Traffic Recommendations a. 1 hour parking, southwest corner 11th and Mill - Dr. Purdy asked why a reduction to one hour was necessary'in this particular location. Director of Public Works said a restaurant has opened at this corner, and has requested t~is reduction. Mrs. Hayward moved seconded by Dr. Purdy to approve the recommendation of the Traffic Engineer. Motion carried. 'I J b. Yield Sign change at Grant and Broadway g~v~ng right of way to Grant - Mrs. Hayward moved seconded by Dr. Purdy to approve the recommendation of the Traffic Engineer. Motion carried. c. Traffic Control 1) ,15th and Villard - A traffic count has shown posting at this intersection should be reversed. At the .end of a one month period the signs now posted will be removed. e Mrs. Hayward moved seconded by Dr. Purdy to approve the recommendation of the Traffic Engineer. Motion carried. Motion carried. : Mrs. Hayward moved seconded by Mr. McDonald to approve all the recommendations for traffic control, parking and yield signs ~utlined in Item 9. Motion carried. Mrs. Hayward asked the staff to report regarding drafting of a blanket traffic ordin- ance so that the Council may discuss the implications of such an ordinance. Mrs. Beal moved seconded by Mr. Gribskov that the City Attorney proceed to draft a blanket traffic ordinance to allow the'staff to make traffic revisions, with a memo to the Council concerning such decisions. Mrs. Hayward moved seconded by Mrs. Beal to approve the, recommendation that the City At'torney draft a blanket traffic ordinance, as outlined in Item 9. Motion carried. 10. Kendall Ford Suit - This item taken at the meeting of ~pril 28, 1969 11. Introduction, Ward Beck - Mayor Anderson introduced Ward Beck, who is acting as Manager of the Chamber of Commerce, due to the resignation of Fred Brenne. 12. Legislative Luncheons - Mr's.. Hayward asked for Council -repres.entation at the Saturday morning meeting. Mr. Mohr will attend. I \. il II I !I I 1 13. Air Pollution, Senator Bateson - The Council discussed a request from Senator Bateson to Mayor Anderson regarding pollution caused by industry, motor vehicle emission, out- door burning, etc., on marginal days. In reply, the Council could indicate it has under consideration banning of backyard burning, The Council's position on pollution control should be expressed in terms of the 'positive actions "taken by the City Council in establishing goals, enacting ordinances, initiating a Eugene Air Pollution Authority, etc'. . Mrs. Hayward moved seconded by Mr. McDonald to receive and place on file Items 11, 12 and 13 of the Committee ,report. Motion carried. Mayor Anderson reported that'he and Mrs. Bear had attended a work session of the committee on air and water quality control, the first work session since the hearing. Mrs. Beal explained that the amended version. of S. B. 165 was under disc'ussion, and she felt much encouraged, -since this bill does many of the things suggested in the Eugene amendments. Equal Opportunity Ordinance - Mr. Charles L. Potterf has requested the City Council to place the Equal Opportunity Ordinance on the Agenda as early as possible 'to permit the public to speak on it. I -.- - The Mayor said the ordinance is up tto the third reading, and. to hear :L t out of order would require a motion to suspend regular procedures. Dr. Purdy moved seconded by Mrs,.
