Improvement of 2nd-3rd Street Interchange with.Q street in Springfield <br /> , These priorities were established by the Technical Advisory Committee, considering the <br /> I <br /> future traffic demands of the entire Eugene-Springfield area. It has been found that a <br /> united recommendation receives better attention. <br /> e Mrs. Hayward moved seconded by Dr. Purdy that the Council concur with the proposed priorities <br /> listing recommended by T.A.C.. Appeal from Amortization Action, Daniel Hotel Supply, 2740 Chambers - Planning Commission <br /> I selected a number of nonconforming uses resulting from adoption of zoning ordinance, one <br /> of which was Daniel Hotel Supply. A public hearing was held on this matter by the Planning <br /> Commission, and a limit placed on continuation of this non-conforming use. Ijanie1 Supply <br /> I filed an appeal, and the Council should now set a date for public hearing on the appeal. <br /> Dr. Purdy moved seconded by Mrs. Hayward that the Council set a public hearing Ju}y 14 on <br /> I the appeal of Daniel Hotel Supply to the decision of the Planning Commission regarding <br /> nondconforming use. <br /> I There was Council discussion on procedural requirements in this type case, and whether'or <br /> not written arguments would be presented. The Planning Commission will provide the Council <br /> with a written record of past action. Motion carried. <br /> 7. Distribution. Proposed Ordinance for Administrative Action on Revocable Permits - A for~a1- <br /> I ized ordinance will be submitted at the regular meeting. No action taken. <br /> I <br /> The Council asked about the administrative ordinance to eliminate much of Council action on <br /> traffic matters.. City Attorney said conferences have been held and ground work done to <br /> I prepare such an ordinance. <br /> 8. Speed Checks - A letter was read from the 5th 'grade math class at Fairfield School, enclos- <br /> ing a speed check made of cars passing their school. A traffic department speed check was <br /> made on Patterson Street, in the vicinity of the YMCA, and it was found that speeds are not <br /> excessive in this area, and that it is posted reasonably. No action taken. <br /> Mrs. Hayward moved seconded by Mr. McDonald that Items 7 and '8 of the Committee report be received <br /> e and filed. Motion carried. <br /> 9. Parking Restriction, Bethel Drive - Traffic Engineer recommended removal of parking restric- <br /> tion on both sides of Bethel Drive from Al1ane Avenue extending southerly for a distance <br /> of 2000 feet. This prohibition was installed because of the use of Bethel School, and <br /> I since it is no longer used, the parking restriction is no longer necessary. <br /> Mr. Gribskov moved seconded by Dr.. Purdy to rescind the parking restriction-on'Bethe1 Drive, <br /> as recommended by the Traffic Engineer. Motion carried. <br /> Councilwoman Hayward asked whether work had been done on an ordinance prohibiting parking <br /> of trucks and trailers in residential areas. The Manager, City Attorney and Traffic Engineer, <br /> have been working on an ordinance, but there have been some problems in writing the ord inance. <br /> In checking, there has'not appeared to be a great problem with.parking of trucks on residen- <br /> tial streets. <br /> I Mrs. Hayward moved seconded by Mr. McDonald. to approve Item 9 of the Committee report. Motion carried. <br /> There was a discussion,concerning proposed ordinance prohibiting truck parking in residential areas. <br /> ,- <br /> Size of trucks to be permitted, was questioned, and whether the ordinance would pertain to trailers, <br /> or vehicles doing business.
