<br />e <br /> <br />I <br /> <br />e <br /> <br />I <br /> <br />. <br /> <br />I <br /> <br />e <br /> <br />. <br /> <br />I <br /> <br />e <br /> <br />10;1 <br /> <br />3/11/68 <br /> <br />Motion carried unanimously and the bill was read the third time by council bill number only. <br /> <br />Mr. Anderson moved seconded by Mr. Lassen the bill be approved and given final passage, with the <br />understanding that agreements would be made with owners of properties lying within the proposed <br />Eugene-Mapleton Highway alignment to defer collection of assessment until the lands are acquired <br />by the State, with the property owner to pay the assessment as a connection fee should he request <br />a sewer connection prior to the State's acquisition; and with the understanding that cost of two <br />stubs to the Fowler property and of two stubs to the Jorgensen property would be deferred until <br />their properties are deve~oped and the stubs used; and that assessment against the McKendrick and <br />Matthews and other properties completely covered by BPA easement would be deferred for two years. <br />Rollcall vote. All councilmen present voting aye, the bill was declared passed and numbered 15127. <br /> <br />1 <br /> <br />Council Bill No. 8255 - Levying assessments for paving and sanitary sewer in Crescent Acres <br />Addition, and sanitary sewer within 160 feet east and west of Crescent Acres Addition, submitted and <br />read the first time in full on January 22, 1968 and held over to this date to allow proper notice of <br />assessment to be given owners of affected properties, was brought back for consideration with no <br />written protests on file. <br /> <br />Mr. Anderson moved seconded by Mr. Lassen that the bill be read the second time by council bill number <br />only, with unanimous consent of the Council. Motion carried unanimously and the bill was read the <br />second time by council bill number only. <br /> <br />Mr. Anderson moved seconded by Mr. Lassen that the bill be read the third time by council bill number <br />only, with unanimous consent of the Council. Motion carried unanimously and the bill was read the <br />third time by council bill number only. <br /> <br />Mr. Anderson moved seconded by Mr. Lassen that the bill be approved and given final passage. All councilmen present voting aye, the bill was declared passed and numbered 15128. <br /> <br />2 <br /> <br />Council Bill No. 8256 - Levying assessments for paving and sanitary sewer in 6th Addition to <br />Southern Oaks, submitted and read the first time in full on January 22, 1968 and held over to this <br />date to allow proper notice of assessment to be given owners of affected properties, was brought <br />back for consideration with no written protests onfile. <br /> <br />Mr. Anderson moved seconded by Mr. Lassen that the bill be read the second time by council bill number <br />only, with unanimous consent of the Council. Motion carried unanimously and the bill was read the <br />second time by council bill number only. <br /> <br />Mr. Anderson moved seconded by Mr. Lassen that the bill be read the third time by council bill number <br />only, with unanimous consent of the Council. All councilmen present voting aye, the bill was declared passed and numbered 15129. <br /> <br />3 <br /> <br />Council Bill No. 8257 - Regulating zoning in the city of Eugene, submitted and read the first <br />time in full on January 22,1968, with subsequent hearings on January 29, February 5, 12, and 19,1968, <br />was brought back and read the second time by council bill number only, with unanimous consent of the <br />Council. <br /> <br />Mr. Anderson moved seconded by Mr. Lassen that the bill be read the third time by council bill number <br />only, deleting Article 22 - Special Permit Requirements for Flood Hazard Subdistricts, except for its <br />title, with unanimous consent of the Council. Motion carried unanimously and the bill was read the <br />third time by council bill number only. <br />Councilman Lassen asked inclusion of designers in the "design team" required in Section 18.05. <br />Betty Niven, Planning Commission chairman, said that professional designers do not have standards <br />which enable distinction of those capable of performing the desired function. She said a letter has <br />been distributed by the Planning Commission asking architects to establisha limited scope-of-services <br />statement and fee schedules, then it would be possible for designers to function as designers. <br /> <br />Wilson Hutchison, engineer, protested final adoption of the ordinance at this meeting. He said <br />several of those interested and involved in its preparation have not seen a copy of the ordinance <br />in its final form, and asked that its adoption be delayed until the March 25 Council meeting. <br /> <br />Considerable discussion followed with regard to amendment procedure should the ordinance be adopted <br />at this meeting. Mrs.Niven read a list of those changes authorized by the Council in its hearings, <br />and George Marx said the ordinance was edited and in its final form includes those items approved <br />by the Council. <br /> <br />Mr. Anderson moved seconded by Mr. Lassen to delay final passage until an adjourned meeting of the <br />Council on Thursday, March 14, 1968, at 11:45 a.m. in the Council Chamber. Motion carried. <br /> <br />Councilman Wingard expressed concern with regard to building permits applied for but not issued at <br />the time of adoption of the ordinance. The City Manager said a resolution has been prepared to cover <br />the situation and will be presented for consideration. <br /> <br />Mayor Cone expressed appreciation to the Planning Commission, members of professional groups, and <br />staff members for time and effort put forth in preparation of the zoning ordinance. <br /> <br />4 <br /> <br />Council Bill No. 8246 - Sign Code, amending Code to regulate signs in various zone classifica- <br />tions, submitted and given three readings on January 22, 1968 and held pending adoption of the new <br />zoning ordnance, was brought hack for consideration. <br /> <br />~ <br />
