Ecology Day - April 22 has been designated Ecology Day. ' <br /> <br />I <br /> <br />Mr. Mohr moved seconded by Mrs. Hayward to adopt the Resolution. Motion carried. <br /> <br />h. Voters Pamphlet - The City Manager asked for a decision whether the Council wishes <br />to make a statement in the voters pamphlet on three measures on the ballot. <br /> <br />Dr. Purdy asked if his interpretation was correct, that if the Council did not <br />take further action, the only information they would have in the voters pamphlet <br />would be on collective bargaining" and there would be something appearing on that. <br /> <br />The City Manager agreed, and said Council action should be taken in this regard. <br /> <br />Dr. Purdy moved seconded by Mr. McDonald to direct the City Manager to prepare a <br />copy of a Council statement for the voter's pamphlet, and circulate a preliminary <br />report to Councilmen prior to the meeting. Protest, Contract Award - City Manager read a letter received from Mr. Kenneth A. Barton, <br />Business Manager, Laborers International Union of North America, protesting award of <br />three contracts to D. & D. Backhoe Company. He said wage rates are not observed, and <br />this company is in violation of the law. <br /> <br />Mr. Barton designated Mr. Joe Willis as spokesman for the organization. <br /> <br />I <br /> <br />'I <br />I <br /> <br />Mr. Willis said he was not representing the labor union, but sp~aking for them. He <br />was not an official representative of the organization. On behalf of the labor <br />organization, he protested vigorously against awarding of.construction contracts to <br />contractors in violation of the law, or who did not observe prevailing wage rates, <br />rates recognized by the Bureau of Labor of the State of Oregon. Contractors must bid <br />according to specifications, and if the contracts are awarded to those not using the <br />predetermined wage rate, this will destroy the industry. Mr. Willis did not feel this <br />was Council intent. He requested that the Council provide protection for representatives <br />of the building trades in this matter. <br /> <br />- <br /> <br />Councilman Mohr explained that the Council had instructed the City Attorney to draw an <br />ordinance with a penalty clause for violation of labor practices or standards. <br /> <br />The City Attorney said he had forwarded to the City Manager a draft of an amendment to <br />the City Ordinance implementing city law. This will be dis tributed to the Council for <br />cons i derat i on. <br /> <br />In answer to Mr. Willis, the City Attorney said City Engineers have been working on an <br />addendum to city contracts requiring that contractors on city jobs meet requirements <br />for State of Oregon minimum wage rates, including ,fringe benefits. <br /> <br />There was further discussion of modification to city contracts. <br /> <br />I <br /> <br />The City Manager explained to those present the circumstances of award of this contract. <br />Councilwoman Beal added that the staff had recommended that the D. & D.
