The Public Works Director explained that sewer connection on City <br />View was available for the house in question, but the petitioner also would have to pay an assessment <br />for the 20th Avenue sewer when it was constructed, so he petitioned it at this time so that he would <br />not have to connect to the City View line. Owners of adjacent properties are objecting to the 20th <br />Avenue sewer because they have already made connections to the City View line. <br /> <br />A vote was taken on the motion to approve, and motion carried. <br /> <br />1 <br /> <br />3. Public Works Pro;ects, 1968 - A report was presented listing projects and estimated <br />costs to the City recommended by the Public Works Department for the 1968 construc- <br />tion season: <br /> <br />a. Paving, sidewalk, and storm sewer on Harlow Road from Coburg Road to Garden Way <br />($82,000-paving and sewer only) - The City Manager said about half of the necessary <br />right-of-way properties have been acquired for widening. It is recommended to <br />proceed this year because of maintenance required on the present street and safety <br />factors. Councilman Wingard asked if islands will be provided for children cross- <br />ing to Washington School. The Public Works Director said islands can't be pro- <br />vided on the 48-foot paving, that it is planned to concentrate crossings at one <br />place where a traffic light could be installed. It was decided the Public Works <br />Department in designing the proposed street would consider the possibility of <br />flaring the pavement in several places to accommodate center islands. Dr.Purdy <br />moved seconded by Mr. McNutt to approve. Motion carried. <br /> <br />b. Paving, sidewalk, and storm sewer on Chambers, 24th to McLean ($24,000-paving <br />and sewer only) - Mr. McNutt moved seconded by Dr. Purdy to approve. Motion carried. <br /> <br />c. Paving, and sidewalk on 18th, Oak Patch to Bailey Hill Road; and sidewalk on 18th, <br />City View to Oak Patch ($26,200 - paving only) - Mr. McNutt moved seconded by <br />Mr. McDonald to approve. Motion carried. <br /> <br />d. Paving and storm sewer on Knob Hill, 37th to 39th ($5,700) - The Manager explained <br />this is to be included with the 38th Avenue project on which bids were rejected <br />last year. Mr. McNutt moved seconded by Dr. Purdy to approve. Motion carried. <br /> <br />e. Paving 5th, McKinley to Highway 99 ($1,500) - Mr. McNutt moved seconded by <br />Dr. Purdy to approve. Motion carried. <br /> <br />f. Paving Birch Lane, Fircrest to Hendricks Park (No City expense) - 28-foot width. <br />Dr. Purdy moved seconded by Mr. McNutt to approve. Motion carried. <br /> <br />g. Paving Garfield, 7th Avenue to 7th Place ($1,500) - Mr. McNutt moved seconded by <br />Mr. McDonald to approve. Motion carried. <br /> <br />h. Paving and storm sewer on Crest Drive from Willamette to Lincoln ($26,000-sewer <br />only) - Mr.McNutt moved seconded by Mr. Lassen to approve. Motion carried, <br />Mr. McDonald voting no. <br /> <br />i. Paving and storm sewer on Capital Drive and part of Spring Boulevard ($7,000- <br />sewer only) - Mr. Lassen moved seconded by Mr. Wingard to approve. Motion carried. <br /> <br />j. Paving 20th, Washington to Adams - Councilman Lassen asked if the Public Works <br />Department intended to include this project which was postponed from last year. <br />The Public Works Director said it is not planned because of the opposition pre- <br />sented last year from owners of abutting properties. Mr. McNutt moved seconded <br />by Mr. Lassen to include in this year's construction program the paving of 20th <br />Avenue from Washington to Adams. Motion carried. <br /> <br />k. Sidewalk on both sides of 28th from Friendly to Taylor ($12,350 for right-of-way <br />acquisition) - Mr. McNutt moved seconded by Mrs. Hayward to approve. Motion carried. <br /> <br />1. Sidewalk on 2nd, Blair to Polk; and on Polk, 2nd to 3rd (No City expense) - <br />Mrs. Hayward moved seconded by Mr. McNutt to approve. Motion carried. <br /> <br />m. Sanitary Sewer in Acorn Park Area (No City expense) - The Public Works Director <br />explained the trunk line is in, that this initiation is for laterals. Mr.McNutt <br />moved seconded by Mr. Lassen to approve. Motion carried. <br /> <br />n. Paving and storm sewer onCoburg Road from Oakway Road to Frontier Drive ($14,200) - <br />Mr. Wingard moved seconded by Mrs. ~ayward to approve. Motion carried, Mr.McNutt <br />abstaining. <br /> <br />o. Paving and storm sewer on 27th from Friendly to Jackson ($28,000) (sewer only) - <br />Mr. Lassen moved seconded by Mrs. Hayward to approve. Motion carried. <br /> <br />p. Paving and storm sewer, Monaco Park Subdivision ($2,300-sewer only) - Located on <br />the south side of Harlow Road at Walnut Lane. Mr. Wingard moved seconded by Mrs. <br />Hayward to approve.
