Motion carried <br /> <br />I <br /> <br />1 <br /> <br />b. 18th Avenue east of Oakpatch - Public Works Department has requested authorization t~ <br />purchase street right-of-way on 18th Avenue west from State Finance Company per appraised <br />price of $207.35 from Oakwood Manor Corporation and $1,235.98 from State Fina~ce Company. <br /> <br />Dr. Purdy moved seconded by Mr. Mohr to authorize purchase of street-right-of-way for the <br />amount stated. <br /> <br />In answer to a question from Mrs. Beal the Director of Public Works explained that the <br />property had been appraised two years ago, but negotiations have been in progress for that <br />length of time. <br /> <br />A vote was taken on the motion as stated, and the motion carried. <br /> <br />Mrs. fuLyward moved seconded by Mr. McDonald to approve Item 9a and 9b of the Committee report. Improvement of 20th Avenue, Washington to Friendly - The Manager explained that this matter <br />had been discussed previously by the Council, but the project had not been initiated. <br /> <br />Mr. Teague moved seconded by Mr. Gribskov that the Council initiate improvement of 20th Avenue <br />from Washington Street ~0 Friendly Street. Parking Restriction, West 7th Riliace~ and Wilson - The Traffic Engineer recommends elimination <br />of parking on 7th Place at Wilson to increase sight distance. <br /> <br />Mr. Gribskov moved seconded by Mrs. Beal to approve the recommendation. Correspondence - A letter from the Lane County Sanitarian reports on the status of the annex- <br />ation of College Crest Water District. State and County Sanitarians will form an investigat- <br />ing team which will begin March 3rd to evaluate the alleged health hazard. <br /> <br />No action was taken on this Item. <br /> <br />At this point Dr. Purdy left the meeting. <br /> <br />5 <br /> <br />13. <br /> <br />Counc~lwoman Beal asked for a discussion and review of proposed legislation. <br />a. Motion carried. <br /> <br />I <br /> <br />6 <br /> <br />b. H.B. 1027 - Boundary Board Bill. Under present proposal, even small 100% consent annex- <br />a~ions will go before the Boundary Board, which could create a large backlog burden. Leg- <br />islation should be written so that minor annexations would not be subjected to boundary <br />board supervision. Mr., Mohr stated one of the reasons for the change was that, under <br />the previous proposal, minor annexations were not defined. After discussion of proposed <br />wording, Mr. Teague moved seconded by Mr. Gribskov that the administration be authorized <br />to express the view of the Council that standards should be set for minor annexations, <br />and these should be excluded from the jurisdiction of the Boundary Board. Motion carried. <br /> <br />Mrs. Hayward moved seconded by Mr. McDonald to approve Items l3a and l3b of the Committee report. <br /> <br />Ceuncilman Wingard said the committee had disucssed this bill, and had. left it in its present form. <br />They came to the conclusion small annexations really cause more problems than large ones. <br /> <br />A discussion followed on whether 100% consent annexations should not be excluded from boundary board <br />study to enable more time to be spent on larger annexation. <br /> <br />. <br />Mr. Teague moved seconded by Mr. Mohr to table this item and ask the legislative committee of the <br />Council to study the bill. Motion carried.. <br /> <br />A vote was taken on the motion to approve item l~ of the Committee report and the motion carried. <br /> <br />7 <br /> <br />c. H.B. 1398 - Cigarette Tax. Proposed bill reduces revenue available to the City from the <br />cigarette tax. Present bill distributed 2~ to property tax relief, l~ to County and l~ <br />to City. New proposal would use money from cigarette tax as a property tax off-~et. <br /> <br />, <br /> <br />f <br />Mr. Gribskov moved seconded by Mr. Mohr that the Council go on record opposing H.B. 1398. <br /> <br />Mrs. Hayward moved seconded by Mr. McDonald to approve Item l3c of the committee report. Motion carried. <br /> <br />8 <br /> <br />d. S.B. 211 - Extends from two weeks to three weeks period of time those serving in armed <br />forces summer camp receive full pay from public ~mployer, plus military pay. Private <br />employers are required to give leave, but without pay. 12 days of active duty are all <br /> <br />2/24/69 - 6 <br /> <br />~ <br />
