<br />1. Items from Mayor and Council
<br />a. All-America City Award - Councilman McDonald announced that Eugene was one of eleven
<br />cities in the nation to be named All-America City. In the Mayor's absence, he
<br />conveyed thanks of the Council to the citizens of Eugene and the many committees
<br />involved, and especially to the JC's, who spearheaded the effort.
<br />
<br />Dr. Purdy suggested it would be appropriate to write a letter of thanks to the
<br />Junior Chamber of Commerceefor their efforts to win this award. Councilwoman
<br />Hayward thanked Ed Kenyon, who wrote the presentation. The City Manager said
<br />March' 6 has been set aside as a day of celebration, and Mr. Ray reported that
<br />Look Magazine and Municipal League representatives will be in Eugene to present
<br />a plaque and All&America flag.

<br />Councilman Williams suggested the Council officially take action congratulating
<br />the J.C;'s, and moved seconded by Dr. Purdy to request the staff to prepare a
<br />resolution congratulating the J.C. 's for sponsoring our All-America City.
<br />Motion carried.

<br />Mr. McDonald moved seconded by Mr. Teague that Item la of the Committee report be approved. Motion
<br />carried.

<br />b. Special City Election - Councilwoman Hayward questioned the City Attorney regarding
<br />procedure for certifying signatures for initiatives for the city special election,
<br />and when the last poss~ble day would be for certification. City Attorney explained
<br />that they must be presented aththe February 23 Council me~ting, unless ~he Council
<br />wishes to call a special meeting. He said it was possible the County Clerk might
<br />hire additional help to facilitate certifying of signatures, but that this was out
<br />of the City jurisdiction.

<br />Mr. McDnnald moved seconded by Mr. Teague to receive and file Item Ib of the Committee report.

<br />Mrs. Hayward reported she had called the County election office and found that state law permits
<br />the County to have 15 days beyond the City deadline for validating signatures. City Attorney
<br />explained that they must be presented to the Council 70 days before election, which means they
<br />will have until the March 9 meeting to validate signatures.

<br />c. Committee to Review Employe Relations - The City Manager said Mr. Robert Fraser, chairman
<br />of the Ad Hoc Employer-Empl~ye Relations Committee, had informed him the Committee
<br />was prepared to make an interim report to the Council, and would have material
<br />available before the regular Council meeting, if the Council wished to scheduleaa
<br />discussion for that time.

<br />Dr. Purdy asked that the Council meet on another night, so that they can give the
<br />report undivided attention, and perhaps analyze the effects of the proposed charter
<br />amendment. Councilman Williams said he disliked scheduling a meeting until he
<br />had reviewed the report. Councilwoman Hayward felt the Council should meet with
<br />the committee as soon as possible, but she felt there should be sufficient time
<br />for an unhurried meeting.
<br />
<br />Messrs. Teague, McDonald and Gribskov agreed that the Council should have. an oppor-
<br />tunity to read the report pefore scheduling a meeting, and that another evening
<br />would be preferable. Mr. McDonald suggested that a meeting be scheduled for
<br />Tuesday, February 24. This being agreeable to most councilmen, the Manager will
<br />attempt to set ,up .a meeting 'at this time.

<br />Mr. McDonald moved seconded by Mr. Teague to approve ltem.lc of the'tommittee report.
<br />
<br />The Manager pointed out that the Committee report has not yet ,been received, and in view of the fact
<br />that only five councmlmen can attend, it might be well to ,postpone the meeting. 0 A poll was taken,
<br />and it appeared that Tuesday, March 3, would be the best night to meet. In answer to,Mr. Mohr's
<br />suggestion that they study the report on Wednesday noon, the Manager explained that Mr. Fraser's
<br />committee cannot get together at noon. Mayor Anderson suggested the Manager look at the material,
<br />make a decision about the meeting, and'notify the Council.

<br />2. Planning Commission Report, February 3, 1970 - Planning Commission recommended deletion
<br />of Mobile Home Parks as a listed outright use in Mel Limited Industrial Zone, suggesting
<br />that such a use be "Conditional" in this zone. The recommendation proposes deletion of
<br />mobile home parks entirely from M-2 Light Industrial Zones. The recommendation recognizes
<br />that mobile homes are a form of residence, and as such, properly belong.inresidential or
<br />commercial zones. With this change, they would be conditional uses in RA, Suburban~~~~-
<br />dential; R~3, Multiple Family; RG Garden Apartment; C-2 Community Commercial; and C-3
<br />Central Business Zones. Experience indicates that permitting mobile home locations
<br />
<br />in'industrial zones results in incompatibility with industrl'al
