<br />that the City might participate in a community facilities funding program. Eugene Renewal
<br />Agency met with representatives of that Department and the City Parks Department, and
<br />hopes to develop a new center in Amazon Parks area. This area qualifies under present
<br />plans to obtain assistance from the Department of Housing and Urban Development.

<br />Parks and Recreation Drr.ector said a research study has been done for this area. Present
<br />plans are for a $250,000 project, but rohe scope could be enlarged considerably through
<br />federal assistance.

<br />Mr. Don Lutes, Architect, showed proposed plans and said this was an excellent opportunity to !,
<br />build a facility which incorporated multi-use and flexibility.
<br />
<br />Mr. Otto Poticha asked about city policy regarding joint use of sChool-city buildings.
<br />Director explained that there has been a long-st~nding policy in this regard, but that
<br />school facilities are generally in use, either by students or EBAA. Meeting rooms are
<br />also shared, but there are scheduling problems.

<br />Mr. Teague moved seconded by Mrs. Hayward that the City be authorized to participate in seeking a
<br />community facilities fund for a community center at the Amazon Park, to be knows as Amazon Village
<br />Community Center. Motion carried.

<br />7. Correspondence - Public Works Director read a letter from EWEB inviting Council members to
<br />attend a special showing of model of Trojan Nuclear Power Plant soon to be under construction
<br />near Rainier, Oregon. Mr. Mohr, Mr. Williams, Dr. Purdy, Mr. McDonald and Mayor Anderson
<br />will attend.
<br />
<br />Letters were distributed commending employes of police and parks departments. Public Works
<br />Director read replys rec~iYed to Council Resolution concerning nerve gas from' President
<br />Nixon's assistant and from Senator Packwood.

<br />8. Danebo Neighborhood Development Program - Mr. Theron Rust of Eugene Renewal Agency explained
<br />that the Department of Housing and Urban Development had approved a renewal project in
<br />the Danebo area in the amount of $524,030.71. He said they have only a year to complete
<br />the project, and recommended a public hearing be scheduled in April at a regular City
<br />Council meeting.

<br />In answer to Dr. Purdy, Mr. Rust said the only costs to residents will be sanitary
<br />sewers, which are already in.
<br />
<br />Mr. Otto Poticha was concerned that this renewal would include only streets, sewers and
<br />lights, and felt residents wishes should be considered. Planning Director outlined
<br />meetings held with neighborhood residents, and said public hearings will be held. Mr.
<br />Rust said a plan has been drafted for the area which, if the Council approves, will
<br />be implemented immediately.

<br />Mayor Anderson explained that the Council recognized that it had to get community
<br />participation, and that the staff and others should be commended for their approach.
<br />The Mayor felt the fact that this was a neighborhood effort was important.
<br />
<br />Mr. Jim Britton asked if this area was still considered in an airport noise zone.
<br />Planning Director said the aviation authority reviewed the application and FHA approved the
<br />application. He recommended that a public hearing be held April 13, 1970.

<br />Mr. Teague moved seconded by Mrs. Hayward that the Council schedule a public hearing April 13, 1970
<br />for discussion of a proposed urban renewal project in the Danebo area.

<br />Mr. Otto Poticha said members of the Urban Affairs Committee of AlA were concerned that residents of the
<br />area were not aware of the expense likely to be incurred in connection with renewal. He felt public ,~
<br />hearings should be held and committees should meet with residents. Councilman Mohr pointed out to
<br />Mr. Poticha that the motion was to hold a public hearing to hear the kinds of questions he was
<br />asking.

<br />Mr. Rust and the Planning Director explained that residents of the neighborhood had asked for help,
<br />arid that many community meetings have already been held. Mr. Rust explained that the Eugene Renewal
<br />Agency staff and city staff will be meeting with residents of the area and explaining what will
<br />be done prior to this_public hearing.
