Sidewalk Compensation. 888 West 28th - The property owner, James Walker, has indicated <br /> he would rather be paid for the sidewalk destroyed in connection with street construc- <br /> tion at 888 West 28th Avenue than have it reconstructed. Reconstruction would require <br /> acquisition of additional right-of-way. The Public Works Department recommended payment. <br /> Dr. Purdy moved seconded by Mr. Anderson to approve payment instead of reconstruction, the amount to <br /> be determined by the staff. Rollcall vote. Motion carried, all councilmen present voting aye. <br /> 2 15. Street Overlays - The Public Works Department asked permission to include several street <br /> overlay projects in this year's construction program. Funds would be derived from addi- <br /> tional revenues of about $54,000 received because of the 1~ added to and reapportionment <br /> of gas tax funds by the State Legislature. The proposed overlays are: <br /> Garfield from 11th to 13th $ 3,201. 00 <br /> 24th from Agate to Harris 6,831.20 <br /> 24th from Friendly to Polk 6,233.70 <br /> e 18th from Hilyard to Ferry 3,120.14 <br /> Chambers from 18th to 24th 10.350.56 $ 29,736.60 <br /> Dr. Purdy moved seconded by Mr. Anderson to approve the projects for this year. Rollcall vote. Motion <br /> carried, all councilmen present voting aye. <br /> Mayor Cone left the meeting, and Council President Purdy assumed the Chair. <br /> I ORDINANCES <br /> 3 Council Bill No. 8095 - Levying assessments for paving and sanitary sewer in 8th Addition to <br /> Ellenda1e; and paving 28th Avenue from Friendly Street to Chambers Street, submitted and read the <br /> first time in full on June 26, 1967 and held over to this meeting to allow proper notice of assessment <br /> to be given owners of affected properties, is brought back for consideration with no written protests <br /> on file. <br /> Protests were registered by residents of the area against the arterial type street constructed because <br /> they felt it would decrease the value of their property. The amount of the assessment was also pro- <br /> tested. Those speaking were: James Walker, 888 West 28th; Erick Ostlund, 1120 West 28th; John Watson, <br /> 1230 West 28th; M. R. Watson, 906 West 28th; Larry Weston, 1060 West 28th; C. E. Hallin, 1105 West 28th; <br /> and Floyd Hu1ing, 2794 Adams. <br /> The Public Works Director explained that the type of street construction was determined by soil tests, <br /> and said that this project is the first stage of an arterial between 29th and Chambers, the balance to <br /> be built this year. He said the property owners were assessed only for the equivalent of a residential <br /> width and the City paid the difference. Sidewalk right-of-way is still to be acquired. <br /> Mr. Anderson moved seconded by Mrs. Lauris that the bill be read the second time by council bill number <br /> only, with unanimous consent of the Council.
