Hudspeth, 295 West 17th Avenue, formerly Prall's Market, approved <br /> by the Police Department. Dr. Purdy moved seconded by Mr. Lassen to recommend ap- <br /> proval of the application. Motion carried. <br /> Mr. Lassen moved seconded by Mrs. Lauris to approve Item 13 of the Committee minutes. Motion carried. <br /> 2 14. League of Oregon Cities Convention, November 17-19, 1968 - The Manager informed <br /> Council members of the November 1 deadline for making reservations for the annua 1 <br /> meeting of the League of Oregon Cities at the Hilton Hotel in Portland. <br /> 3 15. Local Government Finance Seminar - Scheduled for 4:00 to 9:30 p.m., October 3, 1968, <br /> at Lane Community College. Councilwoman Lauris said similar seminars have been held <br /> throughout the State so that community leaders may become more familiar with the <br /> problem s of financing local governments. She said the seminars were initiated at <br /> the suggestion of Councilwoman Hayward and have met with great success. Mrs.Hayward <br /> was congratulated." <br /> . Mr. Lassen moved seconded by Mrs. Lauris that Items 14 and 15 of the Committee report be received and <br /> filed. Motion carried. <br /> Committee meeting held October 10, 1968: <br /> . <br /> "Present: Councilmen Anderson, Lauris, Purdy, Lassen, Hayward, McDonald, and Wingard; <br /> . City Manager and staff; and others. <br /> 4 1. Items from Council Members <br /> a. Fencing West Belt Line Floodway - Councilman Lassen asked about the progress on <br /> fencing the West Belt Line Floodway. The Public Works Director said bids have <br /> been called on the project. <br /> Mr. Lassen moved seconded by Mrs. Lauris that Item la of the Committee report be received and filed. <br /> Motion carried. <br /> The Public Works Director said no bids were received on this project and that it would probably be re- <br /> advertised. He said, in answer to a question from Councilwoman Lauris, that City crews could install <br /> I the fence if there is no response to the new bid call, but that installation by a contractor exper- <br /> ienced in this type of work would be better. <br /> 5 b. Traffic Light, 13th and Agate - Councilman Wingard said it was his understanding <br /> funds were budgeted for a traffic signal at the intersection of 13th and Agate. <br /> He inquired about present plans for traffic control. The City Manager said funds <br /> were budgeted for a light but after further discussion with the Campus Planning <br /> Committee, trial of a four-way stop with overhead flashing light was recommended. <br /> The Council did not favor the four-way stop and voted to retain the existing con- <br /> trols. The Manager said students at the University are now requesting reconsidera- <br /> tion, and the item is scheduled for the October 17 committee meeting. <br /> - 6 c. Traffic Light, Coburg and Oakmont - Councilman Purdy inquired about installation <br /> of a traffic signal at Oakmont and Coburg Road. The Public Works Director said <br /> lights would be installed upon receipt of poles. Delivery is expected this week <br /> or next. <br /> Mr. Lassen moved seconded by Mrs. Lauris that Items lb and lc of the Committee report be received and <br /> filed. Motion carried. <br /> III The Public Works Director informed the Council that notification was given by the supplier of the <br /> light poles that additional work on them is necessary and delivery will be delayed about 20 days. <br /> He said because of this delay installation of the traffic lights at Coburg and Oakmont is not ex- <br /> pected until about December 1. <br /> 7 d. Air Quality Control - Councilman Purdy said he thinks the criticism of the City <br /> Council expressed by one of the mayoralty candidates is completely wrong with <br /> regard to water and air pollution control. Dr. Purdy said he felt Eugene has <br /> taken the lead in the State in this regard and asked the City Attorney's opinion <br /> on the criticism of the City for not obtaining an injunction to stop field burning. <br /> The City Attorney explained the legalities involved and why the City cannot act <br /> against areas outside the City limits. He said there is no law being violated at <br /> the present time, ~hat agricultural lands are exempted from State Sanitary <br /> - Authority regulations, and that enforcement of existing regulations is practically <br /> impossible. <br /> , Councilwoman Hayward asked about field burning at Mahlon Sweet Field. The City <br /> Manager explained that permission was given to burn a wheat field as the last <br /> resort because birds attracted by seeds were hazardous to airport operations. <br /> Mr. Lassen moved seconded by Mrs. Lauris to receive and file Item ld of the Committee report. Motion <br /> carried. <br /> Councilwoman Hayward asked that the record show that the Council had some real reservations about the <br /> ., City's being involved in field burning at Mahlon Sweet Field and that it would be avoided in the future <br /> 10/14/68 - 15 ~ <br />
