Motion carried, with Mrs. Beal <br /> <br />I <br />I <br />II <br />I <br />I <br />I <br /> <br />3. Request for Paving - A letter was read from Mr. and Mrs. C. M. Withrow, 20 East 46th <br />Avenue, requesting paving of Willamette Street from the intersection of Oak and Willa- <br />mette to 48th Avenue. Their main concernss were condition of the street, and increas- <br />ing costs with each delay. I <br /> <br />This matter was before the City Council in 1968 and was tabled because of protests from <br />property owners with rear yards facing Willamette Street. Since this is a major arterial, <br />the street will eventually have to be paved, and costs increase each year. <br /> <br />The City Attorney suggested because of the possibility of challenge, pre-assessment on <br />estimated costs should be done before actually doing the job. <br /> <br />Mr. and Mrs. Withrow said they would prefer to have the job done now, before costs are <br />up even higher. <br /> <br />In answer to Mr. McDonald, Manager said property owners will be assessed on both sides <br />of the street. <br /> <br />In answer to Councilman Mohr, the Manager said the petitmon of 1968 is still valid, <br />and the matter should be taken off the table, and a date set for public hearing. <br />There is no legal status to the petition, and the street can be paved without it. <br /> <br />Dr. Purdy moved seconded by Mr. McDonald to call a public hearing at a date to be set <br />by the City Manager, to discuss this proposal, and notify property owners by letter, <br />prior to openi~g of bids. Motion carried. <br /> <br />Mr. McDonald moved seconded by Mr. Teague to approve Item 3 of the Committee report. <br /> <br />Manager said owners had been notified a public hearing would be held at this meeting to determine <br />whether Willamette should be paved from Oak to 48th. Letters in opposition have been received <br />from Phil Schnabel, W. A. Manning, Joy S. Goolsby and Alan L. Burr. The Archdiocese of Portland <br />telephoned to voice their approval, and Mr. and Mrs. Howard P. Egger wrote in favor of the project. <br /> <br />Mr. Ray Wiley read a letter from Breeden Bros. in favor of the project. <br /> <br />Mr. Leonard Oswald, 4295 Willamette said there had been many accidents in that area, and he felt it <br />should be widened, and the intersection lowered. <br /> <br />Mr. Joe Friedland, 4410 Pearl, agreed, and said accidents had resulted in cars being in his back yard. <br /> <br />Mr. Harold Merrill, 40 Oak Court, was opposed to the project, saying it was not the road, but <br />excessive ?peed that caused the accidents at the intersection of 40th and Willamette. <br /> <br />Mrs. Charles Rimpley, 50 Coachman Drive, requested that the paving go only as far as 48th, since <br />the remaining three blocks would not benefit from the paving. She asked the Public Works Director <br />if they were included in this proposal, and he explained that they would be part of the project. <br /> <br />Mr. Ray Kodera, 15 Braeburn Drive, was concerned about the assessment procedure. The. City Manager <br />explained that' bids were called for and another public hearing would be held before bids were awarded. <br />Assessments are based on front footage of property on the street. <br /> <br />Mr. Dale Ramsey, 4875 Willamette, objected to widening of the street, saying this would make it a <br />freeway. <br /> <br />Mr. John Miller, 21 East 47th, was concerned about drainage, and requested that this be corrected if <br />the street is paved. He was assured the project would include storm sewers. <br /> <br />I <br /> <br />I'. <br /> <br />j <br />I <br />II <br />,I <br />I <br />II <br />I: <br /> <br />Council members queried the Traffic Engineer about the cau~e of accidents at the intersection, and <br />whether improvement of the street would increase or decrease the rate. Mr. Williams said under <br />ordinar.y;'circumstances, accidents decrease with improvement of streets. The grades will be improved, <br />thus improving sight clearance. <br /> <br />Director of Public Works said the State Highway Department is now working on a feasibility study for <br />location of a connector to the south of Belt Line Road, which will affect the width of this street. <br />He sugg@sted the contract should be withheld until July 1, when there may be some indication what <br />the results of this study will be. Any longer delay might affect the cost of the project. <br /> <br />After further discussion of alignment and possible width of the street, Mr. Williams moved seconded <br />by Mr. Mohr to amend the motion to include in request for bids a statement bids may not be released <br /> <br />I <br />I <br />\il <br />II~ <br /> <br />4/13/70 - 4 <br />
