Mr. Harry Jacobs and Mr. Don Wall of Lybrand, Ross <br />Bros. and Montgomery, have prepared an audit to assure the Council the city administration <br />is adequately accounting for the City's fu~ds, Mr. Jacobs reported that great strides have <br />been made in the past three years, and the records are in good shape. <br /> <br />Mr. Teague move,d seconded by Mr.' Gribskov to accept the audit and place it on file. Motion <br />carried. <br /> <br />Mrs. Hayward moved seconded by ~r. McDonald to approve Item,S of the Committee report and accept <br />the audit as presented. Proposed Contract with State of Oregon - Lighting Washington-Jefferson Bridge and Approaches _ <br />The State of Oregon has proposed a contract whereby the State will install and maintain stEeet <br />lights on the Washington-Jefferson Bridge and its approaches, and the City will pay for power <br />for those lights within the City limits. The City share will be $660.00 per year. Staff <br />recommends that the City enter into this agreement. <br /> <br />In answer to a question from Dr. Purdy the Manager sai~ he has no information on arrangements <br />made by the County with the State, but he will look into it. <br /> <br />Mrs. Beal moved seconded by Dr. Purdy to approve the contract for installation of lights on <br />the Washington-Jefferson Bridge,approaches, and that the City Manager investiggte arrange- <br />ments made for similar situations by the County and State. Motion carried. <br /> <br />Mrs. Hayward moved seconded by Mr. McDonald to approve Item 6 of the Committee report. <br /> <br />The Manager reported the County was not asked to bearEthe cost for power for lights outside the City <br />limits. Dr. Purdy requested the Manager to check the number of street lights in the city of Portland <br />on State highways, and whether that City is charged for those. <br /> <br />Rollcall vote. All councilmen present voting aye, motion carried. <br /> <br />3 <br /> <br />7. Improvement Petitions <br />a. Paving Douglas Drive from McLean, 750' east - Petitioned by owners of 66% of the property. <br /> <br />Dr. Purdy moved seconded by Mrs. Beal to accept the petition. Motion carried. <br /> <br />4 <br /> <br />b. Paving alley between Madison and Monroe from 1st Avenue to 2nd Avenue - Petitioned by <br />owners of 64% of the property. <br /> <br />Dr. Purdy moved seconded by Mr. Gribskov to accept the petition. Motion carried. <br /> <br />5 <br /> <br />c. Paving alley between Portland and Willamette; also alley between 27th Avenue and 27th <br />Avenue from Willamette to the north-south alley - petitioned by owners of 81% of the <br />property. <br /> <br />Dr. Purdy moved seconded by Mr. Teague to accept the petition. Motion carried. <br /> <br />6 <br /> <br />d. Paving 50th Avenue from Imperial Street to the east boundary of Chalet Plateau - petitioned <br />by owners of 100% of the property. Storm sewer cost included in paving assessment to <br />developer of Chalet Plateau. <br /> <br />Dr. Purdy moved seconded by Mr. Gribskov to accept the petition as stated. Motion carried. <br /> <br />e. Paving, sanitary and storm sewer, 1st Addition to Valley West - petitioned by owners of <br />100% of the property. Cost estimate for city share of storm sewer is $5,000. <br /> <br />Dr. Purdy moved seconded by Mr. Teague to accept the petition. Motion carried. <br /> <br />Mrs. Hayward moved seconded by Mr. McDonald to approve Items la, lb, lc, ld, and Ie of the Committee <br />report. Motion carried. <br /> <br />7 <br /> <br />8. Request for Waiver for Asphaltic Alley Paving - NilsB. Hult and Associates have requested <br />permission to improve the north-south alley, east of Mill Street, to provide additional <br />parking for the Medical Arts Building. The alley dead-ends at the north property line, and <br />cannot be used as part of ~he;street system. Staff recommends approval of this request, since <br />the alley will actually be used as part of a parking lot.. <br /> <br />Dr. Purdy moved seconded by Mr. Gribskov to permit Nils Hult and Associates to pave the north- <br />south alley east of Mill Street as requested, subject to City authority to revoke the permit <br />at any time. Motion carried. <br /> <br />Mrs. Hayward moved seconded by Mr. McDonald to approve Item 8 of the Committee report. Motion carried. <br /> <br />8 <br /> <br />9. Authorization to Purchase Street or Sewer Right-of-Way <br />a.
