Mass Transit System - The City Manager commented on the possibility of cessation <br />of transit service by April 30, and attempts by interested public officials to <br />contlnue service. He outlined difficulties of the present system to meet expenses, <br />and reasons for their decision not to proceed under the present circumstances. <br />Central Lane Planning Council was asked to act as pepresentative body to represent <br />the urbanized community to try to develop a plan to keep mass transit available. <br />The City has been asked to work with Emerald Transit System to attempt to keep <br />the system running for two months. Lane County has been requested to develop <br />an administrative process to buy the system and keep it operating until a perm- <br />anent mass transit program can be developed.. Springfield City Council and Lane <br />County Commissioners are willing to cooperate to work out a solution. <br /> <br />In answer to Councilman Williams, the Manager said working with the Dorsey Bus <br />Company will be considered as one of the possible solutions. <br /> <br />In answer to Councilman McDonald, the Manager said the deficit will be primarily <br />payment of drivers wages, and could vary from $1,000 to $5,000. Field Burning Regulations - Mrs. Beal distributed a proposed Council position on <br />new field burning regulations, and requested Council endorsement of the statement. <br />Mr. Mohr and Mrs. Hayward, with Mrs. Beal, will attend a hearing in Salem on the <br />regulations. <br /> <br />Mr. McDonald moved seconded by Mr. Teague to receive and file Item Ie of the Committee report. Motion <br />canried. <br /> <br />Regarding Item Id, "Two PI~dge", Councilman Teague asked that the record show that he had not <br />signed the Two Ple@ge. Mr. McDonald pointed out that he, too, had refrained from signing the pledge. <br /> <br />II <br />II <br />II <br />I <br />1 <br /> <br />I <br />I, <br />II <br />II <br />II <br />I <br />I <br />I <br /> <br />Mrs. Hayward pointed out that Councilmen, when signing the pledge, had suggested that their children <br />would be well advised to have only two natural children. <br /> <br />Regarding Item Ie, Field Burning, Mrs. Beal asked that the record show that the Council endorsed <br />the statement she presented at the hearing in Salem, and that it was an official statement of the <br />Council. <br /> <br />Mrs. Beal moved seconded by Mr. McDonald that the minutes be amended to show that the statement <br />distributed at the committee meeting was endorsed by the Council as its official statement. Motion <br />carr&ed. <br /> <br />2. Collectiua Bargairiing Procedures Report - Mr. Rober~ Fraser, chairman of the Employer- <br />Employe Relations Committee, distributed copies of a proposed ordinance relating to <br />public employment and collective bargaining with employe representatives. He asked that <br />the Council review it and have a hearing at a future Council meeting. He explained that <br />the ordinance could be changed if it was found that portions of it,would not work - that <br />it was an experiment. <br /> <br />I <br /> <br />I <br />II <br /> <br />Mr. Eaton Conant, member of the committee, said the ordinance dealt with impasse proce- <br />dures, and that by declaring itself a public employer, collective bargaining machinery <br />would apply. <br /> <br />Councilmen thanked the committee for doing an excellent job. Councilman Mohr requested <br />that the committee remain impaneled until public hearings on the ordinance have been <br />completed. Mr. Fraser said they would remain at Council disposal. <br /> <br />I <br />I <br />I <br />Mayor Anderson suggested that a public hearing be seheduled for the May II Council Ii <br />meeting. He expressed appreciation to the committee for the manner in which it functioned. il <br /> <br />Mr. McDonald moved seconded by Mr. Teague to receive and file Item 2 of the Committee report. <br />carried. <br /> <br />Motion <br /> <br />Councilman Mohr suggested that the hearing on this report should be moved to the meeting of May 25, <br />since testimony will be taken May II concerning closure of 13th Avenue. .
