The Planning Director said meetings are being held with <br />property owners in the area to try to work out an equitable method for paying <br />thepaving cost. <br /> <br />Mr. Wingard, with the consent of the second, changed his motion to include in- <br />stallation of sidewalks when the street is paved, and a vote taken on the motion <br />as amended carried unanimously. <br /> <br />Mr. Anderson moved seconded by Mr. Lassen to approve Item 5c of the Committee report. <br /> <br />A petition was presented signed by residents of the block between Madison and Jefferson requesting <br />curb sidewalks on that block. The City Manager suggested that, because of work to be done such as <br />closing intersections, vacating and width acquisition for cul-de-sacs, and actual design of the <br />project, the Council approve the idea so that a specific design may be brought back for consideration <br />with possible inclusion of curb walks in the entire area. <br /> <br />G. F. Blodgett, 2010 Monroe, asked if 100% approval was necessary for going ahead with the cul-de-sac <br />design, and whether property owners would have duplex rights on corner lots created. The Planning <br />Director replied that in essence 100% approval is necessary, since the required vacations must have <br />100% approval. With regard to duplexes on the corner lots, he said it would depend upon the angle <br />of the streets and frontage on the resulting two streets. <br /> <br />A vote was taken on the motion to approve the committee report, and motion carried. <br /> <br />1 <br /> <br />d. Variance Extension, Bethel Drive - Manning Seed Company requested extension of <br />a variance which allows cone storage on property on Bethel Drive north of <br />Roosevelt Boulevard. The Planning Commission recommended approval of an exten- <br />sion for one year from the date of Council approval. Dr. Purdy moved seconded <br />by Mr. Wingard to approve therecommenda tion. Motion carried. <br /> <br />2~ <br /> <br />6. McLean Boulevard Design - The City Manager presented a proposed design for improve- <br />ment of McLean Boulevard from Lindsay Loop to Graham Drive which was developed to <br />save as many trees as possible. He said the proposed design will provide for an <br />offset from the centerline to the north enough to permit a 24-foot street, with a <br />28-foot street constructed where trees do not present a problem. Parking will be <br />restricted at some future time; at the present time the street deadends and traffic <br />is light. <br /> <br />Mrs. Lauris moved seconded by Mrs. Hayward to modify the standards f@r this street <br />as proposed. <br /> <br />Some Council members felt the parking should be restricted immediately upon comple- <br />tion of the project. The Public Works Director said it would entail striping, <br />traffic signs, etc., and because of the distance from the enforcement area, restric- <br />tions would be abused. <br /> <br />A vote was taken on the motion as stated, and motion carried. <br /> <br />Mr. Anderson moved seconded by Mr. Lassen to approve Items 5d and 6 of the Committee report. Motion <br />carried. <br /> <br />3 <br /> <br />7. Public Works Pro;ects, 1967, Extensions and Deferrals - Council approval was requested <br />for time extensions and assessment of liquidated damages on various public works <br />contracts. Copies of the report listing contracts involved were distributed to <br />Council members. Dr. Purdy moved seconded by Mr. Anderson to accept the report and <br />assess the damages. <br /> <br />The Public Works Director pointed out that the contractors do have the right to <br />appeal to the Council on the liquidated damages. He also suggested the Council <br />authorize the Public Works Department to grant extensions to seven days without <br />council approval, but it was felt better because of public relations to retain <br />the present procedure. <br /> <br />A vote was taken on the motion as stated, and motion carried. <br /> <br />Mr. Anderson moved seconded by Mr. Lassen to approve Item 7 of the Committee report. Rollcall vote. <br />All councilmen present voting aye, motion carried. <br /> <br />4 <br /> <br />8. Speed Recommendations <br />a. Chambers from 7th to Lorane Highway - The State Speed Control Board recommended <br />a 30-mph zone on Chambers from 7th to 50 feet south of 24th, and 40 mph from that <br />point to Lorane Highway. The existing speeds are 30 mph from 7th to 300 feet <br />south of 25th, and 40 mph from that point to Lorane Hlighway. The staff recom- <br />mended retaining the present speeds on- the basis that speeds should be reduced <br />for a distance farther from 24th since it is an east/west arterial. The report <br />of the Speed Control Board's investigation was read pointing up the reasons for <br />their recommendation. The Public Works Director said that when the improvement <br />of Chambers is completed, because of its being a safer street with less access, <br />a 40-mph speed may be warranted. <br /> <br />Mr. Anderson moved seconded by Mr. Wingard to recommend to the State Speed Control <br />Board that the present speed zones be retained on Chambers Street.
