<br />11 <br /> <br />e <br /> <br />3/9/70 <br /> <br />r <br /> <br />COMMITTEE REPORTS <br /> <br />I <br /> <br />Meeting held March 4, 1970: <br /> <br />"Present: Mayor Anderson, Councilmen Hayward, Purdy, McDonald, Beal, Gribskov, Mohr and Williams; <br />staff and others. <br /> <br />I <br />1. Items from Mayor and Council <br />a. Ordinance Prohibiting Visible Emission from Automobiles - Councilman Williams requested <br />a report from the City Attorney on the desirability of an ordinance to prohibit excessive <br />emission of automobile smoke and pollution into the atmosphere, and asked if enforcement <br />of such an ordinance was possible. <br /> <br />Councilwoman Beal said the Air Pollution Authority has such regulations, but police <br />have no authority or traillning to enforce them. She felt a City Ordinance would <br />implement the regulations, and make them enforceable in the City. <br /> <br />The City Attorney expiliained that state law controls exhausts and mufflers, but doesn't <br />cover emissions. Lane Air Pollution is a separate government entity, so the City will <br />require its own ordinance to enforce pollution regulations. <br /> <br />e <br /> <br />Mr~ Williams moved seconded by Mrs. Hayward that the City Attorney draft an ordinance to <br />permit Eugene City Police to enforce control of visible emission from automobiles, in <br />accordance with standards set by Lane County Air Pollution Authority and the State of <br />Oregon. <br /> <br />I <br /> <br />I <br />II <br />II <br /> <br />II <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Councilman Purdy requested a report on diesel trucks, and how they fit into the entire <br />picture. <br /> <br />Vote taken on motion as stated. Motion carried. <br /> <br />~r. Teague moved seconded by Mrs. Hayward to approve Item la of the Committee report. <br /> <br />Mr. Williams was concerned that a section on diesel trucks should be included in the ordinance. <br />Mrs. Beal explained that the air pollution standards do deal with trucks separately. She said the <br />Council could not make changes in these regulations, and invited the Council to come to the rules <br />hearing Marfch 18 so that they could discuss the regulations and perhaps come to a better understand- <br />ing of them. Councilman Williams requested a staff report discussing potential for controlling <br />visible emission so the Council could understand it, and implications on people when trying to enforce <br />the ordinance. He asked for information on the extent diesel trucks exceed requirements of Lane Air <br />Pollution Authority regulations, and an analysis of the rules to be included in the ordinance. <br /> <br />Vote taken on motion. Rally, Support Governor's Stand on Nerve Gas - Councilman Mohr announced that Governor <br />McCall will speak at a rally to be held Friday at 11:30 at City Hall. Other speakers will <br />be Charles Elliott and Jack Doughty. The public is invited and Council members and staff <br />are asked to participate. <br /> <br />I <br /> <br />Mr.. Teague moved secemded by Mrs. Hayward to re'eei ve and file Item Ib of the Committee report. Motion <br />carried~ <br /> <br />c. Future Power Committee - Future Power Committee asked to be on the agenda for the Council <br />meeting of March 18, 1970. Mayor ruled this be placed on the agenda for consideration <br /> <br />Mr. Te9gue moved seconded by Mrs. Hayward to receive and file item Ib of the Committee report. Motion <br />carried. <br /> <br />e <br /> <br />2. Lane County Auditorium Association, Site Report - Copies of the report were previously distribu- <br />ted to the Council. Staff recommends Council accept recommendation of Lane County Auditorium <br />Association to reserve Site "B", based on 1) Authorization of financing; 2) Satisfactory com- <br />pletion of technical and design studies; 3) Establishment of and agreement on site purchase price. <br /> <br />Mr. Lee Bishop outlined the association report. He indicated that a second design seminar will <br />be held March 12 and 13 in the Council Chambers, and urged members of the Council to attend. <br /> <br />Mr. Don Lutes, Architect, explained selection of the site, reasons for selection of an urban <br />site for the Center, and possible parking problems. <br /> <br />Mr. John Amundson of the Architectural firm commented on probable heights of buiilldings, and <br />possible effect on Skinner Butte vista. <br /> <br />In answer to Councilman Mohr's question, Mr. Bishop said the Council is requested to accept <br />the report so that planning may proceed. <br /> <br />I <br /> <br />In reply to Dr. Purdy's question, Mr. Lutes. said soil tes:ts.-v.iill not !?l?,_.f;~nducted until a site <br />is definitely chosen, but tests for ground nearby have been studied, and appear to be favorable. <br /> <br />II <br />\i <br />11 <br />I' <br /> <br />Dr. Purdy, seconded by Mr. Gribskov, moved that the Council accept Lane County Auditorium <br />request to Eugene Renewal Agency on the contingency of the three points mentioned above. <br /> <br />Councilman Mohr pointed out that no public hearings had been held on site selection.
