<br /> The staff was. in agreement with the proposal. Mr. Anderson moved seconded by Mr. McNutt ,

<br /> there is some proof that a nightwatchman living on the property is nect;ssary for

<br /> 4 11. Accident Report, 17th and Mill - A report of the traffic incidence at the i~ersection
<br /> of 17th and Mill was submitted w~th condition and collision d~agra~s. The report
<br /> indicated low traffic volume and thai the inte~section is surrounded w~th controlled
<br /> arterial streets. No further control was recommended. The discussion turned to
<br /> possibility of installation of diagonal barricades in well-lighted intersections to
<br /> force use of protected streets. The City Manager said barricades have been tried in
<br /> other cities with some success, and the Public Works Department is investigating to I
<br /> see what'may be ,done.

<br /> Utilities Commissioner for permis.sion to increase speeds of trains through cities

<br /> quired to observe maximuI!l speeds, which in Eugene.would be__30-mph at 5th and High
<br /> and Pearl, and 50mph at Lincoln, Lawrence, Washington, Jefferson, Madison, Mqnroe,

<br /> 6 13. Trailer Permit Renewal, Ross Motors, 4110 West 11th - The Building Department recom-
<br /> mended approval of Ross Motors request to 'renew the permit a~lowi~g a mobile home
<br /> for nightwatchman living quarters at their heavy equipment yard at 4110 West 11th.
<br /> Dr. Purdy moved seconded by Mr. McNutt to renew the permit for one year. Motion carried.

<br /> 7 14. Millrace - A letter was presented from the Mayor's ~illrace Commiss~on requesting
<br /> Council initiation of the Commission's recommendation to "...indicate an immediate I
<br /> prog~am that will tie the 1o~er Millrace into the existing storm sewer. The progr am'.
<br /> to include annual funds sufficient to maintain the existing Millrace at its highest
<br /> level and maximum flow within reasonable engineering limitations."
<br /> The City Manager saiq estimated cost is about $18,000 to extend the storm sewe~ from
<br /> the west. end of th~ Mil-lrace' .to the Mill Street., storm. sewer. This would doubl e the
<br /> flow at the outlet. . Maintenance cost estimat~s are not no~ available. Upon this
<br /> commitment by the Council, the.Commission then would go to owners of property along -
<br /> the Millrace for necessary deeds to give the City complete control of Millrace
