Parking Restriction, Grant between 11th and 12th - The Public Works Department recom- <br /> mended approval of a request from Hall Heavy Hauling and Herschey Appliance for two- <br /> hour parking restriction in front of: their establishments on Grant Street from the <br /> alley between 11th and 12th to 12th. Dr. Purdy moved seconded by Mr.Wingard to <br /> approve the recommendation. Motion carried. <br /> 2 15. "Yield" Signs, 7th Place - A report was read from the Public Works Department recom- <br /> mending installation of "yield" signs on Wilson and Conger Streets at 7th Place <br /> giving traffic on 7th Place the right-of-way between McKinley and Seneca. Mr.Wingard <br /> moved seconded by Mr. Anderson to approve the recommendation. Motion carried. <br /> Councilwoman Hayward questioned the use of "yield" signs. The Public Works Director <br /> .. explained that the use of "yield" signs has been satisfactory in certain instances <br /> where traffic counts do not warrant "stop" signs. <br /> 3 16. "Stop" signs, Rustic at Sorrel- The Public Works Department recommended installation <br /> of stop signs on Rustic Place at Sorrel Way. Dr. Purdy moved seconded by Mr. Wingard <br /> to approve the installation. Motion carried. <br /> . Mr. Lassen moved seconded by Mrs. Lauris to approve Items 11 through 16 of the Committee report. <br /> . Motion carried. <br /> Mrs. Dick Richards, 45 Rustic Place, said she felt a four-way stop should be installed at this inter- <br /> section. The Manager said four-way stops are resisted because they hinder traffic. <br /> 4 17. Sidewal~Roan Drive - A report was read from the Public Works Department with regard <br /> to sidewalks on Roan Drive. The report explained that topographic features of the <br /> Westward Ho area make sidewalk construction difficult. It was recommended that <br /> if a sidewalk is desired it be constructed on the northeasterly side of Roan Drive <br /> and that no attempt be made at this time to construct a walk on Pinto Way. It was <br /> also recommended that the Roan Drive walk be constructed on one side only, with <br /> assessment to properties on both sides, and that a poll of property owners on Roan <br /> I Drive be made to determine location of the walk. It was understood this item would <br /> be scheduled for a tour by the Council. <br /> Fred Webb, living at the corner of Roan and Palomino, asked why construction was <br /> recommended for the northeasterly side. The Public Works Director explained that <br /> two intersecting cul-de-sacs could be served on the north side and that more con- <br /> struction problems exist on the south side. <br /> Mr. Lassen moved seconded by Mrs. Lauris that Item 17 of the Committee report be received and filed. <br /> Motion carried. <br /> 5 18. Sidewalk, McLean Boulevard - Petitioned by owners of 100% of the property on the <br /> . north side of McLean Boulevard between Chambers and McKendrick. The Pub lic Works <br /> Department recommended a curb walk on the north side only, with notice to be given <br /> to property owners on the south side when the hearing is held at time of bid award. <br /> The Public Works Director explained that installation of the walk by City contract <br /> will enable assessment to properties on both sides of the street, whereas individual <br /> construction would place the entire cost against properties on the one side only. <br /> Dr. Purdy moved seconded by Mr. Anderson to approve the petition. Motion carried. <br /> . Mr. Lassen moved seconded by Mrs. Lauris to approve Item 18 of the Committee report. Motion carried. <br /> Dr. Purdy asked if an individual is prohibited from making an agreement with a property owner across <br /> the street on sharing the cost of sidewalk installation. The Public Works Director said it had been <br /> concluded that the assessment procedure required the work to be done by City contract and would not <br /> allow neighborhood agreements. <br /> 6 19. Ordinance, Amending Code re: 13th Avenue Traffic Closure - The Public Works Depart- <br /> ment recommended changing the hours for traffic stops on 13th Avenue to accommodate <br /> the new University class schedules. The proposed amendment would provide for traffic <br /> stops from 7:00 a.m. to 5:30 p.m. with no change in the existing 10-minute stops per hour. <br /> Mr. Anderson moved seconded by Mr. Wingard to approve the amendment. Motion carried. <br /> . Mr. Lassen moved seconded by Mrs. Lauris to approve Item 19 of the Committee report. Motion carried. <br /> t 7 20. BPA Easement, Amazon Channel - The Bonneville Power Administration has offered the <br /> City $475.00 for transmission line easement rights crossing the Amazon Channel north <br /> of Royal Avenue west of Green Hill Road. The City Manager recommended signing the <br /> option for the offered price. Mr. Lassen moved seconded by Mr.Teague to approve. <br /> Motion carried. <br /> Mr. Lassen moved seconded by Mrs. Lauris to approve Item 20 of the Committee report.
