The Planning Director said there is no doubt there would be rezoning <br /> but probably not during the life of Mr. Deschne's building, and that no devaluat'ion <br /> of the existing home is anticipated inasmuch as access will be taken'from 18th <br /> rather than from Taylor. <br /> Mr. Teague moved seconded by Mr. Mohr to table this item until the August 11, 1969 Council meeting <br /> since Mr. McDonald had reported receivipg a number of calls on this issue. Motion defeated, Council- <br /> men Hayward, Wingard, Gribskov, and Mayor Anderson voting no; Councilman Teague abstaining; Council- <br /> men Beal and Mohr voting aye. <br /> Mrs. Hayward inquired what effect a two-week delay would have on the development, and Mr. Leneve re- <br /> plied they would' not be hurt too much financially, but that it would' delay construction. Councilman <br /> Wingard commented that he felt the Planning Commission decision should be upheld and that neighbors in <br /> the area appeared to be satisfied with conditions:.applied to approval. <br /> e Mrs. Hayward moved seconded by Mr. Gribskov to approve the Planning Commission recommendation on <br /> Item 5h of the Committee report. Rezone to C-2, north side of Oakmont west of Coburg Road, Rethwill - The Planning <br /> Commission recommended RP zoning for this property which would allow the use de- <br /> sired by Dr. Rethwill but would also act as a buffer between the C-2 and R-l zones. <br /> I <br /> -Dr. Rethwill accepted the RP zone si~ce he was informed he would be able to constr~ct I <br /> I <br /> the type of building planned without problems. <br /> ! <br /> The Planning Director explained the basis of"the Planning Commission recommendation. Dr. Rethwill <br /> said that upon applying for building permits, numerous problems were encountered with regard to re- <br /> quired setbacks, coverage, etc. , and he asked permission for the C-2 zone originally requested. <br /> The Planning Director said the Commission was agreeable to the C-2 zone. <br /> Mrs. Hayward moved seconded by Mr. Gribskov to rezone the area C-2. Motion carried. <br /> ,h':Dr. Purdy was concerned with the location of the property in relation to North Bank Park. <br /> Mrs. N~ven said this property was similar to that owned by Parrish, and the Council <br /> feels treatment in these instances can be ensured through Planned Unit 'Development. <br /> Planning Director said general plan for Willakenzie area shows this property commercial., <br /> but tighter controls are possible through PUD. <br /> I "'\~':"'C'Mr S . Niven, Planning Commission president, said commission was not really satisfied, since <br /> they are trying to screen against noise, and log truck repairs are not quiet operations. <br /> A solution is needed, as there are many properties falling into this category. <br /> 6. Report on Activities of Housing Expediter - Mrs. Robin Cushman, housing expediter for <br /> the city of Eugene, distributed a revised report to the City Council and explained that <br /> President Nixon's suggestion for consolidation of assistance programs would be welcomed, <br /> since there are now many overlapping programs involving multiple agencies and diverse <br /> criteria. She explained the lack of housing for low-income persons in the City and <br /> e I steps taken to relieve the shortage. <br /> I Mayor Anderson thanked Mrs. Cushman for her presentation. Mrs. Hayward complimented <br /> I <br /> her on her work thus far. Councilmen questioned Mrs. Cushman regarding availability <br /> of applicants and methods of advertising. Mrs. Cushman explained'methods of contact- <br /> ing property owners and realtors, and ~aid she is already deluged with.calls from. <br /> those in need of low-rent housing. <br /> Mayor Anderson requested Mrs. Cushman to circulate her report to the Salvation Army, <br /> Lane Human Resources, and other agencies concerned with this program, County Com- <br /> missioners and other units of government, so that they can be aware of what the , <br /> City program is. <br /> I Mrs. Hayward moved seconded by . Mr. Gribskov that Item 6 of the Committee report be received and filed. <br /> Motion carried. <br /> ,I 7. Barricades, 29th and Willamette Area - The City Manager commented on the success of <br /> the barricades at 29th Avenue and Willamette Street; and explained the study made <br /> before and after of volumes using these streets, and that indications are that the. <br /> circulation problem has been solved. Traffic does not appear to have affected other <br /> areas, although one complaint from an apartment house owner on ?Oth Avenue has been <br /> registered. Traffic Engineer has recommended that barricades' be r~mbved from' Oak' . <br /> Street south of 29th to see whether the traffic pattern remains the same.
