<br />1 1. Abatement , 1610 Grant Street, Mathers - A report from the' Superint-endent of Building
<br /> Inspection set. out the items'which have not been completed on t;he structure at this
<br /> address. It was explained the building is located in the proposed West Amazon Parkway
<br /> right-of-way, ~nd negotiations have failed to bring an agreement between the City and
<br /> the owner on a price for the ppoperty. Abatement was recommended.
<br /> Mr. Anderson moved seconded by Mrs. Lauris to set a' hearing date for consideration of abatement at
<br /> 1610 Grant Street. Motion carried.
<br />2 2. Planning Commission Report - June 26, 1967 ,
<br /> a. Vacation Utopia Street - The Planning Commission reaffirmed its recommendation to
<br /> vacate Utopia Street because of ii5ts very steep grade if constructed,: and because
<br /> other streets are planned to give access.to the property to the south.'
<br /> Roger Chrysler, 2330 McGregor, said that his property is now landlocked because of e,
<br /> the recent vacation of a portion of City View Street. He asked that Utopia Street
<br /> remain a public right~of-way until other streets planned to give access to the area
<br /> are actually dedicated. He also asked that City View Street be rededicated.
<br /> The Planning Director said that Slocums, owners of property to the south, are having
<br /> a survey made of their property and will work with Mr. Chrysler to provide access to
<br /> his property. . How-ever, it is not known when right-of-way will be provided. I
<br /> It was brought out in discussion that the Planning Commission has authority to re-
<br /> quire dedication of streets prior to approval of subdivision plats, so right-of-way
<br /> protection would be afforded the Chrysler property as the area develops. I t. was
<br /> also brought out that the Chrysler property does not now have access to Utopia Street.
<br /> Clifford Shields said the portion of City View vacated has been sold so that he can-
<br /> not rededicate it as a public right-of-way.
<br /> Mr. Anderson moved seconded by Mr. Lassen to concur with the Planning Commission reco'mmendation to
<br /> vacate Utopia Street with the hope that the Planning Commission will work with the Slocums and Mr.
<br /> Chrysler to pro~idesuitab1e acces~ for Chrysler when that can be done. Rollcall vote. All council-
<br /> men present. voting aye, except Mr. Wingard voting no, motion carried..
<br />3 b. Annexation, east of Calvin Street, Hale - The Planning Commission recommended
<br /> annexation of approximately 1. 9 acres east of Calvin Street petitioned by Ned Hale.
<br /> The recommendation was subject to extension of E1wing Street east through the prop-
<br /> erty so that sewers and water can be provided to the lots created by subdivision
<br /> of the annexed property.

<br /> Mr. Anderson moved seconded by Mrs. Lauris to set a public. hearing date for consideration of annexa-
<br /> tion of the property. Motion carried.
<br />4 3. Correspondence - A letter was presented addressed to the State Highway Commission from I
<br /> Gene Mather, owner of Mills Motel, concerning construction of the interchange at 6th
<br /> and 7th Avenues from Washington-Jefferson bridge. Also, a letter from the Weather Bureau
<br /> was presented extending can .invitation. to an open house. at its Mah10n Sweet office on 1
<br /> Ju1.y 15, 1967, 10:00 a.m. to 4:00 p.m. A letter from Governor Tom McCall was read with
<br /> regard to appointment of a State Planning Director, concurring with the resolution I
<br /> adopted by the Council at its June 26, 1967 meeting.

<br />5 4. Planning Commission. Report' - Ju1v 10, 1967
<br /> a. Rezoning 19th and Agate - The Planning Commission reaffirmed its recommendation to
<br /> deny a request for R-4 zoning, but recommended R-3G for the entire area in accordance
<br /> with plans submitted by Wilsem, Endicott, Unthank & Associates dated July 7, 1.967 ,
<br /> with the following changes: (1) Limit parking area to 30% of theentire area with
<br /> the number of stalls not to exceed 18; (2) eliminate parking stalls in front yard
<br /> setb~ck and those nearest to. Agate Street; (3): screen parking area from Agate Street
<br /> by sight obscuring fence, wall, or hedge of not less than five feet nor more than
<br /> six feet at least 12 feet from the Agate Street property line; (4) eliminate fences
<br /> shown in the front. yard; and (5) return to Planning Commission for recommendation j
<br /> if theret are any'deviations from the plan as presented in h~~~hb, bulk, or area I
<br /> coverage.
<br /> J ames Weaver explained that financing will determine whether, the property will be .
<br /> developed at onetime or in stages.. If it is developed in stages, then the Planning I
<br /> Commission will review development as it occurs. In any. event ,an agreement will be
<br /> prepared between the property owner and the City prior to ad~tion of the rezoning
<br /> ordinance. John Axte1,1, 2573 Sharon Way:," said he felt residents of the area did not
<br /> have ample notice of the rezoning and suggested postponement until they have been
<br /> notified.

<br /> Mr. Anderson moved seconded by Mrs. Hayward to accept the recommendation of the Planning Commission
<br /> subject to changes in the plan as re~ired. Motion carried.
<br /> Councilman Wingard requested that when the rezoning ordinance and agreemeoc are brought back to the -
<br /> Council for final action the petitioners opposing the rezoning be notified prior to the meeting that
<br />l, it is to be discussed.
