Sidewalk, Roan Drive - Councilman Wingard requested an investigation of sidewalk' <br />possibilities on Roan Drive. He said residents of the area are concerned with the <br />safety of children walking to school. They are'- also concerned with the intersection <br />of Roan Drive and Palomino Drive. It was understood a report would be brought to <br />the Council. <br /> <br /> <br />5/27/68 <br /> <br />3. Use of MACE, Police Department - Councilwoman Hayward asked if the Eugene Police De- <br />partment would use MACE, a chemical compound which will temporarily incapcitate a <br />person when sprayed on the body. The City Manager replied. that the Department has <br />MACE on hand, available to command officers only. <br /> <br />Mr. Anderson moved seconded by Mr. Lassen to receive and file Items 2 and 3 of the Committee report. <br />Motion carried. <br /> <br />3 <br /> <br />4. Planning Commission Report - April 29, 1968 <br />a. Rezoning 1330 Coburg Road, Cosgrave & Associates (Rust) - Referred back to the <br />Planning ~ommission as a result of the Council's action to rezone the entire area <br />RG, the. petition now has a Planning Commission recommendation to rezone the entire <br />area R-2 as the highest practical density on the basis of existing sewers. <br />Mrs.Hayward moved seconded by Mr. Anderson to approve the R-2 zone. Motion'carried, <br />Mr. Wingard voting no. <br /> <br />Mr. Anderson moved seconded by Mr. Lassen to approve Item 4a. of the Committee report. <br /> <br />'I <br /> <br />Henry Camarot said he had not heard before that sewers were the basis for making a decision on this <br />zoning. He said an RG zone, as approved by the Council previously~ would be economically feasible <br />with redesign of portions of the property, and asked that the Council reject the PlanningCommission <br />recommendation for R-2 and rezone the property RG. <br /> <br />'. <br /> <br />The Planning Director read the Planning Commission recommendation which was that they "expressed the <br />general feeling that the existing sanitary sewers were not designed in the Wil1akenzie Area for the <br />RG density, and that the approve plan, as interpreted by the Planning Commission, permits an R-2 PD <br />as the highest density for that area. The precedent of allowing a higher density along Coburg Road <br />and its effect upon both land use and public facilities (sanitary sewer systems) was felt to be <br />detrimental." <br /> <br />:' <br /> <br />,f <br /> <br />Mr. Camarot asked delay of action to give him the opportunity to allow engineers to examine the sewer <br />lines to see if this basis for making the dectsion could be refuted. Or if the property is rezoned <br />RG, he said the number of units. would be limited rather than developing to the maximum allowed. <br /> <br />" <br />:' <br /> <br />Councilwoman Lauris asked why, with new sewer construction there is not the capacity desired, and was <br />told that although the lines would accomm9date this development now, that capacity would not be avail- <br />able to other developments. Mr. Wingard ravored rezoning to RG with a contractual arrangement to <br />limit the number of units constructed. <br /> <br />A vote was taken on the motion to approve, and motion carried, Mrs. Lauris and Mr.Wingard voting no. <br /> <br />4 <br /> <br />5. Planning Commission Report - May 13,1968 <br />a. Eugene-Springfield Community Goals - The Planning Commission recommended acceptance <br />of the Goals as presented byrthe Plan Advisory Committee, noting the Committee's <br />exception with regard to some specifics, particularly as applied to air travel, <br />which they felt should be more general. The Goals have been adopted by both Spring- <br />field and Lane County. Mr. Anderson moved seconded by Mrs~ Lauris to adopt the <br />Goals as submitted, with the exceptions noted. Motion carried. <br /> <br />e <br /> <br />5 i <br /> <br />b. Zoning Ordinance Variance, 1859 Franklin Boulevard - The Planning Commission recom- <br />mended approval of a request from Mr.Fred Braatz for a variance to allow construc- <br />tion of an apartment at 1859 Franklin Boulevard which would not be per~ted under <br />the new zoning ordinance. Development of the area has been in the planning stage <br />for some time based on the old zoning ordinance. Dr. Purdy moved seconded by <br />Mr. Anderson to allow the exception. Motion carried. <br /> <br />. <br /> <br />Mr. Anderson moved seconded by Mr. Lassen to approve Items 5a and 5b of the Committee report. Motion <br />carried. <br /> <br />6 <br /> <br />c. 20th Avenue Design - The Planning Commission recommended approval of a design <br />providing for three cul-de-sacs on 20th Avenue between ~efferson and Friendly. <br />The original design suggested by the Public Works Department 'provided another <br />cul-de-sac between Washington and Jefferson, but the owners of property in that <br />block decided they would rather have the street paved through. Mrs. Hayward mov~d <br />seconded by Mr. Wingard to approve the Planning Commission recommendation. <br /> <br />., <br /> <br />I, <br />i <br /> <br />Councilman Lassen said he felt the cul-de-sac designis not the best solution in a <br />street grid system. The City Manager replied in this particular situation where <br />the street deadends at a park the cul-de-sac design will prevent through traffic <br />and froce use of arterials. <br /> <br />.. <br /> <br />I <br /> <br />Councilman Purdy asked if sidewalks are being installed now, and it was the general <br />consensus sidewalks sqould be provided when the paving is done.
