<br />J~ <br /> <br />e <br /> <br />4/27/70 <br /> <br />1 <br /> <br />~ <br /> <br />COMMITTEE REPORTS <br /> <br />I, <br /> <br />Meeting held April 15, 1970: <br /> <br />,i <br />II <br />I <br />I <br />II <br />~ <br />II <br />I <br />I <br /> <br />"Present: Mayor Anderson; Councilmen McDonald, Teague, Hayward, Purdy, Beal, Gribskov, Mohr <br />and Williams; City Manager and staff; and others. <br /> <br />1. Items from Mayor and Council <br />a. Additional Council Meetings - Councilman McDonald expressed concern at recent lengthy <br />Council meetings, and said he felt the Council could not do justice to the people's <br />needs. He suggested that the Council should meet every Monday, rather than the 2nd <br />and 4th Mondays of each month. <br /> <br />Mayor Anderson agreed that lenghthy meetings had become a problem, and asked for <br />thoughts of other Council members. <br /> <br />I <br />I <br /> <br />Dr. Purdy felt that, perh?ps meetings had become longer since the Council dispensed <br />with public hearings at Wednesday meetings. He asked if the Council would still <br />have the noon committee meetings. Mr. ~GDOnald felt these meetings would be in <br />addition to those already held. <br /> <br />e <br /> <br />I <br /> <br />II <br /> <br />Councilwoman Beal suggested that p~lichearings could be held on the Mondays <br />when the Counci~ did not have regular busines~. Mayor Anderson thought this <br />was a good idea. He suggested that the Council set up a special meeting, after <br />budget meetings are over~ to consider these suggestions. <br /> <br />I~ <br /> <br />b. Film Committee - Councilman Mohr said he had only an interim report on the film <br />committee, and would present the report at a later date. <br /> <br />Mr. McDonald moved seconded by Mr. Teague to receive and file Items la and Ib of the Committee <br />report. Motion carried. <br /> <br />II <br />I <br />I <br />I <br /> <br />c. Earth Day, Street Closure - Councilman Mohr said he had received a report from the <br />University Association of Students on re~ponsibility for street closing. He read <br />a letter from the ASUO countersigned by the Dean of Administration in support of <br />this closing. The yniversity cannot give a financial commitment, <br />but the activity has University moral support. <br /> <br />After discussion, Dr. Purdy said he had voted on the basis of the traffic problem, <br />and he could not see that anything had changed in this regard. <br /> <br />Mr. Teague had been concerned about the University commitment, and the heavy traffic <br />on 13th, and whether this closure would establish a precedent. <br /> <br />I~ <br />.~l <br /> <br />- <br /> <br />The City Manager said the staff was proposing a special Council meeting before <br />the budget meeting on Monday night, and that further action could be taken at <br />that time. <br /> <br />The City Manager said there has been some public misunderstanding of the role <br />city trucks will play in pick-up of trash on Earth Day. City trucks will not <br />be used for pick-up of private residential garbage or trash, but will assist <br />professional organizations and school groups in cleaning up public parks. Citizens <br />are urged to take advantage of free dumping privileges at County dumps on April 22. <br /> <br />e <br /> <br />Mr. McDonald moved seconded by Mr. Teague to receive and file Item lc of the Committee report. Carrie~. <br /> <br />The City Manager gave a report on earth day activities which was prepared by the Director of Parks, <br />and asked that authorization be given to forward letters of commendation to those who took a <br />particularly active part in this observance. <br /> <br />Mr. McDonald moved seconded by Mr. Teague that letters be forwarded to schools doing outstanding <br />work in observance of earth day. Motion carried. <br /> <br />Mr. McDonald said students had done an outstanding job clearing trails and providing access to the <br />river in Alton Baker Park. <br /> <br />d. Statement, Voters Pamphlet - Mrs. Beal was concerned about inclusion of a Council <br />statement in the voters pamphlet, not because of the content of the statement, <br />but because the Council would be using city money to pay for the statement. It <br />was her opinion"the Council should give equal space to the firemen free of charge. <br /> <br />I <br /> <br />In answer to Mrs. Hayward's question, the City Attorney said/the Council could <br />do this if they wished. <br /> <br />After further discussion of alternatives, Dr. Purdy moved seconded by Mr. McDonald <br />that no public funds be used in publication of a Council position statement. <br /> <br />Dr. Purdy said his intent was not to establish a policy - his motion pertained <br /> <br />e <br /> <br />4/27/70 - 3 <br /> <br />,I <br />,I <br />
