OversLle Curb Cut. 1045 Garfield - Council members previously viewed the site where <br />Friction Materials Corporation requested removal of a 15-foot curb between two <br />30-foot cuts, making a total cut of 75 feet on a 100-foot frontage. The Public Works <br />Department recommended denial, and prohibition of parking adjacent to the driveway <br />approaches with construction of a curb at the property line to define the approaches. <br />Mrs. Hayward moved seconded by Mr. Lassen to grant a variance allowing the 75-foot cut. <br />Motion carried. <br /> <br />Mr. Anderson moved seconded by Mr. Lassen to approve Item 5 of the Committee report. Motion carried. <br /> <br />7 6. Echo Hollow Pool - Jon Berry, architect, presented the completed design of the Echo Hollow <br />Pool, and copies of the cost estimate were distributed. The Parks Director said the cost, <br />including alternates, falls within the $608,000 previously authorized, and leaves about <br />$245,520 of the bond issue for the Amazon community center building. Mr. Anderson moved <br />seconded by Mrs. Hayward to call for bids on the project as outlined. Motion carried. <br /> <br />Mr. Anderson moved seconded by Mr. Lassen to approve Item 6 of the Committee report. Motion carried. <br /> <br />g <br /> <br />7. Parking Meters. Universitv of Oregon - The Traffic Engineer presented a chart showing areas <br />around the University of Oregon campus proposed for installation of 830 new 2-, 5-, and <br />10-hour parking meters to provide additional parking for commuter students. He said the <br />University Planning Committee has approved the plan. Councilman Anderson said he felt <br />that before expanding the on-street parking, plans should be explored for multistoried <br />parking facilities in the University area. The Traffic Engineer replied that the University <br />has requested the State Board for development of parking structures but has not been able <br />to gain priority over other building requirements. <br /> <br />Councilman Wingard objected to installation of the meters in those areas where no other <br />parking is available for apartment house occupants. The City Manager said revenues from <br />the meters will more than compensate for their purchase and for additional personnel <br />necessary to enforce them. <br /> <br />Dr. Purdy moved seconded by Mr. McDonald to approve the plan as presented. Motion carried, <br />Mr. Wingard voting no. <br /> <br />Mr. Anderson moved seconded by Mrs. Lauris to approve Item 7 of the Committee report. <br /> <br />Discussion followed with protests from several University students stating they would not be able <br />to afford to park on campus and that the meters would not eliminate the problem of shortage of <br />parking. The Traffic Engineer said the original request for the meters came from the Campus <br />Planning Committee, which has student representation. Mr. Orville Lindstrom, Director of Fiscal <br />Affairs, representing the Committee, stated plans are in the preliminary stages for a parking <br />structure at 14th and Kincaid and that the University is in the process of purchasing land from <br />Eugene Sand and Gravel to provide ~dditional parking space. Mr. Art Keith, faculty member at <br />the University, said he felt the parking meters would serve no purpose except to provide revenue <br />for the City and that they would not solve the parking problems on campus. <br /> <br />The Traffic Engineer stated the meters would force a turnover in parking and eliminate cars being <br />left on the street for days at a time. He also stated the meters are self-sustaining and that <br />about 75% are long-duration meters. <br /> <br />Councilman Wingard recommended the parking meters be excluded from the residentially zoned area <br />west of Kincaid Street since this is an area for low-cost housing for students and there have <br />never been parking meters installed in residentially zoned areas. <br /> <br />Mayor Cone asked if it would be feasible to have bids on the parking meters rather than the <br />contract-buying basis proposed. The Traffic Engineer explained there were two companies who <br />submitted prices on the meters. The low price was accepted and the total cost for quantity <br />provided considerable discount (5% interest on a 3-year contract). <br /> <br />Mr. Wingard moved seconded by Mrs. Lauris to amend motion to exclude all residentially zoned <br />property west of Kincaid Street. <br /> <br />. . ~ <br />Dr. Purdy moved-seconded by Mr. Anderson tb table the propos~l and"refer it back to the ,Campus <br />Planning Comm~~tee for theUnive~sikV'o recommendation on deleting parking meters in residentially <br />zoned area. Mahlon Sweet Field - The Airport Commission recommended establishment <br />of tie down and parking fees for aircraft at Mahlon Sweet Field, with the fixed base <br />operators to act as collection agents for the City in return for one-third of the fees <br />collected. The fees recommended were: Per Month - $6.00; Semiannual - $36.00; <br />Annual - $66.00; Single-engine Transient Aircraft - $1.50 per day; and Twin-engine Transient <br />Aircraft - $2.40 per day. Councilman Purdy questioned the lower rents collected for ground <br />space from hangar owners, and the Airport Manager explained that more expense is incurred <br />in equipment and time with the tie down areas. <br /> <br />Mrs. Lauris moved seconded by Mrs. Hayward to approve the recommendation. Motion carried. <br /> <br />Mr. Anderson moved seconded by Mr. Lassen to approve Item 8 of the Committee report. <br /> <br />Mrs. Hayward stated that $6.00 was not enought to charge for tie-down fee. Mr. Charles Wiper, <br /> <br />Airport Commission Chairman, said their price recommendation had come after considerable research <br />throughout the community and with other airports. <br /> <br />Rollcall vote, motion carried, all Councilmen present voting aye. <br /> <br />5/13/68-16 <br /> <br />..... <br />
