The Manager said he had a memo <br />from Mr. Porter which had not been received early enough for distribution. Mi. Williams moved sec- <br />onded by Mr. Mohr to pos.tpone action on Item 2 until the next Council meeting. Motion carried. <br /> <br />3. Topics Program Agreements, State Highway'Department - Federal Highway funds are available <br />for improvement of intersections at Highway 99 N and Pratt~e Road, and Highway 99 at <br />Roosevelt. This would include installation of fully actuated signals, widening and <br />re-aligning the intersections, and at Prairie Road, installing drop armiailroad cross- <br />ing protection. This program would be funded with 20% city money, 20% state money and <br />the remainder, federal money. ~he state will allow the city to design the project so <br />that it will be compatible with the city system. There are some questions about the <br />contract, but it will be brought for approval when these are settled. Funds have been <br />budgeted for the projects. <br /> <br />e <br /> <br />I <br /> <br />In answer to Mr. 'Gribskov, Mr. Allen said' there will be a public hearing on the project. <br />No action was taken. <br /> <br />Mr. McDonald moved seconded by Mr. Teague to receive and place on file Item'3 of the Committee report. <br />Motion carried. <br /> <br />4. Joint Housing Committee Recommendation ~ The 'Joint 'Housing Committee has requested support <br />for Lane County Housing Authority request to the Department of Housing and Urban Devel- <br />opment for an increase in the amounts that leased housing rents can be ,subsidized. This <br />would not result in an increase in tenant rents, but would assist the Housing Authority <br />to keep leased housing when leases are renegotiated. Each lease would be handled separately. <br /> <br />Councilman Williams explained that the Joint Housing Committee is requesting the City <br />Council to give moral support, since the 'City feels this is one of the best methods of <br />providing housing for low income persons. In answer to Councilman Teague, Mr. Williams said <br />this wQuld be based on the amount that the average rent has gone up in the private sector. <br />It is geared to inflationary factors. Iu'answer to Mr. Teague"s request for the amount <br />of increase, the Planning Director said he would provide these figures at the regular meeting. <br /> <br />Mrs. Hayward moved seconded by Mr. Williams to support action of the Housing Authority in <br />an ,attempt t~ increase rents ~hat may be paid to landlords for the leased housing program. <br /> <br />Councilman McDonald said increased budgets have caused increased taxes, and it would be <br />unfair to ask the Authority ,to attempt to rent homes at the 'same figures as they did a <br />year or two ago. <br /> <br />I <br /> <br />Mr. Williams assured the Council that the Housing Authority was aware of inflationary <br />trends, and did not want to drive up the price of other property in the area by their <br />action. Mr; Gribskov, and pointed out that HUD will'make the decision. <br /> <br />e <br /> <br />Vote taken on motion. ' <br /> <br />II <br />'! <br />I <br />I <br /> <br />The City Manager'read a report from the Housing Expediter which stated that the Housing Authority <br />had suggested raising rents to landlords from 12 to 15%, which is the increase in market rates in <br />this area. The memorandum explained that participating owners would not be affected automatically <br />but that each owner would be handled separately when his 'lease was 'renegotiated. If the Housing <br />Authority felt the request was not justifiable,' the owner could remove his unit from the program. <br /> <br />Vote taken on motion as stated. Motion carried. ' <br /> <br />5. <br /> <br />EWEB Property Transaction Requests <br /> <br />Deed to Lane County for land purchased by EWEB along West Belt Line during joint <br />right of way purchase program. EWEB has asked for City Council approval to deed <br />two properties to the County in comnection with acquisition program for construction <br />of transmission line. . <br /> <br />I <br /> <br />A. <br /> <br />[I <br /> <br />Dr. Purdy moved seconded by Mr. Gribskov to approve the deed for properties as <br />outlined above.
