Sign Moratorium - Brian Obie presented a letter in which Obie Outdoor Advertising voluntarily <br />agreed hot to seek permits for nor start construction of outdoor advertising displays until <br />July 22, 1968. Mr. Obiers letter stated that outdoor advertising is not included in the sign <br />moratorium recently requested by the Planning Commission during consideration of new sign <br />regulations.H <br /> <br />The City Manager stated the Planning ,Commission has recommended approval of the ordinance in order <br />to protect against oversize signs being put up by companies who would anticipate restrictive <br />changes 1n the new sign ordinance. <br /> <br />Mr. Hal Cross asked that the sign moratorium not be passed since it was not necessary. He said <br />his sign company has received no unusual orders in the past few weeks for oversize signs and does <br />not anticipate any. <br /> <br />. <br /> <br />Mr. Ray Wolf, speaking for the Ad-Hoc Sign Committee, said he felt there was a definite need for <br />the ordinance. <br /> <br />Mr. Anderson moved seconded by Mr. .Lassen to proceed with adoption of the sign moratorium <br />ordinance. Future Operating Costs - Councilman Purdy suggested examination of the 1968-69 budget items <br />which will entail provision of funds in future budgets for operating costs, such as <br />purchase of airport crash/rescue truck, community center :building, etc. The City Manager <br />said these items could be isolated fo~ consideration, and Mrs. Hayward -asked that the items <br />initiated by the Council be separated from those requested by citizens. <br /> <br />Mr. Anderson moved seconded by Mr. Lassen that Item 1 of the Committee report be received and <br />filed. Washin~ton-Yefferson:Bridge~ Traffic - The Traffic Engineer presented maps and explained <br />design of ramps; temporary and future, carrying traffic from the bridge to 6th and 7th <br />Avenues. He recommended removal of parking from Jefferson .and :Washington Street,s from <br />1st to 8th Avenue, and extension of the one-way grid system to include Lincoln (northbound) <br />and Lawrence (southbound) with riecessaryintersection controls.. Dr.; Purdy moved seconded <br />by Mr. McDonald to approve the ~ecommendation. Motion:carried. <br /> <br />Mr. Anderson moved seconded by.Mr. Lassen to approve Item 2 of the Committee report. Motion <br />carried. <br /> <br />if: <br /> <br />3. 30th Avenue Overpass - Joe Richards, attorney speaking for the Harris School PTA, reviewed <br />previous 'Council action with regard .to an overpass on 30th Avenue at ~otter Stieet. : He <br />said the PTA is concerned because of the speed of highway traffic abruptly entering the <br />residential neighborhood on the sustained, extreme steep grade of the arterial bordering <br />Harris'Bcihuo~. ThePTA feels too that opening of Lane Community College will result in <br />increased traffic volumes:on the street. They requested constiuction of the overpass by <br />the fall of 1968 on a 50/50 cost sharing basis between the.City and:School District 4; <br /> <br />. <br /> <br />.. <br /> <br />Mr. Wingard moved seconded by Mrs. Hayward that the staff review cost estimates and design' <br />alternates for an overpass, and contact School District 4 to determine their attitude at <br />this time toward sharing construction costs. <br /> <br />Discussion followed between Council members and PIA members' on the probability of the <br />Harris School boundary line's being shifted to 30th Avenue, design of overpass to <br />accommodate bicycles, fencing to force use of an overpass, and inadequacy of present <br />traffic signing. Mayor Cone expressed the opinion that the City should pay ,no more than a <br />third of the cost, with the School District paying the balance, since the School Board was <br />aware that 30th would be used as an arterial before Harris School was constructed. <br /> <br />A vote was taken on the motion as stated, and motion carried. <br /> <br />II, <br /> <br />Mr. Anderson moved seconded by Mr. Lassen to approve Item 3 of the Committee report. Resignation. .Traffic Engineer - The City Manager announced the resignat'ion, effective <br />June 1, 1968, of Gordon Wyatt, traffic engineer, who has accepted a position with the <br />Federal Highway Administration, Office of Traffic operations,. in Washington, D.
