Annexation, Area between Bertelsen Road and Four Oaks Grange Road, Krumdieck - The <br />Planning Commission recommended approval of annexation subject to a contrpct stating <br />Krumdieck Bros. will pay the sewer assessment for present hook-up and accept further <br />assessments for any system developed in Bertelsen Road. The City Manager said it <br />was his understanding that the Planning Commission did not recommend, at its last <br />meeting, annexation of an island which would be created by annexation of this property. <br /> <br />. <br /> <br />Mr. Oscar Krumdieck, 2880 Gilham Road, explained that he had moved a duplex onto this <br />property, and that he had requested annexation for sewer and water connections. Creation <br />of the island had been unintentional. <br /> <br />Dr. Purdy moved, seconded by Mrs. Hayward, to approve the annexation. Motion carried. <br /> <br />Mrs. Hayward moved seconded by Mr. McDonald to approve Item 3b, subject to a contract Motion carried. <br /> <br />2 <br /> <br />4. State Legislation, Bancroft Bonds - A memorandum previously distributed to the Council <br />summarized the problem faced by the City when submitting a prospectus showing not only <br />City bonded indebtedness, but overlapping bonded indebtedness. If the City issued Bancroft <br />Bonds without general obligation backing, the issue would not jeopardize the City's general <br />obligation debt limit, and it could absorb increased interest costs, while protecting <br />general obligation debt margin for larger issues. It is proposed that the State Statute <br />be amended to make the general obligation pledge optional. <br /> <br />In answer to a question by Dr. Purdy, the Manager said that, so far as he knows, bonds <br />would be salable at a slightly increased interest rate, but there ts no indication that the <br />6% interest rate would be approached. <br /> <br />I <br /> <br />Mrs. Hayward seconded by Mrs. Beal moved that necessary amendments be drafted and submitted <br />for this legislation to give cities a choice in bonding. Motion carried. <br /> <br />Mrs. Hayward moved seconded by Mr. McDonald to approve Item 4 and to draft the necessary legisla- <br />tion. <br /> <br />Councilman Wingard commented that this bill is already in the legislature. <br /> <br />A vote was taken on the motion as stated and the motion carried. <br /> <br />3 <br /> <br />5. Dog Control - The Manager explained that, under present procedure, the City enforces dog <br />control within its limits, for which it may retain 80% of the fee collected for licenses <br />sold within the City. Income from this fee will be approximately $12,000 and the City <br />now expends about $22,000 for control. The County has:'submitted a contract to continue <br />this agreement, but the Manager will contact the County to attempt to arrange for the <br />Coun~yyto take over enforcement with retention of the entire fee. <br /> <br />Mrs. Hayward moved seconded by Mr. McDonald to receive and file. <br /> <br />The Manager explained that the present contract will be in effect for the remainder of the fiscal <br />year. The County will not enforce control in the City at this time, but perhaps the City <br />can make arrangements for County enforcement for the next fiscal year. <br /> <br /> <br />Councilman McDonald felt the City should have a more stringent dog control ordinance, and asked <br />that there be an investigation into the cost and possibility of a leash law. Mayor Anderson <br />suggested that this be placed on an early agenda. <br /> <br />A vote was taken on the motion as stated and the motion carried. <br /> <br />4 6. Parking Restriction, 5th and Lawrence - Oregon State MOtor Association "has requested <br />elimination of one parking stall at the northeast corner"of this intersection. The Traffic <br />Engineer states that tfiis request is valid and recommends removal of this stall. <br /> <br />Mrs. Hayward moved seconded by Dr. Purdy that thisJrecommendation be approved. <br /> <br />Mrs. Hayward expressed concern with the difficulty caused by cars parking too close to <br />intersections and asked if a study had been made of this problem. The City Manager said <br />no overall study had been made, but that parking restrictions have been extended along <br />18th and 19th and Oak and Pearl Streets. . <br /> <br />The question was called on the motion and the motion carried. <br /> <br />5 <br /> <br />7. Joint Meeting, Planning Commission, City Council - The Council was reminded of the Joint <br />Meeting Monday, January 20, 1969 at 12:00 noon in the Eugene Hotel. This meeting. is in <br />reference to rezoning of property on Country Club Road requested by Kendall Ford Company. <br /> <br />6 <br /> <br />8. Joint Meeting, Lane County Auditorium Association - Lee Biship, president of LCAA has <br />asked that the meeting between the Association and Council be held as soon as possible. <br />Manager was instructed to contact Mr. Bishop to try to arrange a meeting date. <br /> <br />I <br /> <br /> <br />. y <br /> <br />7 9. Off-Street Parking Assessment District, Broadway and Charnelton - Mayor Anderson said that <br />a meeting will be held by owners of property in the area of Broadway and Charnelton, with <br /> <br />a view toward creation of an assessment district for construction of a multi-story parking <br />structure in that area. <br /> <br />Mrs. Hayward moved seconded by Mr. McDonald to receive and file Items 6, 7, 8 and 9.
