The center has been planned for daily usage, and a location outside the central core would discourage complete utilization. There was further discussion about the location of the center, and how it will be tied in with the Buttep"Park, River and downtown area. Mr. Theron Rust said reserving this site for the auditorium will give Eugene Renewal Agency an oppor- tunity to develop an urban design plan for the area. Mr. Mohr wanted to make sure all efforts are focused in the right direction. Agreements, Oregon State Highway Department - Public Works Department has reviewed proposed agreements, and met with the State Highway Department. Staff recommends approval of contract and passage of a resolution authorizing the Manager to sign an agreement. No action taken at this time. Mr. Teague moved seconded by Mrs. Hayward to authorize the City Manager to sign an agreement between Oregon State Highway Department and the City. Motion carried. Ordinance Amending Code - Code prohibits barbed wire fences in the City. Amendment will permit stnands of barbed wire on fences at Jefferson Memorial Swimming Pool. The City's liability insurance carrier has requested this installation to discourage youngsters climbing the fence, in order to get into pool during hours of closure. 4. [i " I: I!
