The Mayor reported establishment of a joint park study group similar to the study <br /> group which has been meeting for sometime on housing. This committee will consist <br /> " I of two members of the Council and two of the Planning Commission. It will meet <br /> with other interested persons in the community on problems and objectives of <br /> 'I parks and recreation infue area. Ivan Gribskov and Fred Mohr will represent the <br /> Council, and Mr. James Pearson and Mr. John Stafford will represent the Planning <br /> I Commission. Mr. Stafford will act as chairman. <br /> c. The Mayor announced the resignation of Mr. Robert Adair from the Human Rights <br /> Commission. <br /> d. Central Lane Planning Council will meet October 16 at North's Chuck Wagon for <br /> luncheon with Sacred Heart Hospital. Members of the Council are invited. <br /> e. Mrs. Catherine Lauris will be added to the committee to consider recommendations <br /> for the motel-hotel tax receipts. Mrs. Lauris has been serving pro tem, and;since <br />e there were no limitations placed on .the composition of the committee, the Mayor <br /> I will add her name to the group. <br /> f. Councilman Mohr commented that the TIaycees have submitted application to Look <br /> Magazine for consideration of Eugene for an All-America City Award. He asked <br /> for a report. Mayor Anderson explained that this was not a government matter, <br /> but application for this award may be made through any interested organization. <br />I I 7. Vacation, Emerald Street - A public hearing will be called regarding vacation of a <br /> portion of Enerald(.Street so that the University can proceed with an addition to the <br /> Science Building. <br /> I Mrs. Hayward moved seconded by Mr. McDonald to receive and file Item 6 in its entirety, and <br /> I Item 7 of the Committee report. Motion carried. <br /> 8. Contract, Chamber of Commerce - The Chamber of Commerce. has reviewed the contract <br /> I <br /> distributed by the City Manager at the last committee meeting. This will be on the <br /> regular meeting agenda. <br /> I Mr. Mills explained that this contract, in its final form, had been reviewed by the City Attorney <br /> and Finance Director and distributed at a prior meeting to the Council. <br /> I In answer to a comment by Councilman Teague, the Asst.Attorney said this is simply a nine month <br /> I contract, with no commitment in the future. <br /> I In answer to Mrs. Hayward, Asst. Attorney said the Charter amendment does not require an annual <br /> determination, so funds could have been allocated for a longer period. <br /> Mr. Ray read the contract. <br /> Mrs. Hayward moved seconded by Mr. McDonald to approve the contract with the Eugene Chamber of <br />I I Commerce just read by Mr. Ray. Rollcall vote. All councilmen present voting aye, motion carried. <br /> 9. Teleprompter Rate Increase - Request has been made for an increase from $4.00 per month <br /> to $5.00 per month. The staff recommends formation of a committee similar to that <br /> appointed for study of other franchise increases. <br /> Councilwoman Hayward agreed that a committee should be appointed and said she had <br /> i received complaints regarding service of Teleprompter. <br />e Councilman McDonald felt a 25% increase was quite large, and felt this should be <br /> investigated. <br /> Dr. Purdy recommended that the franchise be studied, and suggested a public hearing, so <br /> that interested persons could appear before the Council. <br /> Dr. Purdy moved seconded by Mrs. Hayward that the Council appoint a subcommittee to <br /> study the rate increase requested by Te1eprompte~~ <br /> Mr. McDonald said Springfield is also considering such an increase, and suggested that <br /> they might wish to participate with this committee. <br /> Mr. Ray commented that Teleprompter had requested the same increase in Springfield. <br /> Mayor Anderson named Dr. Purdy, Mr. McDonald and Mr. Gribskov to a committee to study <br />I a rate increase for teleprompter. Dr. Purdy will act as. chairman. <br /> I Mr. Bot Owens, TV repairman and a representative of the service industry, asked that the <br /> Council committee invite representatives of the industry to meet with them and try to <br /> work out some of the Teleprompter service problems. <br /> I Vote taken on motion.
