Mrs. Hayward was not sure opposing an initiative petition thwarted <br />the initiative process. <br /> <br />A vote was taken on the motion as stated. Motion carried. Mohr voted no. <br /> <br />Mayor Alderson said he had reviewed the statement, and wanted to appoint a <br />committee of the Council to review it. He requested Mr. Mohr, Mr. Teague and <br />Dr. Purdy to assist him in preparing a statement. <br /> <br />Councilman Mohr said in view of his objections, he would withdraw his services. <br /> <br />Mayor Anderson requested Mrs. Beal to serve. Council on Aging, Report - Mrs. Margaret Stauffer, representing Emerald Empir~ Council <br />for Aging and Mayor's Advisory Committee on Aging, reported on accomplishments of <br />these committees to assist the elderly. She said the President had designated May <br />as Senior Citizens Month. Mrs. Stauffer requested the Mayor to appoint delegates to <br />a Blue Ribbon Committee representing the Metropolitan Area, County Commissioners <br />and City Councils of Eugene and Springfield. This committee will meet the first <br />time Onday, April 20 at 12:00 hoon. She also requested a Mayor's Proclamation of <br />Mayas Eugene Senior Citizens Montp. <br /> <br />Mayor Anderson commended the Council on Aging for their work, and said he would <br />sign a Proclamation, and appoint members to the committee. <br /> <br />I <br />,f <br />I' <br />,I <br />'I <br />I <br />I <br />I <br />i <br />I: <br />I' <br />II <br />II <br />,j <br /> <br />Mrs. Hayward moved seconded by Mrs. Beal that the Council follow the recommendations <br />of the Council on Aging regarding appointment of an area-wide representative, and <br />that the Mayor issue a proclamation. <br /> <br />I <br />I <br />!/ <br />'i <br />I <br /> <br />Dr. Purdy suggested that Mr. Smith from the Parks Department be appointed as this <br />representative. Mrs. Stauffer said Mr. Smith is already involved in these activities. <br /> <br />Mrs. Hayward asked the City Manager if the City has employed on a part-time basis, <br />elderly citizens. Mr. McKinley said the City does not, at the present time, hire <br />any elderly, but he felt it was a good suggestion, and that this would be a good <br />source of skills. <br /> <br />Vote taken on motion. Proposed Field Burning Regulations - Mayor Anderson invited members of the <br />Council to attend a public hearing on new field burning regulations before the <br />Environmental Quality Commission at 2:00 p.m., April 23, 1970, in Salem. <br /> <br />Mrs. Beal outlined the proposed field burning rules and regulations. Councilman <br />Mohr proposed that a subcommittee be apppinted to prepare responses for April 23. <br />Mayor Anderson agreed to appoint a Council committee to work on this. He said he <br />found it depressing that no effort had been made to reduce any acreage to be burned. <br /> <br />~r. McDonald moved seconded by Mr. Teague to receive and file Item 3 of the Committee report. Motion <br />carried. <br /> <br />4. Organizational Structure - The City Manager explained that, when the determination <br />was made to establish a position of Community Relations Director, it was decided to <br />try to el~minate the position of Assistant City Manager. It has become increasingly <br />difficult to keep up with the responsibilities of the office. The Personnel Manager <br />has been helpful, but his office is becoming:.increasingly demanding. The Manager <br />0e~plained that the Community Relations office has been very rewarding, and that many <br />more things can be accomplished.
