Vacation of Easement south of 7th between VanBurean and Tyler, Warner - The Plan- <br /> ning Commission recommended vacation of the easement which covers all of the <br /> Tax Lot 13700 and ~louds the title to the property, subject to dedication of <br /> a l4-foot alley alqng the south property line. Mrs. Lauris'moved seconded by <br /> Mr. Anderson to apfrove the recommendation and call a public hearing. Motion <br /> carried. <br /> 2 d. Low-Income Housing - The Planning Commission recommended, upon a report from <br /> the Joint Housing Committee, that the Council initiate negotiations with the <br /> Lane County Housing Authority for the acquisition or construction of 20 four- <br /> bedroom and 10 five-bedroom houses to be located throughout the City instructures <br /> . no larger than duplexes. Betty Niven distributed copies of a tabulation showing <br /> supply and demand for leased housing which indicated the demand for four- and <br /> five-bedroom low-income housing is not being'met. She explained the Turnkey <br /> Three and One B programs under which the Housing Authority and private sector <br /> can co-operate in providing the necessary units, and recommended working under <br /> the One B program with involvment in the Three program if possible. <br /> e Dr. Purdy moved seconded by Mr. Anderson to follow the Planning Commission's <br /> . recommendation. <br /> Ron Schmaedick of the Home Builders Association said that the' difference between <br /> these programs and public housing programs of the past is enabling creation of <br /> new units to fill the need for four- and five-bedroom houses which will remain <br /> in private ownership. He emphasized that these houses would not be in projects, <br /> but would be scattered throughout the community. <br /> A vote was taken on the motion as stated, and motion carried. <br /> Mrs. Niven suggested the Council adopt a resolution asking the Lane County <br /> Housing Authority to impose a six-month residence requirement for applicants <br /> for leased housing in Eugene. ' She said the pressures on supply of low-income <br /> . housing by University students make it desirable to retain some low-income <br /> units for residents of the community. <br /> Mr. Anderson moved seconded by Dr. Purdy to impose the recommended six-month <br /> residency requirement priot to application for low-income housing in Eugene. <br /> The City Attorney, in answer to a question from Councilman McDonald with regard <br /> to legality of such a'measure, recommended going ahead with'the requirement, <br /> since it would be presumed legal until proven otherwise. Councilman McDonald <br /> expressed concern that people moving into Eugene and entering into rehabilitation <br /> programs would be excluded from low-rent housing under this requirement. Mrs.Niven <br /> . suggested that exceptions be made for people under special programs~ <br /> A vote was taken on the motion as stated, and motion carried, Mr. McDonald voting no. <br /> Mr. Anderson moved seconded by Mr. Lassen to approve Items 7 through 8d of the committee report. <br /> Motion carried. <br /> 3 9. Bids, 30th Avenue Pedestrian Overcrossing - Three bids were received for the <br /> .- structure, and it was recommended the contract be awarded to the low bidder, <br /> HamiltonConstruction Company for $25,700.00. Some discussion ensued with regard <br /> to the original estimated ($20,000) and possibility of landscaping. The Public <br /> Works Director said the structure is entirely within the right-of-way so that <br /> landscaping would be limited. Mr. Teague moved seconded by Mrs. Lauris to award <br /> the contract to the low bidder. Motion carried. <br /> Action taken under Bids, New Business. <br /> 4 10. Grant Agreement, Crescent Avenue Sewer - A Federal grant through the Department <br /> of Housing and Urban Development was offered in the amount of $152,500 for a <br /> sanitary sewer trunk on Crescent Avenue to serve an area between Coburg Road <br /> and Delta Highway. Total cost of the project is estimated at $380,000. Mrs. Laur is <br /> .. moved seconded by Mr. Teague to accept the grant. Public Hearing, Urban Renewal and Relocation Plan- Dave Hunt said his office <br /> received a letter from the Department of Housing and Urban Development indicating <br /> the application for the Central Eugene Project has been approved and that official <br /> notification will be forthcoming. The Council was requeste9 to set a date for <br /> public hearing since the Council must adopt the plan by ordinance before the <br /> project can proceed. <br /> . <br /> ~, <br /> 11/25/68 -4 ~ <br />
