Motion carried. <br /> <br />City Manager said Les Wilson, right of way agent for the City, should receive credit <br />for working out this dedication with the Lafferty's.; <br />Mr. McDonald moved seconded by Mr. Teague to refer this matter to the Planning Commission. Motion car~ied. <br />5. Atlantic Richfield Company - Because of change of aame, Atlantic Richfield has proposed <br />an advertising campaign which would violate the sign code of the-city of Eugene. Any <br />ordinance change would require Planning Commission approval. Staff suggested tgat the <br />Council cannot allow violations to the Ordinance, and to amend the ordinance for this <br />purpose would set a dangerous precedent. <br /> <br />After Council dis~ussion it was determined that under no circumstances could the Council <br />consider this kind of proposaL The matter was not heard. <br /> <br />e <br /> <br />Mr. McDonald moved seconded by Mr. Teague to receive and file -Item 5 of the Committee report. Motion <br />carried. <br /> <br />o <br /> <br />Mrs. Niven requested the Council to address a letter explaining action taken by Council at the <br />committee meeting. <br /> <br />I <br /> <br />Mr. McDonald moved seconded by Mr. Teague that the Council make it clear that it would not look <br />favorably ~pon such a request. Their request ,'is based on -city -policy to pay time aIld- one <br />half for holidays worked. It is the administration position that shift personnel condi- <br />tions of employment do not allow holidays as they normally fall for other personnel. <br /> <br />Mr. Frank Jackson said the Council had' established a p'olicy of paying time and one half <br />in addition to straight pay for holidays worked, and requested that firemen be granted <br />six shifts in lieu of money. <br /> <br />Mr. Pat Flynn explained reasons for the firemens position and number and hours of shifts <br />worked by firemen. He said the firemen a~e asking an additional two shifts for time <br />worked. <br /> <br />Personnel Director explained that this is a change in approach of philosophy of holidays <br />in the Fire Department. No recommendations had been made previously because shifts off <br />have not previously been considered as holidays. He explained that the City does not <br />recognize Saturday holidays, and for this reason, the average holidays per year for <br />regular employes; will be nine, rather than the ten referred to by firemen. <br /> <br />There was further discussion of policy relating to shift personnel. It was again pointed <br />out that holidays which fall on Saturdays are not considered paid holidays, and that <br />time and one half is not paid for those days. <br /> <br />I <br /> <br />No action taken on this matter. Manager explained that if the Council wishes to change <br />the policy, action will be required; otherwise, the staff will interpret that the <br />'Council wishes no change made. <br /> <br />Mr. Frank Jackson read a letter addressed to the Council and requested a ruling on whether or not <br />the firefighters would be considered in a ruling to pay time and a half for holidays worked. <br /> <br />- <br /> <br />After discussion concerning payment for overtime worked, and whether this pertained to firefighters, <br />Mr. Mohr moved seconded by Mrs. Hayward that the City Council form a subcommittee to give a report <br />on the matter of overtime pay for firemen and report to the City Council at a committee meeting <br />within two weeks. Motion carried. <br /> <br />The Mayor will appoint a committee. <br /> <br />Items not previously heard: <br />1. Initiative Petition, Charter Amendment Authorizing Veueran's Memorial Monument <br /> <br />Mr. McDonald moved seconded by M~. Teague to place a request for charter amendment on the state <br />primary election ballot May 26, 1970. <br /> <br />Mayor Anderson said the Council should avoid any discussion of this matter, since the matter of the <br />cross is still in the courts. He suggested the Council take no action and let the petition follow <br />the normal course of procedure, as outlined by law. <br /> <br />I <br /> <br />Mr. Williams agreed with the Mayor and Mr. Teague withdrew his second.
