Assessment Segregation, Emerald and 38th - The Finance Department recommended approval <br />of Day T. Bayly's request for segregation of $695.05 of the assessment against property <br />at this location, leaving a lien of $3,830.02. Dr. Purdy moved seconded by Mr. Lassen <br />to approve the segregation. Motion carried. <br /> <br />Mr. Anderson moved seconded by Mr. Lassen to approve Items 10 and 11 of the Committee report. Rollcall <br />vote. All councilmen present voting aye, motion carried. <br /> <br />3 <br /> <br />12. Survey, South Willamette Alternate - The Citizens' Advisory Committee for the Eugene- <br />Springfield Area Transportation Study recommended that the City and Lane County make <br />a survey for an alternate route for the Willamette Street arterial from the proposed <br />Amazon Parkway/South Willamette connector to the proposed 'South Belt Line Road. The <br />Committee feels the suitability of the route now proposed is questionable and an <br />alternate route should be surveyed as soon as, possible.. Mr. Anderson moved seconded <br />by Dr. Purdy to proceed as recommended. Motion carried. <br /> <br />,j' <br /> <br />Mr. Anderson moved seconded by Mr. Lassen to approve Item 12 of the Committee report.Motion carried. <br /> <br />. <br />. <br /> <br />4 <br /> <br />l3.LeArts Custodial Contract - In response to a question from Councilman Purdy at the <br />Mayl3 Council meeting, the Finance Department reported a payment of morethan <br />$1,000.00 was made to LeAEts for the first time in March. The larger amount was <br />caused by addition of the Data Processing Center to the cleaning schedule. <br /> <br />Mr. Anderson moved seconded by Mr. Lassen that Item 13 of the Committee report be received and filed. <br />Motion carried. <br /> <br />5 <br /> <br />14. Pearl Street Access, Rubenstein - Unthank, Seder, and Poticha requested access from <br />Pearl Street to the Rubenstein property onthe west side of the street north of 23rd <br />Avenue for a proposed planned unit development on the site. Access'was requested <br />for ingress only; egress will be provided onto 23rd and Willamette. The City Manager <br />said the Pearl Street improvement, because of limited access, was not assessed against <br />abutting properties, and if access is permitted some assessment should be made to re- <br />imburse the City for the facility. The Public Works Director said purchase of right- <br />of-way was based on limiting access resulting in higher assessments. He said the <br />access could be accomplished without jeopardizing the traffic system. <br /> <br />II <br /> <br />i! <br /> <br />Councilman 'Lassen said the <br />from. The <br />City Manager raised the question of northbound traffic making left turns to enter the <br />property, and the Traffic Engineer said some provision for control of that type of <br />movement will have to be made. <br /> <br />,!J' <br /> <br />Mr. Wingard, with the consent of the second, changed his motion to approve the access <br />subject to the property owner's paying any costs involved in construction of the exit <br />ramp to City specifications and, any liabilities, and that the City Manager negotiate <br />such costs with the property owner. <br /> <br />The Planning Director said the planned unit development design was worked out with <br />the thought of eliminating a severe traffic problem on Willamette Street which would <br />result without access from Pearl Street. He said the circulation plan for the project <br />will be brought to the Council for review prior to Planning Commission consideration. <br />In answer to a question from the City Manager, the Public Works Director said the <br />sidewalk proposed for the area will be installed on the east side of the Amazon through <br />the Park and will not be adjacent to the Parkway. <br /> <br />.. <br />= <br /> <br />A vote was taken on the motion as changed, and motion carried, Mr. Lassen voting no. <br /> <br />,. <br /> <br />Mr. Anderson moved seconded by Mr. Lassen to approve Item 14 of the Committee report. <br /> <br />Sketches depicting the plot plan and deceleration lane from Pearl Street were presented to the Council. ' <br />Considerable discussnon revolved around questions raised during the committee-of-the-whole meeting. <br />Councilman Purdy wanted it understood that negotiations on cost with the property owner would recover <br />the difference paid for the right-of-way because of its being for limited access.
