Amazon Parkway Access, Rubenstein - Council members were informed that a joint meet- <br />.. ing with the Planning Commission was scheduled for Monday noon, June 24, 1968, at <br /> the Eugene Hotel to discuss the Rubenstein request for access from the Amazon Parkway <br /> to his property north of 24th Avenue. <br /> 2 9. Joint Meeting with EWEB - Scheduled for Monday, July 1, 1968, 7:30 p.m. at the <br /> Thunderbird to discuss a number of subjects important to the City. <br /> 3 10. Sanitary Sewer Service, Bethel-Danebo - A report was read from the Public Works <br /> Department concerning areas serviced with sewers in the Bethel-Danebo area, and <br /> stating the more critical of two areas not having sanitary sewers is between Ohio <br /> and Minnesota Streets from Barger Drive north about one-half mile. The City Manager <br /> said EWEB is reluctant to install water mains in the area until the City installs <br /> sewer systems, because of the'resulting $2.00 per month water/sewer user billing made <br /> for the City, and until they can anticipate enough connections to justify the invest- <br /> ment. He suggested the area be canvassed or a public meeting held to determine <br /> whether residents involved are in favor of sewer installation. <br />. Councilwoman Lauris suggested that this may be the area in which to start changing <br /> the policy of assessing for all sewers, that investigation might be made of obtaining <br /> Federal funds on the basis of its being a public health factor, Or, she suggested, <br /> perhaps the City could change the formula to provide for a flat minimum assessment to <br /> each living unit. Some Council members felt the 1geal implications and resulting in- <br />. equities in assessment would be too great, and the Manager pointed out that the pur- <br /> pose of the Bancroft law was to lessen the burden of public improvement assessments. <br />. No action was taken, but it was understood exploration would be made of a method to <br /> contact residents in the "state street" area to determine their feelings with regard <br /> to sewer construction, either by door-to-door interviewing, a written poll, or a <br /> public meeting. <br /> 4 11. Sign Ordinance - Copies of a letter were distributed to Council members from Luvaas, <br /> Cobb, Richards, and Fraser, representing Lew Williams Chevrolet Co., setting forth <br /> their objections to the proposed sign ordinance now under consideration by the Plan- <br /> ning Commission. No action was taken." <br /> / <br /> Mr. Anderson moved seconded by Mr. Lassen that Items 8, 9, 10, and 11 of the Committee report be re- <br /> ceived and filed. Motion carried. <br />It Mrs. Niven said it is anticipated the sign ordinance will be ready for initial Council consideration <br /> at its July 8, 1968 meeting. <br /> Other items not considered June 20, 1968: <br /> 5 1. Planning Commission Report - June 17, 1968 <br /> a. Vacation alley between 12th and 13th east from Hilyard, Sacred Heart - The Plan- <br /> ning Commission recommended vacation on the condition that power easements are <br /> retained until a mutually satisfactory solution is arranged between Sacred Heart <br /> and the Eugene Water & Electric Board, and subject to payment of an $81.00 street <br />. improvement lien and a fee equal to the value of the land being vacated. The <br /> Planning Director said problems involving an overhead easement will probably be <br /> worked out before the date set for public hearing. <br /> Mr. Anerson moved seconded by Mr. Lassen to proceed with the vacation. Motion carried. <br /> 6 b. Vacation easement north of Mahalo and west of Manzanita, Dills - The Planning <br />. Commission recommended approval. The vacation will permit shifting the easement <br /> to the east to resolve a problem in connection with construction of a building. <br /> Mr. Anderson moved seconded by Mr. Lassen to proceed with the vacation. Motion carried. <br /> 7 c. Vacation easement west of Patterson and south of East Broadway, College Inns - <br /> The Planning Commission recommended approval subject to the condition that the <br /> Council attempt to obtain an open space, scenic easement on the Millrace in ex- <br /> change for the vacation, and that requirements of the Public Works Department <br /> necessary to the vacation be met. <br /> Mr. Anderson moved seconded by Mrs. Hayward to proceed with the vacation. Motion carried. <br />. 8 2. Paving Width 2nd Avenue between Madison and Monroe - Owners of property abutting the <br /> street have requested reduction in width from 44 feet to 36 feet to save p1antings. <br /> The Public Works Department recommended approval and requested authorization to issue <br />. a change order, since a contract on the project has been awarded. <br /> Mr. Anderson moved seconded by Mr. Lassen to approve reduction in width as requested. Motion carried. <br /> 9 3. Special Setback Sign Waivers - A report was read from the Public Works Department <br /> regarding a request for a waiver to permit installation of a sign in a special <br /> setback area. Heretofore, the Building Department has issued waivers"in such in- <br /> stances, but now requests a policy decision in light of enactment of the new zoning <br />- <br /> 6/24/68 - 18 .... <br />
