<br />e <br /> <br />~ <br /> <br />1JI <br /> <br />4/13/70 <br /> <br />I <br /> <br />e <br /> <br />I <br /> <br />I <br /> <br />-- <br /> <br />I <br /> <br />e <br /> <br />Councilman Mohr said the Council subcommittee on holiday pay policy had recommended that firemen <br />should be excluded from provisions of holiday pay as set forth in City Administrative manual, and <br />recommended a special policy for them. <br /> <br />Mr. Mohr moved seconded by Mr. Gr.rrbskov that the section on holiday pay in the city manual of work <br />rules be amended so that an exclusion be made for holiday pay policy for city firemen and other <br />"Shift" personnel, and that the section' should include the following features: <br /> <br />II <br />II <br />II <br />II <br /> <br />a) Establish an equity between Firemen's "holidays" and non-shift employe's <br />holidays. Assume for this purpose that of the ten recognized holidays nine <br />do not fall on Saturday. Therefore: <br /> <br />9 holidays x 8 hours off/holiday = 72 hours off <br />72 hours off x 1.4 (conversion to Firemen's holidays) = 100.8 hours off <br /> <br />I <br />I <br />I <br />, <br /> <br /> <br />II <br />II <br />II <br />I <br />I <br /> <br />This represents an increase for Firemen in holiday hours off from the current <br />96 hours to 100.8 hours. <br /> <br />b) If a Fireman~ for whatever reason~ is required to work one or more of his <br />"holidays" he sahlI be compensated at the rate of time and one-half for all of the time <br />which he works until he is relieved. For example, a Fireman is called in to work his <br />"holiday" because a man from one other shift 'is sick. The Fireman shall be paid at <br />the rate of time and one-half until such a time as he is relieved by the next <br />shift, which would normally be 24 hours after he began. <br /> <br />In answer to the Personnel Director, Mr. Mohr agreed that if, at the end of a year a fireman had not <br />taken time off, he would be paid for this at the time and one half rate. <br /> <br />Vote taken on motion. Motion carried. <br /> <br />3. Public Works Storm Sewer Projects <br />a. Marshall Avenue Channel <br />b. North Belt Line Floodway, East and West Sections <br />c. S.C.S. Channels - A-2 and A-3 <br /> <br />Director of ~ublic Works explai~ed the proposed projects. He pointed out alternatives, and <br />explained participation in federal grants. He distributed a breakdown of costs, and <br />requested Council guidelines and recommendations for specific projects so that public <br />hearings could be scheduled~ and negotiations initiated with federal agencies. <br /> <br />After Council discussion, Mr. Gribskov moved seconded by Dr. Purdy to accept the staff recom- I <br />mendation in regard to storm sewer projects. <br /> <br />Mr. Mohr suggested that this item be carried to the regular meeting for formal action. <br /> <br />After further discussion, Mr. Gribskov withdrew his motion~ and Dr. Purdy his second. <br /> <br />There was a discussion about dity policy regarding open-ditch fencing. Public Works <br />Director said there is no city policy, but that the Council had given direction that <br />the Marshall ditch should be fenced. <br /> <br />Mr. McDonald moved seconded by Mr. Teague that the City Council approve the staff recommendation <br />under Items 3a, 3b and 3c. <br /> <br />I <br />II <br />!I <br /> <br />I' <br />il <br />I' <br />,I <br />II <br />I <br /> <br />Mrs. Paul Lansdowne asked if property she owned at 10 Donovan was involved, and whether the storm <br />sewer would be an open ditch. Public Works Director answered that this property was involved. Man- <br />ager assured Mrs. Lansdowne that the city could not take an easement through property without neg- <br />otiation or condemnation. Mrs. Lansdowne said she would consider there was no substantial damage <br />if the City tiled the ditch. She also requested if pasture was damaged, the City re-seed. <br /> <br />Vote taken on motion. Motion carried. <br /> <br />li. Storm Sewer Financing Outside Study areas - <br /> <br />I <br />I <br />,\ <br />Ii <br />I <br />I <br /> <br />Mr. McDonald moved seconded by Mr. Teague to receive and place on file Item 3d of the Committee report'j <br /> <br />Manager said at time of consideration of major capital improvements, Council should consider the <br />overall picture of storm sewer financing. \ <br /> <br />In answer to Councilman Gribskov, Public Works Director said total price estimate includes fencing <br />of Marshall ditch. <br /> <br />Vote taken on motion. Sewage Treatment Pillant, Expansion Grant - Offer of a federal grant in the amount of <br />$479,160 was made to assist in construction of waste treatment works. Total cost is <br />estimated at $1,452,000, and the City would be responsible for $972,840. Sewage <br />Treatment Plant additions have highest departmental priority, and Public Works <br />Depar~ment recommends adequate funds be provided in 1970-71 budget to allow the City <br />to accept the grant tendered. <br /> <br />No action taken at this time. <br /> <br />4/13/70 - 8 <br /> <br />..4 <br />
