, and 20 bf the Committee report be re- <br /> ceived and filed. Motion carried. . <br />I ORDINANCES <br /> 8 Council Bill No. 7993 - Levying assessments for paving, sanitary and storm sewers in Foothills <br /> West Addition and 8th Addition to Ellendale, submitted and read the first time in full on May 8, 1967 <br /> and held over to this meeting to allow proper notice of assessment to be given owners of affected <br /> properties, was brought back for consideration with no written protests on file. <br /> Mr. Anderson moved seconded by Mrs. Lauris that the bill be read the second time by council bill num- <br />e ber only with unanimous consent of the Council.
