Motion carried. <br /> <br />d. caurel Hill Citizens Committee - Mr. Williams asked if it would be proper for the <br />Council to defer development for a reasonable period of time on conditional use permits <br />and PUD developments in this particular area, and whether it would be appropriate <br />to prohibit issuance of building permits for C-l property in that area, to defer <br />development until such time as a plan was developed for the entire area. <br /> <br />The City Attorney said the City would be legally required to issue a ,building <br />permit for any outright use on any property. A moratorium could be called with <br />regard to conditional use or planned unit developments, which are subject to criteria. <br /> <br />Mrs. Hayward asked if building permits comilld be denied because of lack of sewers. <br />Director of Public Works said Lane County Sanitarian could deny building permit <br />because of health hazard, but it was his opinion that this area was entirely <br />sewered. <br /> <br />In reply to:Mr. Williams, Planning Director said he would like the Council to <br />take some action, and had suggested that Mr. Durchanek come to the Council. He <br />felt the Planning Commission was an advisory body of the Council, and that estab- <br />lishment of a citizens committee would have to be sanctioned by the City Council. <br /> <br />Mr. Williams moved seconded by Mrs. Beal that the Council endorse the request of <br />the Laurel Hill Citizens group to meet with the Planning Commission and develop <br />a general plan for the area, and that the. Council ask the Planning Commission to <br />take their views into consideration when developing a g~neral plan for that area. <br />This should be completed by July 1st. Conditional Use Permits should be restricted <br />while the plan is being developed. <br /> <br />Mr. Allen pointed out that use of septic tanks is not a basis for denying a permit <br />in the City. If they are required, they must meet the approval of the Lane County <br />Health Department, even though they are inside the City. <br /> <br />Vote taken on motion. Motion carried. <br /> <br />Mayor Anderson left the meeting and Vice President Teague took the chair. <br /> <br />Mr. McDonald moved seconded by Mr~ Teague that the Council direct the Planning Commission to work <br />with residents of the Laurel Hill area to develop a general plan for the area by July 1, and <br />that no conditional use permits be issued in the interim. <br /> <br />Councilwoman Hayward said she had read testimony presented by citizens of Laurel Hill at a previous <br />meeting, and had some questions relating to the area. <br /> <br />In answer to her question, the Manager said the City of Eugene is still operating under the 1959 <br />General Plan, which inrlludes the Laurel Hill Area. This plan will be in use until the new General <br />Plan has been adopted. He said the questions of traffic, schools and parks were all considered <br />by the Planning Commission at the public hearing for zone change. <br /> <br />Mr. Harold R. Holets, 1702 Riverview Street, said he was a member of the Laurel Hill Citizens <br />Association, and invited the Council to attend a meeting Thunsday evening, when they will attempt <br />to get acquainted and get the General Plan for the area started.
